Esteemed members of the World Cup Committee,
The Schottian Football Association (SFA) and Federation Royale Quebecoise du Football (퀘벡왕립축구협회) hereby submit the following bid to jointly host the 68th Cup of Harmony, held in cold, icy winterlands of Schottia and Quebec (OOC note : It'll be held in IC winter in contrast to World Cup being usually being held in Summer).
THE NATIONS
Situated in the north east of the region of Tyran, Schottia is a small diverse country of 6.6 million people. Throughout the region, Schottia is best known for its progressive social policies, and far left politics, and whisky distilleries. The nation is a group of five small islands, located in the middle of the Bara Sea, north of Cacerta and off the west coast of Acrea. The southern Schottic landscape is largely characterised by arable farmland, pine forests, and windswept pebble beaches. The North Island, by contrast, is almost entirely made up of rugged mountain ranges and bleak scree-slopes, where the towns and cities, for the most part, hug the narrow bands of flat land around the coast.
Located in Northern AO, Royal Kingdom of Québec is a nation known for its environment, rich cultural diversity and claims one of its region's most educated and cultured population. Led by His Imperial Majesty the Jacques IX, the country is a semi-constitutional monarchy, with both the royalty and the democracy playing a huge role in Quebecois politics. With a high HDI rating and affluent economy, Royal Kingdom of Québec is an advanced nation with long years of peace and stability within the nation, while still allowing for societal and economic progress over the course of its history. With a beautiful environment, advanced economy, state-of-art infrastructure and love of association football, Royal Kingdom of Québec is your place to go for your once-in-a-lifetime voyage that welcomes every traveler with smile and cheer.
FORMAT
Of course, it is impossible to determine a specific format at this time without knowing the exact number of nations.
Due to the fluid and open nature of the Cup of Harmony when it comes to hosting, on top of selection criteria, various options will be available depending on the availability of RPers not only meeting our selection criteria, but also being able to participate. As have been and will be the case on this bid as well, the preferred format will be the conventional 8-group, 32-team format. Both hosts, however, will also be open to either expand or contract the tournament size to 24, 36, 40 and 48 team format. The format will be decided based on the criteria - we'll be looking for people who have posted a roster and RPed at least twice, with (subjective) quality of RP used as a tiebrak to round the numbers down a bit if required.
Should two nations be tied on points at the end of the group stage, we will use the following tiebreakers:
1. Head-to-Head points
2. Head-to-Head Goal Difference
3. Goal Difference
4. Drawing of lots (roster/RP bonus)
SELECTION CRITERIA
As longtime participants and hosts in the WCC community, both Royal Kingdom of Quebec and Schottia understand and take account into the fact that Cup of Harmony is a tournament whose invitation to it is earned through one's participation and quality of roleplays. Invitations to the Cup of Harmony participation is going to be limited to those who did not qualify for the World Cup 76 and posted a roster and at least 2 RPs. From the very pool, the co-hosts will make the final decision using various criterias. Those who were selected for their spot in Cup of Harmony will receive a telegram from either Quebec or Schottia, but will have to confirm their invitation to play by posting a roster. Otherwise, it will not be accepted.
SCORINATION & RP BONUS
Games will be scored using xkoranate 0.3.3 (SQIS). RP bonus will be very generous and cumulative throughout the tournament. We want to reward promising new players who show effort and/or creativity. As hosts, we will do our best to facilitate quality roleplay and make this CoH a great opportunity to foster RPing among those competing. RP bonus will be graded by each host individually, though we prefer not to release our exact grading scale.
PREVIOUS EXPERIENCE
The user behind Royal Kingdom of Québec has hosted or co-hosted the World Bowl XXIV and XXVIII, World Cup of Hockey XXV, XXVI, XXIX and XXX, Baptism of Fire LVII and 62, Cup of Harmony 64, International Basketball Championships 17-18 and 21. The user behind the nation was most recently the inaugural and 6-cycle long President for the World Cup of Hockey Federation and a longtime member in many sporting committees, as well as formerly organizing the NSCAA Ice Hockey Competitions. He also has hosted many seasons of domestic hockey and football leagues, and has been working on to scorinate leagues in at least 6 pro sports.
Schottia, meanwhile, also has plenty of relevant hosting experience. While the user behind Schottia has not yet tackled a WCC tournament, they have maintained their own domestic leagues for many cycles, and also has the hosting of a regional tournament, the Tyran Cup, under their belt. Schottia has also successfully hosted the most recent U15WC to its conclusion.
