ACCEPTING that coups, political takeovers, governmental type changes, and other forms of rapid national change are a reality and are difficult to predict and impossible to completely stop;
WITNESSING that these events often result in the displacement of former residents of a nation;
REAFFIRMING the right of an individual to choose the nation in which they reside;
COGNIZANT of the cautiousness of nations to permit free access to their borders;
HAVING FAITH in member nations to encourage intra-national diversity of cultures;
Hereby,
FORMS the Civilian Displacement Assistance Committee (Here forth CDAC),
ASSERTS the goal of the CDAC to be to help individuals find suitable nations to reside in, given displacement due to the following [amendable] situations:
1.Political or military takeover of a nation;
2.Exile from a nation as a result of:
- a. Personal ethnic association;
b. Personal political association;
c. Personal sexual orientation;
d. Intelligence or mental state
e. Breaking of nation-based law considered permissible by WA standards;
3. Emigration from a nation due to an evident and eminent/present:
- a. Threat of injury due to ethnic association;
b. Threat of injury due to political association;
c. Threat of injury due to race or external appearance;
d. Threat of injury due to sexual orientation;
e. Threat of injury due to intelligence or mental state
f. Governmental collapse;
g. Foreign invasion or threat of domestic uprising;
h. Inhospitable living conditions due to the condition of a nation;
ENCOURAGES all member nations to help allow for more open access for those no longer allowed into their own countries;
CRIMINALIZES deliberate attempts to block entry into nations for the aforementioned reasons in CDAC Goals List Part 3;
EXEMPTS from the prior criminalization policy those individuals prevented from national entry due to:
1. Prior voluntary and extensive association with violent or discriminatory political groups;
- NOTE: Evidence for active participation in violent or discriminatory activity must be present in order to exercise this clause;
