[DRAFT] Public Water Park Safety Act

ALARMED by the increasing number of people (especially children) that drown in public water parks each year,

WISHING to make public water parks safe and secure places for the people and their families,
AND
HOPING to create jobs in the process,

This Act hereby;
1. DEFINES a public water park as a pool or beach that is open to public swimming, whether it be for recreational or sports purposes.
2. MANDATES that at least one "trained" lifeguard be present to oversee all persons at all open public water parks that attract over 3,000 visitors per year. Each lifeguard must pass a CPR test, a swimming test, and an emergency rescue test to be considered "trained".
3. FURTHER MANDATES that at least ten children's life jackets and at least two adult's life jackets be available at all public water parks that attract over 3,000 visitors per year.
4. RESTRICTS children under the age of five from entering a public water park without the accompaniment of at least one person who is twelve years old or older.
5. WARNS all parents/guardians to closely monitor their children even when a lifeguard is present for the safety of their children.

IN CONCLUSION: The General Assembly hereby enforces "Public Water Park Security Act" for the common good of the people, their families, and the General Assembly as a whole.

It's very rare that I claim national sovereignty as a reason for disliking a resolution but that is the case here. This issue is so limited in scope that at this time, Defwa manages it on a sub municipal level. We do not need international legislation on public pools. I guess you might try for a mild proposal to distribute water safety information and information but I doubt you could make that an international issue either.

OOC: Wow, my childhood would have had some boring-ass sumer afternoons if that were a real law :-O

Personally, I think that this is a matter that would be handled through national law, not the WA. Not all nations have waterparks in the first place.

It will not change my opinion, it's just not an international issue.

I find the hardest thing to do is to find something to actually write a proposal about. I for one am highly motivated to write a proposal but I cannot come up with a topic, so I wait. I authored one measly repeal thus far.

You have to find something that actually concerns multiple nations at once or something regarding basic rights, otherwise you won't get a resolution passed.
