I have proposed a proposal entitled "LGBT Civil Rights Act". If you approve it, I will advertise your region by telegramming random nations using the "Surprise Me" button.

"Umm..You do realize that this proposal is illegal as it duplicates rights already provided under existing resolutions. I would suggest that you contact a Mod and have it removed voluntarily before one of them notices it and removes it anyway."

I make a point of order that section 4 of this proposal, to wit:

4. Any nation shall grant the right of same-sex couples to be married, or to have a same-sex union, and give these couples the same privileges as heterosexual couples. Individual nations will have the power whether or not to legalize the marriage of same-sex couples, but nations must legalize same-sex unions.


substantially contradicts in part and duplicates in part Articles 2 and 3 of Resolution #15 ("Freedom of Marriage Act"), which provides that "[n]o State shall restrict the right to enter into ... unions to persons of a certain sex or sexual orientation, nor shall they require that they be of the same or different sex", and that "[n]o State shall establish different conditions, requirements or effects to unions of persons of the same or different sex."

I make a further point of order that sections 1, 3, and 10 of this proposal, to wit:

1. Any nation shall make no law restricting the rights of citizens to perform consensual sexual acts with the same sex.

3. Any nation shall not penalize citizens for being an LGBT citizen, or for performing a consensual homosexual act.

10. All sodomy laws that prohibit consensual same-sex acts must be repealed.


substantially duplicate Article 3(a) of Resolution #16 ("Sexual Privacy Act"), which provides that "[n]o Nation shall enact legislation prohibiting, criminalizing or otherwise regulating sexual acts between consenting individuals when practiced in the privacy of the home, or otherwise away from public exposure."

I would advise the ambassador from Bleckonia to withdraw the proposal and heavily redraft it to focus on an area not addressed by prior resolutions.

[OOC: It's customary to post your proposal in the forums when posting about it. Since you did it, I was going to do it for you, but since much of it's going over ground that's already been addressed I just pointed out the obviously illegal bits. I didn't fully vet everything and there might have been other illegal provisions that I didn't catch. Final judgment on legality, of course, is up to the moderators, but I'll echo Dizyntk in suggesting you ask for this to be removed via the Getting Help page.

Also, it's illegal to send regional recruitment telegrams to most nations that aren't in one of the Pacifics, the Rejected Realms, or Lazarus. Don't do it.]

Lord Evif, having stated his point of order, took his seat while he waited for a ruling from the Secretariat. Although, hearing the buzz of annoyance at the Bleckonian ambassador's pitiful bribe attempt, he wouldn't be surprised to see a good defenestration first.

If Your Excellency would take the time to read through passed resolutions and the rules and guidelines on how to write new resolutions, I am excited to see what future drafts may be presented by the Bleckonian delegation. I think that Gender recognition has been covered as well. Like Minoa (Charlotte Ryberg), the resolutions which promote LGBT rights is patchwork legislation.
