That's not really relevant to what I'm talking about. The issue is whether or not each nation has to do research, and that is clearly the case.

It's clearly not the case, for that would result in overlapping research, which the resolution stipulates should be avoided through co-operation.

Because the original author had the forethought to assume that nations could assume "tungsten is not a non-toxic substitute for lead water pipes" from other nation's research and existing research.

Not at all.

Each nation is required to do research.
Each nation is encouraged not to overlap their research.

These are just the facts of the proposal, and I argue in my repeal that requiring all nations to conduct their own research is bad.

If you're going to wax lyrical about "the facts", it helps if you don't change the wording of the text beyond their direct meaning.

To the layman, the wording is irrelevant for the meaning is the same. But we're in the world of legalese.
Member states have done research. I now know that tungsten pipes aren't suitable replacements for my lead water pipes because of it. I will now not duplicate that research ("overlapping").

Here, I have fulfilled my obligation to the resolution.
