On that note, there is no place that wouldn't be effected, space debris has to land somewhere and can cause significant problems. And what does the author suggest we do about nations without space capabilities, are they not allowed to declare war?

The diplomats of the Germanic Nordland refuses this claim, as wars should excist on all planes of human space. Civilians must feel the pain of their governments, if not they'll never be able to evolve as life is an eternal struggle and without struggle there can be no evolving, only stagnation

Disregarding the color of your post, as many others seem to have brought that up already, a Proposal should never be written in first person, and people are going to get on your ass about the references to Earth, so it is probably best if you change that to be more, general.
Lastly, how exactly will this effect nations that are not capable of Space Warfare? I mean really, if the nation is anything less than Post Modern, it is not going to be fighting any space battles.
