KEY TERMS:
In order to assist in the understanding of this Act:
The World Assembly defines nuclear weapons as any weapon utilizing the fission or fusion of atoms to release energy.
The World Assembly defines nuclear warfare as any form of combat utilizing nuclear weapons.
The World Assembly defines first - strike as the action of beginning nuclear warfare.
The World Assembly defines large - scale nuclear weapons as any nuclear weapon yielding at least 1 kiloton of TNT equivalent.
The World Assembly defines warheads as the explosive component of missiles, torpedoes, bombs, shells, and other similar weapons.
PROVISIONS:
Member nations may choose to pursue further nuclear production.
Member nations are generally dissuaded from engaging in first - strike.
Member nations must cut their nuclear arsenals to 5,000 nuclear warheads or less in sum.
This does not apply to technology such as tactical nuclear weaponry.
Dissuasion from first - strike applies to all forms of nuclear weaponry.
Any trade deals involving nuclear material will be overseen by the W.A. The World Assembly proposes the formation of the Nuclear Reduction Oversight Committee to ensure compliance to this Act.
Large - scale nuclear weaponry is prohibited from use in normal warfare. (See Provisions 6 and 9 for exceptions.)
If a country is attacked with a large - scale nuclear weapon, they have the right to respond with their current arsenal (see GA #10).
A revenge strike should be contained within the belligerent country's borders.
Ground invasion of the belligerent party by allies of the nation that was attacked is permitted.
The use of nuclear weapons by a member nation within their borders to destroy opposing forces is a violation of this Act.
In accordance with past resolutions:
In accordance with GA Resolution #10: Nuclear Arms Possession Act, nuclear weaponry will not be confiscated by the W.A.
Member nations may not prevent NDRO (Nuclear Disaster Response Organization) response teams from aiding in the removal of deadly fallout, in accordance with GA Resolution #60: Nuclear Disaster Response Act.
The NROC will assess compliance of member nations engaged in a nuclear trade deal with the terms of GA Resolution #116 Nuclear Waste Safety Act.
The NROC will work with the NESC to assess compliance with GA Resolution #263 Uranium Mining Standards Act in application to trade deals.
The NROC will ensure compliance with GA Resolution #330 Nuclear Testing Protocol.
These rules do not apply to defense against nations outside of the W.A.'s jurisdiction.
The World Assembly proposes the creation of a Nuclear Advancement Committee, that will develop new nuclear weaponry.
The nuclear weaponry created by the NAC shall only be used if the World Assembly is under direct attack by outside belligerents whom have utilized nuclear weaponry, or for the defense of the Earth.
The World Assembly UNDERSTANDS that the concept of "doomsday weapons" applies to more than just nuclear armaments. However, the World Assembly also RECOGNIZES that nuclear armament is the most readily available of such technologies.
The World Assembly hereby passes this act.

Torturing Illegal

Description: I recommend the addition of a new law of war. Torturing shall be illegal without response from the World Assembly, as it violates the most basic human rights. The exact torturing methods that should be banned are: water boarding, burning, penetrating injuries, asphyxiation, forced human experimentation, traumatic removal of tissue, beatings, electric shocks, sexual assault, hanging by limbs, and mock executions. While torturing is an effect method of getting people to admit crimes, it often forces innocent people to admit to crimes they did not commit. Rather than torturing, verbal interrogation is a recommended method. Torturing thereby shall be illegal in all countries, both in domestic and international situations. If a country breaks this law, they shall be given severe punishment through payment to the World Assembly, trade embargoes, and other disciplinary actions on a situational basis. I urge you to recognize that torture violates the simplest of human rights.

Description: Today, the world is stuck on the treadmill of production. Nearly all economic systems rely on production and consumption. Nations are judged on how much their citizens consume, and this is leading to the destruction of our fragile environment. Therefore, I propose that world economies are not just judged on production and consumption. Environmental impacts must be taken into account, and natural resources should be considered just as important as monetary currency. If we continue down the path of mass production and consumption, a climate crisis like never before will likely end humanity by the end of this century. As long as the world economy relies on consumption, environmental measure will not successfully shift the world from probable environmental destruction to a world that can sustain human life. This is a drastic change, but it needs to be done if we want to protect our children from the impacts of global warming. I propose the new major economic system as follows:
1. GEDP (Gross Environmental Domestic Product): Measured by the amount of resources extracted from 100 acre plots of land. The more resources extracted, the lower the GEDP. The exact numbers of this cannot be provided until an investigation of the average number of resources extracted per quarter in any given plot is carried out.
2. The deduction of privately owned businesses: Private businesses rely on consumption to stay in business, and therefore these businesses shall be rare. Taxes to the government will then be the main funding for the economy. Restrictions on the usage of this money must me enforced, as tax money needs to be used in order to help the citizens.
3. Environmental Compensation: Individuals shall receive tax credit for using renewable energy in an attempt to make it economically productive for them to use renewable energy.
4. Most importantly, environmental impacts shall be regarded just as highly as money. Currently, an economy is judged by how rich its citizens are. The number of resources in a land should also be considered. For fairness to countries who may have less natural resources, trade will be crucial.
Please research further on exact environmental threats and consider changing the world economy for the sake of our children and children's children.

It is critical, therefore, to instead institute a Universal Secondary Language. Following in the footsteps of HR#243, a conlang will be constructed or agreed upon by the Universal Linguist Association, members of which will be elected from many various nations, in order to ensure no nation is unfairly represented.
This language will be taught as a secondary language and will appear alongside a nation's national language on public literary faces such as road signs or menus. Thus allowing for a standard means of understanding for those wishing to travel without hindering the natural culture of a nation.
Every few years the ULA will conduct visits to all nations to ensure these nations are upholding the language to standards, so as not to cause the language to begin splitting apart among different nations, ensuring the original purpose of the resolution stays intact.

Using Non-lethal weapons

Description: Guns are obviously very lethal, killing most victims in one well-aimed shots. Murder is often carried out by this weapon and it is a huge killer.
My proposal is that instead of allowing the public of carrying guns with live rounds, we only restrict guns with live rounds to the Military and Law enforcement. As a compromise, we only allow the use of rubber bullets or tasers, in use for self defense. These weapons do not kill people, rather incapacitate them and these can result in a huge reduction murder. The process of recalling all public-owned guns will be costly, but it will save lives in the long term
So in Summary
1. Guns that use live rounds and that could be considered lethal, should be only be possessed by Law Enforcement and the Military
2. The Public will not be allowed to legally have any guns that use live rounds
3. Rubber bullets, Tasers and Non-lethal firearms can be distributed to the Public, under the reasoning for self-defense and protection
4. The recall of lethal firearms is mandatory to uphold this verdict

Believing that reducing motorbike use will stop polluting a lot,

● green vehicles as "a road motor vehicle that produces less harmful impacts to the environment than comparable conventional internal combustion engine vehicles running on gasoline or diesel, or one that uses certain alternative fuels."
● alternative fuel as "any materials or substances that can be used as fuels, other than conventional fuels like; fossil fuels (petroleum (oil), coal, and natural gas)"
