Outbreak Control Protocol
The General Assembly,
Noting that diseases are one of the most serious threats to the modern day world,
Observing that, when left untreated, outbreaks of diseases can ravage entire regions,
Believing it is the responsibility of all member nations to assist in the prevention and treatment of diseases,
For the purposes of the resolution, defines:
- Disease as any condition which, if left untreated, can result in loss of life of the victim,
Vaccine as any injection of a dead or weakened virus or bacteria with the intention of stimulating an immune reaction which can help prevent a person from catching a disease,
Outbreak as a drastically sudden or increased appearance of a disease among a population,
Biological weapons as any item which is designed, at least in part, to infect or deliver an infectious substance to an area,
Hereby:
Mandates member nations to go the following measures, if necessary, to contain outbreaks within their borders:
- Isolation of people who have been exposed to the disease from everyone else,
Banning anyone from entering or leaving the country,
Vaccination of everyone who has been exposed to the disease,
Mandatory closure of everything within the area of the outbreak,
Banning everyone who lives in the area of the outbreak from leaving their area of residence,
Any other measures not thought of here which do not violate WA legislation,
Bans member nations from using Biological Weapons,
Requests member nations to assist other nations in their efforts to contain an outbreak,
Encourages the use of preliminary measures to prevent outbreaks from occurring or spreading, as long as said measures do not violate WA legislation,
Creates the World Assembly Outbreak Prevention and Control Committee (WAOPCC) and tasks it with the following:
- Organizing and leading international efforts to control outbreaks,
Organizing international research efforts,
Assisting member nations contain outbreaks
Further encourages member nations contribute to international research efforts.
