"International Space Program"

Dear World Assembly,

Being that I have seen an increase in interest in space, I believe that it would be fitting to introduce an International Space Program so that every nation/region can work together on exploring the ends of space.

Benefits:
-There wouldn't be one country/region's space program dominating over all of the others.
-Everyone can put there minds together to create better and more efficient ways to explore the never-ending edges of space
-An international space program will help make up more knowledgeable about our solar system and the way different fields of science work

Recognizing:
-There are going to be some countries that don't agree with an International Space Program. They will not be forced to join but will gladly be accepted.
-It is going to cost money. All countries that are involved can pay a small amount to keep the program running while not breaking their budget.
-The location will have to be set. The location can be decided after this proposal is passed.

Welcome to the World Assembly- I'm glad you're enthusiastic about driving us forward, enthusiasm is actually greatly appreciated here (acerbic remarks aside) as long as it comes with a healthy dose of dedication and willingness to learn.
A lot of new ambassadors make the mistake of making their debut in these chambers by proposing legislation. This is simply not a wise course. It takes weeks just to learn what this organization is all about, not to mention how to critically look at your work for functionality and problems.
Please enjoy any of the present debates before trying to author a resolution and drop this one in the meantime. Unfortunately, because of the wide variations in technological levels between nations in the WA, this proposal in its current form would be untenable.

OOC: This is an interesting idea, but the WA may not be the best place for it. There is an "International Space Agency" in the Diplomacy forums that roleplays exactly this sort of thing and there have been similar ventures; some regions also have like projects. Roleplaying it would allow much more detail, given the restrictive WA rules discouraging roleplay in proposals, and would allow for tech-level exclusivity. I'm sure the WA can in general write proposals about space but launching a space program to be shared among thousands of nations is not terribly practical.
