ALARMED by the increasing number of people (especially children) that drown in public water parks each year,
WISHING to make public water parks safe and secure places for the people and their families,
AND
HOPING to create jobs in the process,
This Act hereby;
1. DEFINES a public water park as a pool or beach that is open to public swimming, whether it be for recreational or sports purposes.
2. MANDATES that at least one "trained" lifeguard be present to oversee all persons at all open public water parks that attract over 3,000 visitors per year. Each lifeguard must pass a CPR test, a swimming test, and an emergency rescue test to be considered "trained".
3. FURTHER MANDATES that at least ten children's life jackets and at least two adult's life jackets be available at all public water parks that attract over 3,000 visitors per year.
4. RESTRICTS children under the age of five from entering a public water park without the accompaniment of at least one person who is twelve years old or older.
5. WARNS all parents/guardians to closely monitor their children even when a lifeguard is present for the safety of their children.
IN CONCLUSION: The General Assembly hereby enforces "Public Water Park Security Act" for the common good of the people, their families, and the General Assembly as a whole.
