IC: I thank all WA Ambassadors whole heartedly for their time and suggestions. I find all of them very helpful. Your suggestions are crucial to the success of the proposal and are much appreciated. They will be considered for inclusion in a new draft that will come up shortly.

Hmm, when the author wishes to come back with a serious approach to this, including the above and Bears pointing out of the duplicitous and contradictory issues, then we'll talk. Until then, this seems like a dead horse to me.

So here we are with the second draft. Its features are: Removal of religious reference; Removal of the term "humans"; Defines Animal Cruelty and Endangered Species; Removal of ambiguities; Creation
of a regulatory body.
