Apart from the terminal vagueness of each clause, I'm fairly sure that there's some Duplication in there... and mightn't clause '6' be an attempted Ideological Ban against non-democratic systems of government?

I think s/he means the pens you get to help people who have been stung by bees? (Because you could argue that wheelchairs, medicine and inhalers are real-life refs as well and we surely have to draw a line somewhere as to what real life we are allowing? Schools exist in real life, and we allow references to schools :) )

Also - do we have an absolute right to pleasure? What if you get pleasure from torturing children to death with a hot branding iron? Do you still have a right to pleasure then?

Also - do you have an absolute right to a family? Or is it just a theoretical right? If you are a wife-beating pedophile then having (and keeping) a family might prove difficult, yet under this law the government would be required to ensure you have one, wouldn't it?

(And I realise I am getting carried away here, given it's nonsense to start with, but it doesn't set an age limit on "all humans" so even if you charitably translate "humans" as "sentient/sapient beings" there is still the issue that - arguably - it applies to EVERY sentient/sapient being from the moment they are born, which would cause tremendous problems for most nations throughout the WA.

I'm done).

(Except - on that topic - why does The WA have a category "human rights"?)

Economic Improvement Act

A resolution to reduce income inequality and increase basic welfare.

Category: Social Justice

Strength: Strong

Proposed by: Kobel Empire

Description: Due to the flaws in various current economic systems which result in failing economies, economic depressions, and the inevitable and complete and total economic collapse caused by a lack of money changing hands, while further recognizing that in order for any business to succeed all members of that business must work as a team and should thus be rewarded as a team hereby be it resolved that:

All members of any for-profit business organization shall all receive equal portions of all profits and shares of the organization (profits equal gross income minus expenses and taxes) earned by the aforementioned type of organizations.

Further be it resolved that no member of the aforementioned type of organizations shall be dismissed from employment within that organization without a majority vote for dismissal by all members within that organization first taking place.

Further be it resolved that all shares of any such organization may only be privately traded by or returned to the company by the member to whom such shares were given, while requiring that such organization equally distribute all outstanding shares amongst all members of such an organization.

Finally be it resolved that no member of the Executive Board of any such organization shall be immune to such a form of dismissal nor shall they be financially compensated any more than any other employee within the organization as they do not contribute to the organization anymore than any other team member does.

The resulting economic boom brought on by people who will have more money to spend will create an increased demand for goods causing businesses to be able to bring more members into the team to help meet the demand which will result in more money changing hands. This will be create more positions on these teams and in these organizations while allowing everyone to enjoy the luxuries, in which they deserve to share, as a result of their hard work.

The resulting increase in production and income within the economy will further yield a larger government budget induced by the increased profit that accompanies such an economic boom.

The resulting increase in income and positions will ultimately enable all of the people to afford healthcare, save for retirement and education for themselves and their children, and will result in the total elimination of the need for social welfare programs, thus allowing for government spending to be allocated to other projects designed to improve the lives of the people.

Upon being passed this resolution shall be mandatory for all member nations regardless of how they voted unless they have utilized the Opt-Out Clause.

Opt-Out Clause: Should any member feel that this Resolution impedes the economic freedoms of their people or their government in any way shape or form, they shall be afforded the opportunity to Opt-Out of this Resolution prior to voting. Opt-Out must be exercised prior to the vote and must be followed with a brief explanation of how the member perceives it as not being good for their economy.

Enforcement of this resolution shall be conducted in member nations through the International Police Force (Interpol), the WA Economic Council, and the WA Council on Social Justice.

Penalties: Penalties for each violation of this resolution shall be $100,000 in fines, loss of WA Membership for a period of one month per violation, loss of WA Delegate status for a period of two months per violation.

Approvals: 0

Status: Lacking Support (requires 92 more approvals)

Voting Ends: in 2 days 22 hours

Removed for a optionality (the opt-out clause), and for the penalty clause, which affects membership. Membership can only be forcefully revoked by the mods and under these conditions: multi'ing, plagiarism, 3-strikes with proposals, or extreme cases involving OSRS violations (such as repeat spamming, flaming).

Free healthcare and standard

A resolution to modify universal standards of healthcare.

Description: The proposal is to allow people to have access for free to healthcare within all nations of the general assembly. As well as a basic standard of healthcare for people to be set for nations of the general assembly.

Signed The people's republic of Halltonia

Approvals: 0

Status: Lacking Support (requires 92 more approvals)

Voting Ends: in 3 days 10 hours

Yeah, but isn't it also used as a more generic reference for the same thing? That's where I learned it from - before I was an ambassador, I worked in the leisure industry and all of our first aid kits had what we referred to as epi-pens, regardless of who made them and where they came from.

So is it possible that the author was using a more generic reference?

And now:

Securing International Trade
A resolution to reduce barriers to free trade and commerce.

Category: Free Trade
Strength: Significant
Proposed by: Die Wunderwaffenprogramm

Description: Securing International Trade

International trade is an important part of every region's economy and culture. Not only does international trade provide nations with necessary raw materials and finished products, but these traders bring with them new ideas and their culture.

This new resolution that I propose is to secure trade routes, build proper roads, create rest houses and design proper maps that will provide traders with the fastest and easiest route to different popular markets and centers of commerce.

The terms of this proposition include:

Creating or fixing roads and highways within your nation

Constructing housing for traveling merchants and artisans

Assembling a military police to protect traders

Make laws to make trade more fair such as hiring Government Inspectors to verify equipment and products are in good condition

This proposition is intended to increase trade internationally which will initially create peace and prosperity in terms of trade, and will encourage more merchants to trade outside of their region. This will not only circulate money into the world economy, but it will also spread cultures and ideas, such as philosophy and technological discoveries.

Approvals: 10 (Free Colombian Empire, Hassany, New Nationale Einheit, Free Wasord Islands, Januostium, The Emerald Union, Bastetopia, Ozzast, ScotlandSerenity, The Anarchic fascist republic of an isle)
Status: Lacking Support (requires 82 more approvals)
Voting Ends: in 2 days 16 hours

Illegalities: Branding ("that I propose"), possibly Meta-gaming (mention of "regions", but exact context unclear), no real operative clause.

Right to protect unions
A resolution to restrict political freedoms in the interest of law and order.

Category: Political Stability
Strength: Strong
Proposed by: Halltonia

Description: The proposal is

1. To use non biological and non nuclear weapons against raiding unions posing a direct threat to unions and allies of non warning unions
2. The right to force all nations of a union to war against a warring state if posing a direct and serious threat to a union or a majority of members within that union
3. The WA will have the right to suspend a union through voting of members within the WA including the union of which is being suspended
Thank you for reading

Approvals: 6 (Hassany, New Nationale Einheit, Bastetopia, Ozzast, The Anarchic fascist republic of an isle, Srigonia)
Status: Lacking Support (requires 86 more approvals)
Voting Ends: in 2 days 16 hours

Most obvious illegalities: Clause '3' attempts to affect Game Mechanics... but there isn't a properly-worded operative clause, anyhows.

Education Requirement Under 16
A resolution to promote funding and the development of education and the arts.

Category: Education and Creativity
Area of Effect: Educational
Proposed by: Kalkuna

Description: In many nations, children at the age of 12 or older often work to support their families. My proposition is

All children under the age of 16 are required to receive a basic education.
Children without means of coming about supplies and transportation receive government funding.
Nations with areas lacking proper schools must establish them.
All schools funded by the government must be open to anyone and everyone under the age of 16 wishing to receive an education.
All schools must teach at least the basic fundamentals. Extra curricular programs are encouraged, but not compulsory.

Approvals: 8 (Hassany, Free Wasord Islands, The Emerald Union, Flycatcher, Bastetopia, Ozzast, ScotlandSerenity, The Anarchic fascist republic of an isle)
Status: Lacking Support (requires 84 more approvals)

Apart from anything else, illegal for Branding ("My proposition is").

International Defense Act
A resolution to improve world security by boosting police and military budgets.

Category: International Security
Strength: Significant
Proposed by: New Great Brittanica

Description: In this proposal, the statement is that all nations should hereby increase their spending on security and armed police, due to the recent rise in terrorism. It should also allow countries to completely shut down their borders, via force if neseccery. Plus, it should allow citizens to have a 'gun-license', which, for security purposes, should be strictly controlled by the government.

Approvals: 2 (Ozzast, The Anarchic fascist republic of an isle)
Status: Lacking Support (requires 90 more approvals)
Voting Ends: in 3 days 4 hours

"Should" does not an operative clause make.

Isn't the first mention of should there roughly equivalent, one might even say synonymous, with "The WA urges ..." or "The WA encourages ...", or perhaps even request or recommend?

And even if it was permissible, it would be a strength fail since this is a "significant" proposal.

(Mostly ooc)
If you say "kleenex" to someone, or "jacuzzi" or "hoover" (esp in the UK) then - nine times out of ten - they would not think of the brand name product, but the generic type of what the brand represents (tissue, hot tub, vacuum cleaner).

I say that - in this instance - they should be given the benefit of the doubt, because it might be that in their "real life" world the generic reference is second nature, or that it might not be such a famous brand name. (I had literally never heard of an EpiPen as a brand-name until this thread - I just assumed it meant a needle full of epinephrine that you gave to someone who needed it. So if that had been my proposal I probably would have used the same term even though I KNOW that real-life references are banned - it would just never have occurred to me that it WAS a real-life reference!)

Legalize recreational cannibis

A resolution to ban, legalize, or encourage recreational drugs.

Category: Recreational Drug Use

Decision: Legalize

Proposed by: Urarus

Description: The main reason as a whole we should legalize recreational cannabis is that it is up to the people to decide if they want to have cannabis or not. If the right-wing conservatives believe that cannabis shouldn't be legal, do not pay attention to them simply because again, it is up to them to teach their kids that drugs are wrong or let their kids use it freely. It has been proven to help with medical treatments, it has been proven to be strong and it also is very good for the economy as a whole because the money that would have gone to the drug cartels would go to better use.

Approvals: 4 (Ashtami, Aisciai, Perlandian Property, ScotlandSerenity)

Status: Lacking Support (requires 88 more approvals)

Voting Ends: in 3 days 7 hours

Another very mild proposal the WA "should" consider. It lacks active clauses.

Regional Councils

A resolution to restrict political freedoms in the interest of law and order.

Category: Political Stability

Strength: Strong

Proposed by: Die Wunderwaffenprogramm

Description: Regional Councils

PROBLEM: Regions such as The Social Liberal Union are no less than examples of how destructive power-hungry tyrants can be. The group that calls themselves "The Invaders" took over this region and has committed absolutist actions which seem threatening and dangerous, such as changing the bureaucracy in the region to cut off all ties to other nations and isolate itself, and to throw democracy out of the window.

The Social Liberal Union was the result of a ruthless tyrant and his/her followers and their deceitful actions to rise to power. If regions do not unite together to elect officials and to create decisions together, they too will likely fall to this malicious influence.

PROPOSED SOLUTION: I propose a simple yet effective solution to prevent tyrants from overtaking regions. I believe that the leaders of each region should create a large council of the region's most effective and trusted members so that decisions such as promoting members into higher positions of power will be thoroughly discussed and analyzed by multiple elected officials.

Approvals: 6 (Narnia Nation, The Emerald Union, Chesion Isle, Ashtami, Aisciai, Uberlegene Weltmacht)

Status: Lacking Support (requires 86 more approvals)

Voting Ends: in 2 days 19 hours

There are certainly many authors who think the WA "should" be doing something about this or that. However, like the previous this is also invalid. This time for branding and meta-gaming. The GA has no business with regions. The SC is the only body that can, and even its jurisdiction is limited to saying, "nah-uh-uh, you shouldn't do that 'cause raiding's bad, mmm'kay?" or "That's a good region. Look, it is playing nice with others." or even "Let my region go!"

Description: This proposal will place a substantial budget on Healthcare in every country's expenditure so we can have a healthier world

Police Protection Pact

Category: International Security
Strength: Significant

Proposed by: The Emerald Union

Description: Proposition: To better protect Police from being labeled as prejudiced public enemies by race organizations and punitive media backlashes.

Realizing: Some police are discriminatory against certain races, religions, or sexes.

Acknowledging: Most police are not discriminatory, but in fact discriminated against for their actions in 'the heat of the moment'.

Acknowledging: Police situations can be violent and police protect citizens more than pose a threat to them.

Realizing: Race, sex, religious organizations protesting often goes beyond the law.

Realizing: The continuation of these protests may create less respect in the law and the authority of the countries of the WA.

PROPOSING:

-Race, sex, religious organizations that break laws in protesting be shut down and not allowed to protest again.

-Nations create "Pro Police" campaigns that help the community and police departments interact.

-Do not prosecute police shootings of minorities unless it is absolutely certain the officer was prejudiced.

-Do not allow police who are obviously prejudiced to become officers of the law.

These proposals will help ensure safety and security in nations throughout the WA.

I think Significant in IS requires both police and military spending? Also, duplicates (and possibly also contradicts) CoCR, and apparently contradicts Freedom of Assembly. I TG'd the author.

Green nation, Clean nation

Category: Environmental
Industry Affected: Logging

Proposed by: Barachi

Description: The passage of this Proposal will lead to a STOP in the erratic growth of cutting

down of trees for making certain kinds of goods which can be replaced

by the modern scientific goods which don't require the use of wood

(e.g.-Fiber plastic chairs instead of wooden). In this way there would

be reduction in the rates of cutting down of trees and there will be

enough time for the trained environmentalists to recover the lost

forest land and increase the ENVIORNMENTALBEAUTY and most

importantly THE ECOSYSTEM of any nation under WA.

EFFECTS: The only industry that will be affected is the

wood chipping industry. The lands that were once forests and

now are deforested for wood will only be renewed.

Land allotted for the industries will not be included in this

RESOLUTION.

In that way no industrial land will be wasted.

MAIN AIM: The main aim of this program is to start a re-forestation

program by the qualified

Environmentalists of the respective nations of WA and initiate a

WILDLIFE AND ECOSYSTEM BOARD

which will :-

prevent these forest lands form exploitation.

Hopefully the importance of this proposal will be

understood by THE WORLD ASSEMBLY and other MEMBER NATIONS.

Reads more like a daily issue draft, with the attempt to type in "Environmental beauty" which is one of the nation stats, and "effects". I TG'd the author.

In that case, if I were in a position where my opinion mattered, I'd go by whether the OED seems to recognize it as having a 'generic' meaning when written with the lower-case first letter... and if the OED doesn't then I'd say "Illegal, but if it's already been submitted then it doesn't count as a strike against the author".

Repeal "Prevention of Torture"

A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#9

Proposed by: Donald Jesus Trump

Description: WA General Assembly Resolution #9: Prevention of Torture (Category: Human Rights; Strength: Strong) shall be struck out and rendered null and void.

Argument: Any being who is deemed by the state as needing necessary punishment in the form as torture deserves so. The method is proven to work, and even if the naysayers disagree, then should be allowed due to the fun of the act.

The government should have the freedom to use this punishment freely, as any restrictions are over-extensions of a nanny state. Nation states should not have to follow oppressive laws such as this, as they are incompatible with sane thinking, logic and common decency.

Sometimes torture is deserved.

This week's batch of illegal proposals seems to star a lot of "spend more...more...MORE!" and "does sweet fuck-all" - to borrow The Two Jerseys' phrasing.

End all tariffs and quotas

A resolution to reduce barriers to free trade and commerce.

Category: Free Trade

Strength: Strong

Proposed by: AtlantisB

Description: We are all well aware of the benefits of free trade, so why don't we scrap all barriers and let our nations and people trade freely? I have done precisely that in AtlantisB and it has led to amazing growth in our wealth and prosperity, so I know first-hand that free trade works miracles and I enthusiastically recommend that we make the entire world a free trade area.

Approvals: 2 (Free Wasord Islands, Aisciai)

Status: Lacking Support (requires 91 more approvals)

Voting Ends: in 2 days 23 hours

Branding with a delicious side order of does nothin'.

Further Integration of Army

A resolution to improve world security by boosting police and military budgets.

Category: International Security

Strength: Significant

Proposed by: Social Welfare and Peace

Description: I've noticed that many of the states within our region are very worried about their security and military force against aggressive, region hopping, powers. I think we should greater integrate the North Pacific Army into individual state protection. Many states are focusing on civil rights and economy, and their security and military force is lagging. I hope this proposal doesn't fall on deaf ears, as I know that many states are imperialistic and very well off with their military, but I think we ought to be judged on how we take care of the weakest nations in this aspect.
One requirement I propose is that a state must go through a vetting process that determines:
1. if they need the military help(obviously if a powerful nation is being bombarded and they ask for help, we will give it to them)
2. if they are going to be staying in this game for a while.
3. if they're loyal to the North Pacific and are citizens.
4. how old the nation is.
Further integration of the army DOES NOT however allow new users to never build up their security, it is simply a precaution.
We should have deadlines and requirements that need to be met so we are being sure that no state is taking advantage of the North Pacific Army and not creating their own security force.

Approvals: 1 (Aisciai)

Status: Lacking Support (requires 92 more approvals)

Voting Ends: in 2 days 23 hours

Branding - in referring to the North Pacific, and refers to the game itself.

Nuclear Weapons Program

A resolution to tighten or relax gun control laws.

Category: Gun Control

Decision: Relax

Proposed by: Palatinate upon rhine

Description: This proposal stands for the following principles:
-RECOGNIZE to any country the undeniable right it has of possess nuclear weapons, respecting previous accords established by the World Assembly;
-ORGANIZING its program according to the World Assembly policies, seeking for treatments if energies capable of helping mankind. Each countrie's research team must have one member selected by the World Assembly;
-ADMIT since the possible adoption of this proposal that ammendments can be realized according to the interests of the various regions or nations. If that appens, negociations will be held in the World Assembly;
-CREATE a moderating political organ to avoid international conflict resultant of the principles exposed above.

Approvals: 1 (Southeast Indo-China)

Status: Lacking Support (requires 92 more approvals)

Voting Ends: in 3 days 4 hours

GAR#10: Nuclear Arms Possession Act is referenced in the first line. But, since it's an indirect mention, it would not be House of Cards. It's possible duplication. However, it's vaguely worded.

The proposed "Program" falls under the rules for committees. Since it's stating who shall staff it, it runs afoul the rules for committees.

The "amendments" like is vaguely written but if I'm understanding it correctly, it's suggesting that this proposal could be amended by the WA. If so then this is an attempt to amend by proxy and affect game mechanics.

Income Equality Accords

A resolution to reduce income inequality and increase basic welfare.

Category: Social Justice

Strength: Significant

Proposed by: The Holston Valley

Description: Whereas, human rights and personal liberties should be top priorities for members of the World Assembly and,

Whereas, income inequality has a major negative impact on the lives of the world's citizens and,

Whereas, many of the nations in the World Assembly currently struggle with this issue at the expense of our citizens and,

Whereas, this has devastating long-term effects on a nation's economy and,

Whereas, it becomes a societal means of disenfranchising the worker and,

Recognizing, the hard work of certain states to already combat this issue, therefore,

Be it resolved, that all the signatories to this bill shall make income equality, regardless of state economy or political structure, a chief priority in all economic missions while preserving economic freedoms.

Approvals: 0

Status: Lacking Support (requires 93 more approvals)

Voting Ends: in 3 days 4 hours

Long preamble with a single active clause. Its active clause casts a wide net. Without much else to support it, it doesn't justify the "Significant" strength chosen. It targets a narrow area of policy without affecting it in a significant manner. It calls on governments to make income equality a "priority" but doesn't do anything else.

Without further elaboration, this proposal doesn't do anything that GAR#344: Minimum Standard of Living Act, doesn't do. GAR#344 includes a provision for minimum and/or living wage in addition to other measures.

Disarmament Pact

A resolution to slash worldwide military spending.

Category: Global Disarmament

Strength: Mild

Proposed by: Mini Terraria

Description: We should disarm bigger more dangerous countries and have a peace

Approvals: 4 (Dobbs, The Land of Skrubs, Ashtami, Oagadogou)

Status: Lacking Support (requires 89 more approvals)

Voting Ends: in 3 days 4 hours

We should? No other active or directive clauses in this snappy one-liner.

Authority Protection Pact

A resolution to restrict political freedoms in the interest of law and order.

Category: Political Stability

Strength: Mild

Proposed by: The Emerald Union

Description: Description:

The World Assembly,

Believing that non peaceful protesting could plausibly lead to Nation's societies and or governments to collapse.

Realizing that violent protesting could lead to citizens lack of respect for law enforcement.

Acknowledging that not all protests are violent and that peaceful protest is not at stake with this proposal.

Realizing that police put their own safety on the line to protect citizens.

Appalled at citizens who are quick to judge the actions of officers in hostile situations.

The Emerald Union Proposes:

I. Members of protests that cause a protest to become violent or invade private property be arrested and charged in the Court of law.

II. Nations develop programs to help Police Officers interact with the community.

III. Nations develop "Pro Police" campaigns to help encourage good relationships between communities and Police (Example would be how police put their lives on the line for the citizens daily).

IV. Police Officers have special required training for their personal safety in hostile situations.

V. Nations put more funding into Law Enforcement Programs and Protest Control security Programs. (To help ensure protests do not become violent)

VI. Ensure police are aware that the safety of the public must be perceived to be more valuable than their own in hostile situations.

This proposal will help strengthen Domestic and international security and Social Awareness.
