Repeal "Nuclear Arms Possession Act" (Draft)

Our nation would like to present an opinion from outside the WA, indeed, from another location within the galaxy.

The enemies of our nation are much like us, space faring races. There are only two ways to defeat an armoured warship in space, the first is to put enough kinetic energy behind an object, the second, to melt the armour.

Most of our enemies warships posses armour several meters thick. We do have the capability to defeat armor of this thickness, though not with significant sized projectiles. This would only lead to the slow painful death of the crew at the hands of the cold of space. Our other option is simple: thermonuclear weapons. These weapons are sufficient to defeat the armour and to provide a fast death to the crew.

Unless nations voting yes are willing to provide the Empire of the Remnants of Kobol with sufficient beam weapon technology to defeat the armour of our enemies, we cannot support a "yes" for it would deny our military the very means to defend our Homeworlds from threat.

We would like to point out that our nation does not engage in nuclear warfare within atmosphere. When used on the surface of a planet, the radiation of nuclear weapons is a factor and civilians then become victims. Our nation does not condone military action against civilians.

I was making a facetious argument with the intent of implying the inadmissibility of the ambassador's proposal.

The Permanent Representative of the United Kingdom of Gordano and Lysandus wholeheartedly opposes this resolution. In our time of crisis, our civil war, we were left vulnerable to invasion as we were embroiled in fighting each other. Had we not wielded a nuclear deterrent, it is very likely that the Gordano-Lysandian realm would have been subjugated by a foreign power.

Gordano and Lysandus has been forced into the position of firing its nuclear weapons in anger, also, and if it had not done so, it may have failed to contain a significant nuclear threat to a greater number of innocent people.

We agree that nuclear weapons are awful things, and we would prefer not to have to deploy them, but the nature of modern war forces our hand, and you would be unleashing chaos on the world if you stripped World Assembly nations of armaments which are key to their national defence.

Both the Emperor and parliament of the Imperial Confederation of Galadhion oppose this repeal with the fervour of a charging stallion. First of all, nuclear weapons are a fact of modern warfare. They may be devastating, but so are all weapons in their own way. It is our sovereign right as a nation, an empire and a people to use whatever means necessary to defend our home. The repeal states that all nuclear attacks are limited to offence, and that the argument of defence is invalid to justify the use of these arms. However, has offence ever not been a valid defence? Is it not effective to punch a man in the face to stop him from kicking you to death? Is it not efficient to send a warhead to a nation's parliament to stop them from killing your people and destroying the society we have worked so hard for?

Finally we shall leave you with this. If you were to force all WA members to give up their nuclear arms, which is obviously where this repeal would be leading if it were passed, then it would give all non-WA members leverage over those in it. This would either cause a hegemony from non-WA members, or even make the entire WA fall apart as nations leap off the sinking ship to safeguard their national security. So no, this will not do. The Imperial Confederation does not support this and never will.

DEEPLY CONCERNED that this resolution condones the possession of weapons of mass destruction.

ALARMED that this resolution suggests that World Assembly nations regularly resort to nuclear war instead of peace talks.

Funnily enough, it doesn't actually say this.

REALIZING that though this resolution demands every possible precaution to prevent misuse of nuclear weapons, it is impossible to completely eliminate the possibility of misuse as long as these weapons are legal.

Unfortunately, non-WA members can build and misuse nuclear weapons as much as they like, and the WA can't do anything about it.

STATING that that magnitude of force is never necessary for self defense as it would kill loyal citizens if used on home soil to stop an invasion, and can only be used for attacking with intent of mass destruction.

Nukes aren't so much defensive weapons as they are retaliatory weapons. In fact, most nuclear-armed states' military doctrine involves what is known as Second Strike Capability; the idea that if someone nukes you, leveling all your major cities and killing your entire government, there will be someone sitting in a bunker or a submarine with a big red button who can do the same thing to your attacker. It's rather like showing up to a knife fight wearing an explosive vest that will detonate if punctured.
