If Wilorin writes the replacement, I don't know if the nation'll consider it as such. If I do....probably not. But again, right now it doesn't matter, I'd rather just think of getting this through the voting process right. Marine Debris Accord itself is fairly problematic, problematic enough so that even efforts in conserving the environment can be themselves hindered (for example, the coral reef creation thing with ship-sinking), so getting this done first would be, well, getting this done first (I can't put into words what I want to say right now, exactly). So, yeah.

But, you know, if you read this resolution, GAR#309, and the rules of the GA first.....

The Karolingian delegation respectfully withholds its judgment at the present time. Our masters at home would prefer to have a draft replacement resolution to inspect before agreeing with the removal of GAR #309, which despite its flaws is a well-meant and partially-useful piece of legislation, as this repeal proposal itself admits. Assuming that such a draft replacement can be drawn up in the time left for voting on this repeal, however, Karolingia will most likely vote in your favor.

While Karolingia would appreciate some environmental legislation as opposed to none at all, our people would especially appreciate a better law than that which has been passed already, and will therefore support the upcoming replacement attempt assuming that this repeal is passed.

We're waiting on the author of the original to return to do just that. The necesary fixes have been more of less worked out.

And I'd rather ask the original author when this thing is sure to pass. It is still three days til' the voting is done, after all. And if the author proves unresponsive, then another draft shall be worked on, probably by moi.

So? Yes, 309 was JUST passed, but what was JUST passed was flawed, as you would have noticed if you read the original or this repeal. Besides, as I said above, I do intend either to replace it directly, or have it replaced with a properly cleaned version by its original author, Wilorin, and not just completely repeal it.

As for this particular resolution, I did not support the Marine Debris Accord in the first place, I voted against it. I am glad that this repeal has been brought forth, I am just immensely surprised at the swiftness of it. Not to mention the fact that so far the vote is heavily in favor of repealing it, when just earlier it was heavily in favor of passing the accord. ("Heavily" being respectively of course)

Unfortunately the attitude seems warranted. Under the old Republic regime and even into the current one, under presidents who couldn't be bothered to appoint any sort of expert to do experts' jobs, our own voting record was based on... let's say a simplistic view of international jurisprudence. The oldest files in my office have little scrawled notes in them saying things like "Environmental resolution - about time we had one of these! FOR. Great! My work here is done, it's Miller time!" :roll:

Our voting record began to be not fundamentally embarrassing really only once my predecessor was appointed, a distressingly short time ago. So while it's still kind of absurd, it's really not unexpected that the perfect storm of prematurely submitted resolution plus no obvious illegalities plus naked politicking to fuck up someone else's (far better written, but woefully undesirable in some quarters) resolution, all came together to pass this well-intentioned but cartoon-doggishly sloppy regulation you now see before you.

As the original author of the Marine Debris Accord, I recognize the failings of the resolution, and have begun to craft a new draft to be resubmitted.
I graciously applaud the repeal by Mundiferrum, as the Marine Debris has areas which require expansion or clarification.
