Even though you encourage nations to work together you're still requiring each nation to do their own research. A nation can't opt out of doing any research; they must do some.
And clause 3, which the more advanced among you will note is the clause directly following clause 2, explicitly states:Encourages member states to cooperate in such research where possible, to save time, costs, and prevent overlapping research;

That's not really relevant to what I'm talking about. The issue is whether or not each nation has to do research, and that is clearly the case.
