Repeal "Crime and Punishment"

A resolution to repeal previously passed legislation.

Resolution: GA#375

Proposed by: Fiscis

Description: WA General Assembly Resolution #375: Crime and Punishment (Category: Human Rights; Strength: Significant) shall be struck out and rendered null and void.

Argument: As Friendly Fascists World Assembly Delegate I hereby declare the following:

Acknowledging that the intentions of GAR #375 are for the benefit of the individual;

Understanding that "'nonviolent crime' does not include any offense related to treason, espionage, mutiny, or criminal negligence causing physical death or injury;"

Believing that no state should execute innocent civilians;

Recognizes GAR #375 as an attack on dictators, fascists, and monarchists;

Arguing that banishment of, "any sort of cruel or barbaric punishment, including any form of torture, or the infliction of intense psychological harm or physical pain or suffering short of death" is unfair as torture can be the only way to leak information form terrorists and can be used as punishment for serial killers.

Mandating that GAR #375, "Crime and Punishment" be repealed.

AFFIRMING - that development of new drugs is important in fighting diseases and that medical research is vital to the wellbeing of humanity.

ENSURING - Development of drugs follows a process that will ensure new medicines are safe and reliable.

The process to be adhered to is as follows:

1. Experiments under sterile conditions looking at how a drug affects a sample
of a disease, e.g introducing a solution to a sample in a petri dish.

2. Once enough data has been gathered and it is certain that the drug is
effective against the disease, proceed to animal testing on lab rats.

3. After the animal tests have been successful a report is to be submitted to a
health committee who will then approve clinical trials based on the results of
previous testing.

4. Clinical trials take place with willing volunteers of sound mind.

5. After the conclusion of clinical trials, a further report is submitted to the
health committee for final approval for distribution of the new medicine after
consideration of the results of the trial

Micromanage much? It also sounds more like safety rules for a middle school science class.

Description: As in the past, most wars have been started because of religion.

As civil war and civil uprising in developing countries due to religion.

As differences in religion repeatedly discourage peace talks between nations.

As a world without is religion is a safer world for us, our children, and our children's children.

Religion vs Peace reads more like an atheist manifesto than a law, and ignores any religious freedom law passed in order to bend people to the author's way of thinking. It is illegal, unbecoming of the World Assembly, and should be removed as soon as possible.

I keep saying this, and I'll say it again, using "world" or "worldwide" is not a RL violation. This is, after all, a World Assembly. Even the preloaded preambles for a few categories (e.g. International Security, Human Rights) use "world" and "worldwide".

Electric Vehicles

A resolution to increase the quality of the world's environment, at the expense of industry.

Description: The Members of the World Assembly:

Recognising that fossil fuelled vehicles release nitrogen oxide into the atmosphere which will help destroy the environment;

Recognising that this will effect human health and un-natural phenomenons such as acid rain and smog will start to occur more often worldwide;

Resolved that decreasing the amount of fossil fuelled vehicles and replacing them with electric vehicles will help slow down climate change and will help sub stain our environment;

The General Assembly herby enacts the following:

Encourages all fellow nation's governments to fund the production of electric vehicles;

2. Encourages all fellow nations's car dealerships to increase the number of electric cars they produce and sell;

3. Encourages all fellow nation's governments to provide a grant to people who buy electrical vehicles;

4. Declares that all people who own fossil fuelled vehicles may take their vehicle to a mechanic to perform an electric conversation. Mechanics will be paid extra money to perform this;

5. Declares that all people who drive an electric vehicle may drive in bus lanes until further notice;

6. Declares the all fellow nation's governments must install induction charging in all main roads so electric vehicles are charged while they drive.

7. Encourages all fellow nations with a high proportion of non-renewable power generation should look to alternative sources including hydro, wind and solar generation so electrical vehicles are powered by renewable energy;

Pretty sure this one was illegal the first two times it was submitted (see page 20 for an analysis of its illegalities). Here it is again, with no changes whatsoever.

One way to get young people involved politically is give them the vote which is why this proposal proposes firstly that the age to vote in all member states should be 16
2.All Member States to use some form of proportional voting system
One way to further democracy is to make sure that in all member states the elected officials are those actually wanted overall by totaling all voted not only local constituency votes

World Animal Protection Act

A resolution to restrict civil freedoms in the interest of moral decency.


Category: Moral Decency

Description: This bill enacts the Animal Abuser Registration Act, which requires the country to post to its web site a list of persons convicted of the following criminal offenses against animals:

(1) Aggravated animal cruelty;
(2) Felony animal fighting;
(3) Bestiality and related offenses; and
(4) Cruelty to animals.

The list, which is to be publicly accessible beginning January 1, 2017, will include the animal abuser's full legal name, photograph, and any other identifying data the country determines is necessary to identify the abuser and to exclude innocent persons. The list will not include the abuser's social security number, driver license number, or any other state or federal identification number.

Under this bill, within 21 calendar days of the judgment, clerks must forward to the handlers a copy of the judgment and date of birth of any person convicted of a qualifying animal abuse offense.

Upon a first conviction of an animal abuse offense, a person's name and identifying information will remain on the list for two years following the conviction, and the country will remove the name at the end of the two-year period, unless that person commits another animal abuse offense during that time. If a person is convicted of an animal abuse offense a second or subsequent time, that person's name will remain on the list for five years, and the country will remove it at the end of that time, unless the person commits another animal abuse offense during the five-year period.

This will be implemented on a proprietary software provide by [The Constitutional Monarcy of Daharia]. All efforts to reduce animal cruelty are being taken due to recent high trends of animal abuse.

International Gun Ownership

Description: Allowing legal gun owner in one nation will continue to hold their right to carry their weapon in other nations within the region they received their rights.

Agnowledging that citizens have the possibility of traveling with firearms to less protected nations and may travel with malicious intent.

Hoping this will increase the personal safety of legal firearm owners and will allow the shipping and selling of firearms between friendly nations to be simplified

Description: Unions and strikes and malevolent to the home-country and to the economy of the international community. This resolution is to prevent disruptions in trade and production by outlawing unions and strikes and by empowering employers to terminate at will. Not only is this course of action benevolent to the whole community, but it will also increase wages and production through fear of termination.

Contradicts WA Labor Relations Act. It's also kinda bullshit.

Description: The World Assembly,

Acknowledging that the burning of fossil fuels to generate energy is a problem because it releases greenhouse gasses into the atmosphere;

Realising that the release of greenhouse gasses in the atmosphere is harmful to humans, animals, the environment and will also cause acid rain and an increased rate of global warming;

Realising that the discontinuation of burning fossil fuels for energy and instead using renewable forms of energy will be beneficial to animals, people and the environment;

The General Assembly hereby:

1. Requires all member nations to discontinue use of fossil fuels to generate energy;

2. Requires all member nations to cease extraction of fossil fuels;

3. Requires all member nations to discontinue exporting and/or importing fossil fuels;

4. Encourages all member nations to increase the amount of solar energy plants they use to generate electricity for the nation;

5. Encourages all member nations to increase the amount of wind farms they use to generate electricity for the nation;

6. Encourages all member nations to increase the amount of hydropower plants they use to generate electricity for the nation;

7. Encourages all member nations to increase the amount of biomass plants they use to generate electricity for the nation;

8. Encourages all member nations to increase the amount of geothermal power plants they use to generate electricity for the nation;

9. Encourages all member nations to research better ways of harnessing renewable energy which will be beneficial for the environment;

And I still contend that clauses 1 & 2 are effectively contradiction of GAR #301 'Ban on Leaded Fuel', because that resolution allows a grace period for introducing the ban whereas this proposal would [under WA default rules] apply immediately...
