Flood Safety & Prevention Act

The General Assembly:
Recognizes the dangers of a flood, which may cause devastating loss of life and severe structural damage to an area affected by such flood,
Realizes that action must be taken to prepare for future flooding events in an attempt to prevent these tragedies from occurring,
Defines a 'flood' or 'flooding event' or 'flooding' as: 'an overflow of water from beyond its regular boundaries onto dry land', [note: I know this definition seems a little too broad...]
Establishes the 'Flood Likeliness, secUrity and Trust' Commission ('FLUT') to engage in the following activities:1. Provide funds and humanitarian relief to a government of a nation in which had a flooding event recently occur, and that is evidently in need of support.
2. Track, record, and estimate flooding events, and then provide this data - when essential - to WA member states as so they may prepare themselves for a flooding event within their borders.
Mandates all WA member states obey the following clauses:1. Member states are to devise an evacuation route for all individuals located within areas that are susceptible to flooding, as so these individuals may depart from said area in the case that said flooding event were to occur.
