Extraterrestrial Rights

A resolution to improve world security by boosting police and military budgets.

Category: International Security

Strength: Mild

Proposed by: Repusch

Description: Interplanetary relations.

ExtraTerrestrial: Intelligent physical being that is not native to planet earth,

Believing in a future encounter with an extraterrestrial species, but,

Keeping in mind that fear and uncertainty may drive nations to unilateraly push towards an unwanted intergalactic conflict,

Taking into consideration this is not yet a highly urgent issue the World Assembly should deal with, this resolution deals with the issue of granting a few basic rights to extraterrestrials in the event of an encounter.

Rights
1. Right to engage in auditory, or visual communication: By talking, writing, or gestures.
2. Right to not be tortured if taken prisioner: Torture as interpreted by Human Rights legislation.
3. Right to remain silent: They may not be able to speak
4. Right to socially engage with humans for a period of no less than 1 day and no longer than 30 days unless otherwise authorized by a host nation: less than one day would be considered scouting, more than 30 days would be considered invasion and will create conflict.
5. Right to not be assaulted by their host during the authorized visitation period.

Human rights are not to be extended until a majority vote has given authorization.

Where does it contradict CoCR? It seems to slightly duplicate Prevention of Torture, have real world mentions "planet earth", violates currently existing reading of "human rights" as "sapient rights", duplicates Freedom of Expression, and the timelines given in 4 just make no sense.

That last clause either blatantly contradicts GA#355, or if you consider GA#355 to be "a majority vote" which "has given authorization", does nothing.

Clause 4 also probably violates several resolutions, by imposing unbelievably ridiculous restrictions on freedom of movement and assembly in a totally xenophobic way.

Theoretically, subsidies for panda raising or polar bear domestication would increase the chances of survival.

Providing For The Poor

A resolution to improve worldwide human and civil rights.

Category: Human Rights

Strength: Mild

Proposed by: The Federated Japanese Republics

Description:

The access to healthcare and retirement homes should not only be affordable to the rich and wealthy. It should be available in all people in all nations, rich or poor. It is preposterous to declare that healthcare be only available to wealthy people. Many homeless, and poor elderly people die from diseases, simply because they cannot afford free access to healthcare. The WA must prioritize the poorest of our citizens to contribute to the development of the world.

It is therefore vital to have access to free healthcare and retirement homes.

BELIEVING That it is necessary for all WA nations to have access to free healthcare.

NOTING That many WA member nations cannot afford or do not have access to healthcare.

FURTHER BELIEVING That giving access to free healthcare will help improve the world/

SEEING That this can be a large advantage for the poor who are sick, or elderly.

APPALLED That the very wealthy mostly have access to healthcare, while the poor are in need of it.

ASKING That the WA begin to prioritize on the poor, especially those who are sick, or elderly.

FURTHER ASKING To build homeless shelters and retirement homes for the elderly and poor.

EXCEPTIONS These buildings that give home to the homeless, and elderly. SHALL ONLY be accessible to them.

STATING That access to retirement homes and homeless shelters shall be entirely free.

HEREBY

1. MANDATES that all WA nations must have a nationalised healthcare system that is free for all

2. DECLARES that retirement homes and homeless shelters be built for free access to the weak and poor.

3. ENCOURAGES WA nations to provide high quality healthcare to everyone, rich or poor.

Considering this is nearly exclusively about healthcare, and there is an appropriate healthcare category, I'd call category failure on this one.

Repeal "Wartime Looting and Pillage"

A resolution to repeal previously passed legislation.

Category: Repeal

Resolution: GA#317

Proposed by: The New Republic Alliance

Description: WA General Assembly Resolution #317: Wartime Looting and Pillage (Category: Human Rights; Strength: Significant) shall be struck out and rendered null and void.

Argument: It is unlawful and outrageous that other nations military are stealing from the people of the nation's they are fighting. If they want to steal, steal from the government of that nation not from it's people. We must repeal this barbaric act.

Approvals: 0

Status: Lacking Support (requires 126 more approvals)

Blog and some honest mistake. The resolution techically prevents wartime looting and pillaging.
Edit: forgot no repeals clause

A resolution to reduce income inequality and increase basic welfare.

Category: Social Justice

Strength: Significant

Proposed by: Peninsula Italiae

Understanding that for a more prosperous and peaceful world among nations, greater action must be taken to improve the efficiency of the WA and its nations,

Knowing there exists a viable and effective solution not implemented by the World Assembly as of this time,

Taking into consideration the many organizations and businesses that have implemented a similar strategy and have boosted their efficiency as a result,

Defines the following for use in the Synergies and Paradigms Act:

The Synergies and Paradigms Act, or SPA, to refer to this act and the contents pertaining

Synergistic, to refer to or to describe anything that exhibits the qualities of something innovative, paradigm-shifting, or game-changing

Paradigm-Shifting, to refer to or describe anything that falls under the category of being game-changing or innovative, or to refer to or describe something that exhibits synergistic qualities

Game-Changing, to refer to or describe anything that is particularly innovative in the field of international cooperation or internal national infrastructure

Synergy, to refer to a quality given to anything that exhibits the characteristics of something synergistic

Paradigm, to refer to a strategy or idea that must be shifted and changed regularly to maintain continuous innovation and maximum innovation

Innovation, see "Synergies and Paradigms Act"

Hereby enacts the following:

Nations shall identify and seek to destroy unsynergistic and unproductive aspects of vital government infrastructure

Nations shall promote the effective practice of paradigm-shifting and game-changing, enabling the proactive innovation in the field of national governance and international cooperation

Nations shall collect accurate and precise statistics when performing censuses, conducting surveys, or sanctioning studies in order to reduce unproductiveness due to incorrect or incomplete data and information

Nations shall promote international cooperation in order to make the international environment a safe and happy place for people to work and act

The World Assembly also strongly urges that nations of the World Assembly do their part to:

Reduce overhead as a whole to allow funds to be allocated into synergistic and paradigm-shifting, innovative goals

Brainstorm new, game-changing ideas to gain a competitive edge in the international world against aggressors

Promote the World Assembly brand image and spread positive words about the World Assembly in order to encourage nations, organizations, and individuals to support the World Assembly

Support other nations of the World Assembly in building a better, more productive future whenever possible

Woohoo. A proposal full of motivational poster doublespeak.

On my reading, it effectively mandates that all Member States completely destroy and rebuild their Governments every couple of weeks, so... it's sort of an Ideological Ban?
Honestly, it reads like someone found a stereotypical business statement thing and tried to apply that level of repetition of utter nonsensical drivel to International law.

I'd bet good money that it's plagiarized, but like you said, it's probably generic enough that finding a smoking gun would be impossible.

GENERAL ASSEMBLY PROPOSAL
ID: frantin_1462302985

International Health Service

A resolution to modify universal standards of healthcare.

Category: Health

Area of Effect: Healthcare

Proposed by: Frantin

Description: Healthcare is an essential issue that should be handled, to some level, by the government. This bill gives jurisdiction to the General Assembly to create the International Health Service (IHS) by the reallocation of funds from environmental protection spending to health spending....

As a mod I don't post here anymore, but this one grabbed my attention. There's probably more wrong with the proposal, but I stopped reading at the underlined, which looks like a Game Mechanics violation to me. A resolution can't reallocate funds from one particular "bucket" to another.

Here's the full text:
International Health Service

A resolution to modify universal standards of healthcare.

Category: Health
Area of Effect: Healthcare

Proposed by: Frantin

Description: Healthcare is an essential issue that should be handled, to some level, by the government. This bill gives jurisdiction to the General Assembly to create the International Health Service (IHS) by the reallocation of funds from environmental protection spending to health spending. This would be a major step in enhancing the quality of life internationally. Not only would people benefit from the passage of this bill, but businesses would also. By creating the IHS, people would:

1. Be insured in case of a major accident, illness, etc. in which the person’s life would be in immediate or long-term danger.

2. Be guaranteed to have insurance for all major health needs, in which a health issue is identified and is concluded to have an impact on the patient’s ability to live and work properly.

3. Be able to utilize the IHS in order to treat harmful addictions that are harmful to themselves, those around the addict, and society as a whole.

Benefits for businesses would include:

1. Being able to allocate funds from internal insurance plans to company growth, wage rises, or some other form of implementation, thus growing the global economy.

2. A higher quality of work as a result of the funds from point 1 being reallocated.

This bill has appealing aspects to all areas on the political spectrum and should be considered by the General Assembly. Benefits to this not only include a better health system, but also will enhance the world economy and will allow people to live more comfortable lives.

Doesn't this duplicate/contradict GAR #97, Quality in Health Services?

Synergies and Paradigms Act

A resolution to reduce income inequality and increase basic welfare.

Category: Social Justice

Strength: Significant

Proposed by: Peninsula Italiae

Description: The General Assembly,

Honestly the only illegality I saw there would be Category Fail, maybe. After all, it clearly does something:
Nations shall collect accurate and precise statistics when performing censuses, conducting surveys, or sanctioning studies in order to reduce unproductiveness due to incorrect or incomplete data and information

Nations shall promote international cooperation in order to make the international environment a safe and happy place for people to work and act

The World Assembly also strongly urges that nations of the World Assembly do their part to:

Support other nations of the World Assembly in building a better, more productive future whenever possible

Not really sure what category that would be, but it definitely does something.

On the other hand, the definitions section looks like a deliberate joke, as all the definitions (except Game-Changing) circle back on themselves:
Defines the following for use in the Synergies and Paradigms Act:

The Synergies and Paradigms Act, or SPA, to refer to this act and the contents pertaining

Synergistic, to refer to or to describe anything that exhibits the qualities of something innovative, paradigm-shifting, or game-changing

A resolution to increase the quality of the world's environment, at the expense of industry.

Category: Environmental

Encouraging all World assembly members to follow the following:

1) anyone who dumps waste in oceans or lakes shall be punished with 1 year of jailtime.

2) any factory that doesnt have a smoke filter, must be fined according the the companys net worth.

3) if a company produces anything that is toxic, the right precautions must be made to prevent a leak.

Approvals: 1 (Vancouvia)

Status: Lacking Support (requires 125 more approvals)

Voting Ends: in 3 days 5 hours

Oh ya, if we dump our nukez in de ocean we put ALL 1.8 billion in de loony bin eh?
