The correct answer is, "I don't remember, but I think this happened"?

At any rate, the correct answer should be the resolution fails. Robert's Rules of Order. A resolution needs a majority to pass, and a tie vote is not a majority.

In the highly unlikely event of a tie on a UN vote, the Proposal passes.
