You have to be new to the World Bowl and it has to have at least 16 new users (i.e. not including puppets.) When Estenia made its debut, there were not 16 new users so the BoI was not held. As a result, you are out of luck. Sorry.

It's been done before that an idea was suggested by a person and then he/she opened host bids for it and didn't bid for it, which is a situation that could happen here and could work.
