No, but I do have some questions, will the institution charge admission to the public? If so, how will the funds be distributed?
Excellent question! I think that the admission should be a reasonable amount but I'll leave that up to the member nations and the funds should go to the employees. If there is any left over it may be spent any way the government wishes.

That's true, I believe that with sufficiently entertaining and relevant exhibits, there will be more than enough. The institutions will be a regular place for school field trips, and other things of that sort, you see.

A clause could perhaps be added allowing those nations that really can't afford this to apply for WA assistance with the funding?
One problem that hasn't been raised so far: When this proposal requires that nations create the institutions in question, it fails to consider whether they might already possess suitable institutions and therefore have no actual need for new ones...
