OOC: Absolutely! All you need to do is write a legal repeal proposal outlining the flaws you believe it has, convince enough delegates to approve it to quorum, and then convince a majority of voting nations that the NS world is better without it.

Is there a reasonable probability of success? Likely not, as many here would oppose such an attempt, Clover included.

OOC: Point of order/clarification - NAPA, the Nuclear Arms Possession Act (GAR #10) is de facto unrepealable for the reasons mentioned. NAP, the Nuclear Arms Protocol (GAR #308) might be repealed, and should the World Assembly be sufficiently overrun by orcs, trolls, khans, khals, warlords, gangsters, changelings, and beelzebubs (call it ~65% of the way there on any given day :p ), I'm sure it will be. Nuclear Arms Protocol is what prohibits WA nations from intentionally targeting their nuclear weapons on civilians, barring the necessity of retaliation or blowing through human shields. It is thus a bulwark of WA pride in its "civilized" and "enlightened" stance, and, while not as mindlessly and inevitably popular as NAPA, will still be hard to repeal.

How can a resolution that prevents the targeting of civilians be harmful? Are you sure you are reading the right resolution? Or are you the type of warmonger that wants to obliterate civilians?

After a few more years here, you won't have difficulty to imagine that at all - it happens all too often. Usually whenever some zealot wants to leave their mark in the resolution list by repealing something just because repeals can't be repealed.
