If you're conceding that member nations have the power to fail to comply with WA legislation, what's to stop them from ignoring this?

Common sense.

Why would you voluntarily join the WA, if you weren't going to follow its laws anyways?

Under that reasoning the resolution does nothing, as member states would comply regardless..

The R&D community doesn't really join the WA ICly. Anyways, this is why I argued that SC and GA membership should be split.

"To be a pain in the ass. To advocate for a particular legal regime while being unwilling to tolerate losing. You see it in the abortion threads all the time. They're all about obeying the law, so long as abortion is banned. Otherwise, well, the WA is just a gigantic waste.

"Under GAR#2, the WA also offers formal recognition of a state, and doesn't exactly qualify that recognition with the requirement for compliance. If the two were more causally linked, there might be a bigger stick to nudge one to compliance. Under the current system, however, a nation can join, be recognized as a sovereign entity, then immediately violate laws without realistic consequence. Yes, depending on your politics, noncompliance is a no-lose situation, especially if you generally keep quiet about it."

Resolutions are written assuming that nations are "reasonable." However, it's perfectly reasonable for nations to flout international law if that law goes against their interests. It's especially advantageous to do so if there's nothing in the law that could stop them.

Parsons, in the World Assembly horse range, is standing in dress uniform, surrounded by the World Assembly Diplomatic Honour Guard. He blows a whistle and mounts his horse along with the rest of the regiment. The then signals to the Lieutenant Colonel to move forwards and draw swords to trot position. Passing the main stand, they look to the right to the Prime Minister.

They then go through the main Assembly hall and deliver messages to all the Ambassadors.

OOC: Blast and dammit, did this get re-submitted with the word "demands" still in it? I meant to raise a stink about that before this happened. My apologies for not doing so. As usual, I'll be treating that 'demand' about the same as I would treat a 'demand' by a small child for, say, a chocolate-frosted doughnut three minutes before bedtime. The rest of it looks OK, however.

Ambassador George Williamsen, sleeping on his office desk, was awakened by an ambassador on horseback. He was surprised that a General Assembly proposal had made quorum, due to all of the illegal proposals. Williamsen donned his reading glasses and read the proposal and gathered the Atlae Isles delegation.

The Atlae Isles will vote FOR.

And yes, one of the horses dropped its load on the rug. Quite a shame.
