While we mainly deal with military infrastructure - as collateral is heavily frowned upon - it is by many means inevitable that some harm will come to civilians in war zones, and that some resources will fall between military and civilian. For instance, privately owned weapons - something that your bill seems to ignore.

These weapons are often kept and later returned to the population once the area is deemed a Green Zone. However, this raises the question of whether or not this would be a military necessity. Could one not raid a bank, and claim that the funding was necessary for the war effort?

No, wartime looting should indeed be dealt with, however, it should be dealt with by individual nations. If a nation is found to be disrespectful towards citizens of its target nations, then they can be dealt with on an individual basis.
