Welcome! We return again for another edition of The Sevenful Game. That's right, 7ball is here for International Cup number 3. After 2 tournaments and being held as a Demonstration Event at the XI Olympiad, I think 7ball is ready for more exciting play. To the right, you can see the logo and official match balls, courtesy of Meski Sports of Redblackiland.

Now. What is 7ball? Well, if you don't know, check out this dispatch I wrote, which contains the rules, regulations, scoring, and likely anything you'll need to know about 7ball. If you click on the green message at the top of the dispatch, it'll bring you to a more ... "readable" version of 7ball. Because there's over 240 instances of the number 7 on that dispatch alone.

There's an example, which also is my official sign-up. Don't worry about coming up with a team name, every team in 7ball is called the "7s." The Examplestan 7s, the Testlandia 7s, the Basic City 7s, John Doe's 7s, for example. NEW THIS EDITION: All teams will be referred to as the "<nation> 7s" to avoid confusion. Sorry to those had special nicknames, this makes it easier. Unless your canonical nation name differs from your NS nation name, your nation name will be used.

I've hosted the last 2 editions of 7ball, except the playoffs of IC7 II, which were scorinated by Peuples Nordiques des Fleurs (now known as Fleuronordicia, a puppet of Damukuni) due to a vacation I had to take. Now, due to further schedule conflicts and the fact that I don't want to keep hosting, I'm actively encouraging bids from other nations to host IC7 III. You will probably need to be able to scorinate the results correctly, so here's a link to the 7ball scorination file. Just copy/paste the text into Notepad and save as an .xml file and put it into the sports folder for xkoranate, or just download and move the file directly, whatever works for you. I'd encourage you to get a feeling for how the scores work and make sure the file works before bidding. Check out the bids from last edition to get a good idea of what to do. All 3 bids were pretty decent, lack of experience was the one place where they fell short.

This is the bid to host the 3rd International Cup of 7ball by the Organisation des Sports Fleuriques (OSF), a member association of the Tamrielese Sport Control Board (TSCB) of the Practical United Region of Tamriel.

ABOUT THE NATION / A propos de la nation

The Republic of Fleuronordicia, or Fleuronordicia for short, formerly known as Peuples Nordiques des Fleurs, is a land of recently-reconstituted civil bloodbath survivors recovering from years of oppression by the dictator Hannah Bonfils. Before her usurpation of land formed for a republic in the northwest of Tamriel's main continent,¹ the region was a conglomeration of independent city-states. Bonfils united the cities under a communist system of government, at the expense of a collective economy, polity, language (French), and its poorest citizens. The death toll under her reign will most likely remain without number.

In An II (A.D. 2049), a bureau of toll collectors for Peuples Nordiques des Fleurs' motorway A201 formed its own government, spoke English in violation of the nation's harsh French-language laws, and advocated a capitalist parlimentary form of government. Despite Bonfils' attempts to curb the Route 201 movement, as it came to be called, most of the locals frequenting the east-west toll road, and eventually the Fleurique military, sided with the rebellion. Hannah Bonfils was executed by infiltrants who were military defectors to the Route 201 movement on 25 May 2050 / 5 Prairial III, the use of the French language law and calendar was removed, and Jemma Barry, head of the Route 201 Highway Authority, became the first leader of a representatively elected, free country.

Sport in Fleuronordicia began with the formation of the Tamrielese Sport Control Board to oversee the currently-defunct intra-regional gridiron football tournament, the Tamriel Golden Shield, in the year 2048. Eventually, permanent headquartering for the TSCB was found in Old Corcra (now Corcra and Tir Trodaithe), and the OSF occupied the office complex where the TSCB was formerly housed. Today, the OSF governs field hockey, lacrosse, and 7ball (a sport introduced from the planet Sonnel) at a national level, and, in cases where the TSCB has no original jurisdiction, arbitrates for Fleurique players on an international level.

¹See this map. If you compared the map to a map of Tamriel in the Elder Scrolls year 4E 201, Fleuronordicia would occupy the territory known as High Rock. Under Hannah Bonfils' dictatorship, Shornhelm was renamed Courtenay, and Orsinium was renamed Cassandraville. Camlorn was renamed Fleurutopie and made the capital; except for the Old Town settlement, this city is deserted today. A new government complex is set to be built near the old city of Daggerfall (also called Poignard). If you're wondering where these places are, see this map on deviantART.

While the previous versions of the International Cup of 7ball were based upon factors of 7, the OSF only wishes to maintain such a standard if the total number of signed teams is a multiple of 7. Italic letters denote such a multiple of 7. IMPORTANT: Except where preliminary playoffs are held, all playoff matches will be best (4) out of 7.
Every effort will be made by the OSF to preserve the groups-of-7-teams format precedent, although this cannot be guaranteed if Fleuronordicia wins hosting rights.

14 Teams - 2 groups of 7 - Top 4 teams will advance to a like-to-like seeded playoff (i.e., first round pairings would be, in bracket order, A1/B1 : A4/B4 :: A2/B2 : A3/B3).
16 Teams - 4 groups of 4 - top 2 seeds advance (first round pairings, A1/B2 : C1/D2 :: A2/B1 : C2/D1)
18 Teams - 3 groups of 6 - group stage winners and runners-up, plus next best 2, advance (first round pairings, in adjudication order [see below], 1/8 : 4/5 :: 3/6 : 2/7)
20 Teams - 4 groups of 5 - same as for 16 teams.
21 Teams - 3 groups of 7 - same as for 18 teams.
24 Teams - 4 groups of 6 - same as for 16 teams.
25 Teams - 5 groups of 5 - winners automatically advance; bottom four runners-up play a single-game preliminary round to advance (round pairings, in adjudication order, 1/8 or 9 : 4/5 :: 3/6 :: 2/7 or 10)
28 Teams - 4 groups of 7 - same as for 16 teams.
30 Teams - 5 groups of 6 - same as for 25 teams.
32 Teams - 8 groups of 4 - group stage winners exclusively advance (first round pairings, in adjudication order, 1/8 : 4/5 :: 3/6 : 2/7)

In the event of tied qualification placements between teams in the same group, tiebreakers will be adjudged as follows:

• Matches won/lost (a point system would have no bearing on qualification since matches cannot end in a draw)
• 7ets won (indicated as "PF" in a match table)
• 7et difference
• Fewer 7ets lost (indicated as "PA" in a match table)
• Coin toss (only if no other tiebreaker is available)

The user behind Fleuronordicia joined NationStates in 2014, and while he may not have the scorination experience of others, he has the know-how in the scorination department. Most of his NS Sports scorination forays have been in domestic leagues (the Damukuni Football League Championship Series, as well as the Associations Twenty20 League for cricket and the Dem. Rep. of the Canada/Ego Exian Savanstistland's Exo-Canadian Exposition) and regional tournaments (the largest being the Tamriel Golden Shield of American Football). However, he is no stranger to the international tournament stage; he is the current organiser of the Champions' League Twenty20, a postseason tournament for domestic limited-overs cricket franchises, and, as Old Corcra (now Corcra and Tir Trodaithe), hosted the 25th edition of the World Lacrosse Championships. Additionally, he stepped into scorination duties for the second edition of the International Cup of 7ball when the original event host had to leave for real-life reasons.

Other competitions he has participated in are: every World Cup since the 73rd Edition (including the 60th Baptism of Fire) every Campionato Esportiva since then, two NationStates College Football seasons, and in UICA postseason play (as Damukuni), every World Baseball Classic since the 33rd edition, the 10th International Baseball Slam, and two Copas Rushmori (as South Yerfilag, now called Zyarus), two AOCAF Cups, the multiassociational SUN.League, and the Cup Winners' Cup (as Tallaga la Falla), and the World Bowl (as Peuples Nordiques des Fleurs, now called Fleuronordicia).

Thanks for asking! I updated my bid. Also, as my signature indicates, I'm Damukuni. But yeah, experience would be a good feature to add in a host bid. I wrote it at, like, 2:30 AM, so I probably wasn't thinking straight at the time.

Sike, I decided to put some together for the last 2 editions. Here's the ranking sheet. The potential host has the choice on whether or not to use them, since I've released it this late. I'll probably keep this updated as long as I'm still involved with 7ball, which will probably be forever. As noted on the sheet, some teams had their "original" names changed to their nation names since I implemented that change this edition. Also, a few had name changes based on users.
