Located in the southernmost corner of Inferiore Minore, Esportiva, The Kingdom of San José Guayabal is a nation known for its environmental policies and claims one of its region's happiest populations and also one of the most egalitarian societies in the region. Comprised by 18 provinces and two colonies Governed by Queen Margaret I, the country is a constitutional monarchy as its royal family plays a prominent role in Guayabalense society and is politically active. Boasting a high HDI rating and a dynamic and stable economy, San José Guayabal is an advanced nation which not long ago emerged from a period of civil war which ultimately led to the fall of a brutal communist regime but has quickly recovered thanks in part to the efficient work ethic of its people and now enjoys the combination of market economy and a Nordic welfare model with universal health care and a comprehensive social security system including a huge oil industry. With a beautiful environment, friendly population, and adequated infrastructure, San José Guayabal has a booming tourist industry that welcomes foreign travelers with open arms, also this nation has an state of the art infrastructure to host a World Cup or any international tournament.

An emerging force in international football, San José Guayabal made its first appearance in the qualifiers for the 66th World Cup and has since managed to progress quickly through the rankings. The Guayabalenses qualified for the World Cup for the first time in just their third attempt at World Cup 68, stunning The Archregimancy along the way and finishing third in their finals group. Although the San José Guayabal national team was unable to repeat their qualifying run and missed the 69th World Cup finals thanks to a second-half collapse, they still made a decent run in the Cup of Harmony and reached the second round before being eliminated. With fairly recent successes in the World Cup and Cup of Harmony, as well as making runs to the quarterfinals and the final in the men's and women's football tournaments at the most recent Summer Olympics, San José Guayabal has a bright future in international football. In WC 70 they didn’t advance from group stage and in WC 71, they had to play the Cup of Harmony, they won it on their own home turf, WC 72 represented another group stage elimination but they reached their peak on WC 73 when they surprisingly reached Semifinals and won the third place and getting near to taste the glory in World Cup 74, losing the final in the penalty kicks. With that euphoria, the FGF decided to ask to their Valladar Counterparts, the AVF in order to bid for this World Cup.

OOC: San José Guayabal may not have as impressive a resume at the very beginning, but you can notice his progress at hosting major tournaments and also in his contributions to the community. This user who burst onto the scene for World Cup 66, and has had a growing presence in the community ever since, having good RPing skills and enthusiasm. There has been a good amount of events hosted by SJG and his puppets since then - September Tennis Championships, Copa de La Paz, World Junior Hockey Championship V (all with SJG), seven seasons of domestic leagues in San José Guayabal (Currently working on the sixteenth season) and three with his puppet Alianza Albos, as well as scorinating many friendlies in football and the AO Hockey Championship final, being the most relevant ones the Baptism of Fire 56th (Co-hosted with Schiavonia) and also featuring experience in regional tournaments in one of the main sporting regions like the Copa Rushmori 18 with his puppet Alianza Albos and AOCAF 45 with Ratastan. Then achieving his biggest goal of co-hosting the World Cup in its 70th edition along with Equestrian States (Finals), Felix and Mizuyuki (Qualifying) and World Cup 74 with Valladares, including the Cup of Harmony 63 and 65, Campionato Esportiva 13, including some support during World Cup Qualifiers and Playoffs of the 73rd edition appart from being the scorinator of the Campionato Esportivano di Campeones.

The United States of Damukuni, or Damukuni as it is generally known, is a nation originally founded as a religious colony branching off from the somewhat irreligious nation of South Otselic. The theocratic church was not in control of the land for thirty days before it was overthrown by a coalition of uranium miners, religious separatists, and pro-Otselician diplomats led by Naruto Shinagawa, who served as president of the Federal Republic of Damukuni on and off until his untimely death in office in the year 2015, which led to a civil war between Shinagawa's government and the Damukuni National Catholic Church, of which the most famous event was the capture of then-star-striker Wisdom Tracey by the pro-Shinagawa Confederation of Damukunian Free and Associated States. The C.D.F.A.S. later formed transition governments in six of Damukuni's fifteen states, and today operate as a semi-independent coalition of states while still belonging to the Union. Additionally, Damukuni operates two territories in other regions of the multiverse: Damukunian Greater Otselicia S.A.R. in the Practical United Region of Tamriel and Damukunian South Dre on the planet Sonnel, the latter being the first interplanetary land claim made by the nation.

Today, in the year 2020, Damukuni, in its second republican form, is a thriving, developed nation of about 186 million Damukunians; about 38% are native Damukunian, while about 53% are of Otselician descent. About 9% are from other ethnic backgrounds. Under President Colbert May, the nation's first opposition leader, a grand economic initiative has begun to accelerate multinational and domestic corporational growth; the result has been a covering of the nation's buildings in corporate logos over the last five years. Additionally, while freedom of religion is actively protected both federally and at a state level, about 45% of Damukunians (as per the 2015 census) report belonging to the National Catholic Church, and about 49% belong to the Otselician Evangelical Society; 6% have another religious background or belong to no religion. The literacy rate of Damukunians is 98% in either of two languages: English, spoken as a primary dialect by anyone of Otselician ethnic descent, and Damukunian Japanese, spoken by native Damukunians. However, in all but the most remote areas, English is a de facto language, and all street and official signage is in both languages when pictograms are not used. All government communications are in both languages.

OOC: The user behind Damukuni joined NationStates in 2014, and while he may not have the scorination experience of others, he has the know-how in the scorination department. Most of his NS Sports scorination forays have been in domestic leagues (the Damukuni Football League Championship Series, as well as the Associations Twenty20 League for cricket and the Dem. Rep. of the Canada/Ego Exian Savanstistland's Exo-Canadian Exposition) and regional tournaments (the largest being the Tamriel Golden Shield of American Football). However, he is no stranger to the international tournament stage; he is the current organiser of the Champions' League Twenty20, a postseason tournament for domestic limited-overs cricket franchises, and, as Old Corcra (now Corcra and Tir Trodaithe), hosted the 25th edition of the World Lacrosse Championships. Additionally, he stepped into scorination duties for the second edition of the International Cup of 7ball when the original event host had to leave for real-life reasons. Other competitions he has participated in are: every World Cup since the 73rd Edition (including the 60th Baptism of Fire) every Campionato Esportiva since then, two NationStates College Football seasons, and in UICA postseason play (as Damukuni), every World Baseball Classic since the 33rd edition, the 10th International Baseball Slam, and two Copas Rushmori (as South Yerfilag, now called Zyarus), two AOCAF Cups, the multiassociational SUN.League, and the Cup Winners' Cup (as Tallaga la Falla), and the World Bowl (as Peuples Nordiques des Fleurs, now called Fleuronordicia).
REQUIREMENTS FOR ENTRY
San José Guayabal, as a previous host, and Damukuni, as a participant in three World Cup cycles, understand that the Cup of Harmony is a tournament hinged upon the quality of roleplays as well as World Cup qualifiers performance.
  • Cup of Harmony participation is, as always, limited to national teams that participated in World Cup 76 qualifiers (including the Baptism of Fire, where applicable) who did not qualify for the World Cup 76 (Finals) Group Stage.
  • National teams will not be considered for the Cup of Harmony unless they post a roster in the World Cup 76 Rosters Thread and at least two (2) additional RPs in the World Cup 76 RP Thread.
  • If this bid is accepted, San José Guayabal and Damukuni will have the final decision in regard to eligibility for participants in this edition of the Cup of Harmony.
Nations found to be eligible to participate will receive a telegram from either San José Guayabal or Damukuni confirming their eligibility after the end of the World Cup 76 qualifiers, but a nation shall not have accepted the invitation to play unless they have posted a roster in the Cup of Harmony thread or in another designated place to be determined by the event organisers, where appropriate.

32 Teams - 8 groups of 4. Top 2 teams advance to the Round of 16.
35 Teams - 7 groups of 5. Top 2 teams, plus top 2 teams placing third in group, advance to the Round of 16.
36 Teams - 6 groups of 6. Top 2 teams, plus top 4 teams placing third in group, advance to the Round of 16.
40 Teams - 8 groups of 5. Top 2 teams advance to the Round of 16.

This is the formula we propose for this Cup of Harmony 68 bid, a variation of the Schiavone-Qutar International Scorination (SQIS) called Schiavone-Guayabalense International Scorination (SGIS), which was presented in April 2015 and has been used in six different seasons of the Guayabalense football pyramid, including the Liga Premier.

Some of the reasons on why this formula was released:
  1. SQIS is random sometimes, based on complaints showed by some users at certain World Cups.
  2. Need of an alternative to the NSFS and SQIS methods whose code can be available for public testing for those interested.
  3. A formula that meets balance between the "three Rs" (Rank, RP, and Randomness).
Test Comparisons between SLIS, SQIS, and SGIS formulae
All the tests were made with the following settings:
  • Maximum skill points were set to 1.0.
  • The Stronger team was given a skill bonus of 1.0, while the Weaker team was given a skill bonus of 0.0.
  • A round-robin of 1,000 matches was then scorinated.
Tests were provided by Saintland in April of 2015.

Also, will all teams who meet the minimum criteria qualify or will there be further cuts for numbers and quality?

Specifically, would a team with a barebones roster, an RP consisting solely of "We won and there was great rejoicing" and another RP saying nothing but "We lost and the coach cried" qualify, or would they be cut?

And if everyone who meets the minimum criteria does qualify, how would you deal with what would likely be an uneven number of groups?

  • Yes, SLIS are Saintland-Legalese World Cup 68 modifiers.
  • It's pretty obvious that we will take quality in consideration as pretty much everybody does, we won't accept barebone rosters and RPs which are mediocre in the sense of the word, we are obviously aiming to pick the best among those who didn't qualified to WC Finals.
  • Although is a highly unlikely scenario, we are ready on what we are going to do if that happens, as matter of fact, our "minimum criteria" is not a definite one and it is subject to changes depending on the circumstances that we might face at the proper time, personally speaking, there's a way to always get people that meet criteria and has a high level quality of RPs and I have faced situations like this in CoH 63, in case of this, we will reach a consensus with Damukuni, quality and an active participation on WCQ in terms of RPing are our goals and we will do the efforts needed to preserve this.
