[PROPOSAL] Heritage Protection Act

The World Assembly,

Understanding that our countries' cultural heritage - paintings, sculptures, anthems, lyric and epic poetries, books etc. - are important for us, our countries and citizens;

Acknowledging protection of heritage as one of duties of The World Assembly;

Believing that every country is going to restore their national works of art;

Further acknowledging that citizens of every country want to explore the art and history of other countries;

Hereby,
1) Defines, for the purposes of appropriately interpreting the material of this resolution, "Distant Cultural Heritage" or "Distant National Works of Art" as any national works of art that - intentionally or accidentally - stays abroad country
2) Establishes the Culture Heritage Safety Organization (CHSO) that will:
a. Help in getting back national works of art to their countries
b. Organize International Art Exhibitions (IAE) every year in one of WA countries. IAE presents works of art of all nations. CHSO will be responsible for the safety of arts and ensuring that every work of art showed in IAE go back to their countries.

OOC: It seems someone got the "half-king" issue today... an issue does not make a resolution. I would also suggest reading the rules/FAQ and passed resolution threads at the top of the page, they are stickied.

IC: "I must agree with Ambassador Bell, it does not appear to be a widespread issue requiring international attention. In addition, I believe this proposal falls afoul of the 'just a committee' rule. May I suggest you read the rules of the chamber, and perhaps participate in a few debates, before attempting authorship?"

"The proposal seems to be about art that 'stays abroad country'. The Charlie Kelly prose notwithstanding, it seems to be almost by definition an international issue.

"I would recommend the author concentrate on repatriating stolen art as a focus for the proposal; the stuff about exhibitions could already take place through the International Expositions mechanism."

I don't know why they deleted it, but I can tell you I submitted a GHR on it arguing it was "committee-only": the only functions in the proposal relate to the committee.
