To the people of the WA,
APPALLED: by the killing of human beings for minor, or no offenses.
UNDERSTANDING: that execution is a very serious thing and should only be done if justified.
HERBY: Declaring the following:
1. Minors under the age of 18 can not be executed.
a. this does not apply if a minor committed the crime under the age of 18 but was found guilty at a later age.
2."Justifiable"
a. Country's can only execute a person if he/she has been found guilty,by a fair trail, of homicide or attempted homicide.
