I'm just as confused as Mr. Fungschlammer. Restorative justice and criminal rehabilitation are two separate concepts, and I had to do extra research to figure out how they relate to each other- it's not apparent from your draft that there is a difference (there is), how they relate (they do) and why any of that is important. It's just as well to remove the references to punitive and restorative justice and focus squarely on criminal rehabilitation to save on character count.

I also fail to see how this is an "Education & Creativity" proposal when it is proposing massive intervention in the criminal justice system.

With the present section V we ourselves see no reason why an act cannot discuss and balance punitive and restorative justice and rehabilitation, and would like to state our general support for the proposal and our objection to a few words or their absence:

Aware that a section of those who result return to criminal activities usually do so as a direct result of a lack of education, skills or ability to interact within their respective societies and,

Believing that a program of rehabilitation, wherein prisoners are provided with the necessary skills to sustain themselves in society, combined with a repayment of debt to society via means other than simply incarceration, will, in the long term provide for the successful reintegration and normalization of prisoners upon their release,

II: That nNations liaise with the PRC to identify prisons within their nations which would benefit from the introduction of such programs and adopt and implement such programs accordingly.

III: That tThe PRC undertake an audit of inmates in identified prisons to assess which inmates, if any, would benefit from the undertaking of such programs should they desire to, bearing in mind environmental factors, sociological factors, economic factors and the crimes committed in lieu of the former.

IV: That nNational governments meet with PRC representatives regularly to review existing programs and discuss the viability of further developing programs all with they key concept of providing the best possible educational benefits and skill sets to inmates deemed suitable for a restorative approach.

No prisoner should may be coerced into participation within the program, the decision to participate should must be made of their own accord and with the above clarification explained to them in advance to assess a genuine commitment to betterment.


Or better yet something more straightforward like:
A prisoner considering such a programme must be fully informed about the programme, the above clarification, and the programme's provisions; and may not be coerced into participating.
