West Guiana World Bowl 30 Host Bid


Who is West Guiana? (OOC)

I have been part of the NS Sports community since March, 2011 participating in many events starting with NSCF 3 and the 43rd BoF. Though in sport my teams a have accomplished little outside of football(american)(finishing 2nd in WB 20 and NSCF 8 and 1st in NSCF 6) and Lacrosse (1st in WLC 18, 2nd in WLC 17 & 22). Positions that I have held at one time or another have been member on the World Baseball Council and World Bowl Assembly and for four years served as the de facto President of the World Lacrosse Championships.

Besides many seasons of my domestic soccer, football, lacrosse, basketball, ect leagues, I have hosted the 22nd WLC and scorinated conferences in the NSCF (between NSCF 5-8), International domestic lacrosse cups and the first Champions Challenge Cup(lacrosse again). My first major hosting experience started with this very tournament which was quite the controversial and debacle World Bowl 18, which due to my utter inexperience was abandoned early on. I have learned much in the four and a half years since, it is best to lay low and watch the masters create and mold, then only when you feel you're ready try your hand at it.

What is West Guiana like? (IC)

Officially known as The Peoples Democratic Reublic of West Guiana(gee-on-uh), a nation of over 551 million which is located near the heart of Atlantian Oceania. The head of state is Primer Louis DeCader, who rules our country with a even hand, whose policies combined with the political views of all West Guianas favor policies that are center-left. With such liberal leaning policies, all drugs are legal and are taxed at 100% of their commercial value. Overall our laws are lax, but with strict gun control laws and free market capitalism is well regulated under strict government control.

Geographically, the country is mostly gentle slopping hills in the south east and North east. The two major rivers are the St, Johns River which flows into the Calanian Sound and the Salem River which flows into Lake Bekk. These two rivers are connect by the Cross Continental Canal that connects Lake Bekk with the Calanian Sound(and the oceans of AO). In the west of the country the topography changes into mountains known as the Calia Alps whose highest peak is Mt. Francis at 17,891 feet which is located 200 miles south east of Willington. The lowest point are the Brewers Flatt's a marshy swampland located ten miles south of Ft. McCarney which sits 17 feet below sea level.

Culture, West Guiana hasn't a very unuqine culture, known to be quite generic, however though in the Calia Alps, you'll find that people generally are very welcoming and it is common to find that citizens in the many villages and towns in the valleys rent out rooms to tourists instead of having them stay at hotels. The favorite foods in the country vary greatly, along the Calanian sound people will often eat shell fish and other sea food variates. Near Lake Bekk, the main course is fired steak and eggs flavored with red wine. Meanwhile in the central area along the St. Johns river it is a combination of both, though you'll find people that live in Gemsbrook favor the vegan diet.

Scorination & RP Grading

I'll be using the latest version of Xkoranate, with the NSFS2 sudden death overtime rules.

For posting a roster each participant will be awarded a RP bonus based on the creativity of such roster, but this bonus none the less will be worth the same of your RP before MD1 cutoff. (I.E. Based on your roster and your next rp for MD1 the roster bonus will be equal to that MD1 grade. However if you don't post a RP(but post a roster) before MD 1 the bonus will be given based on the creativity of said roster.) RPs will be graded on creativity, originality and quality(some grammar mistakes will be ignored). RPs will be cumulative, however after the first round robin rp bonus will be degraded by 10% and will be degraded again before the knock-out rounds by 15%.

Grouping and Group Draw

All groupings will be double round-robin
Knowing that the World Bowl in the past often surpasses 48 total participants, my tentative group draw will be based off this 48 however though any even number in between will also be acceptable.

If 42 teams. Seven groups of six with the top two teams plus the highest third place seeds advance to the Round of 16.

If 48 teams. Eight groups of Six with the top two of each group advancing to the Round of 16.

If 56 teams. Eight groups of Seven with the top two plus two highest third place seeds advancing.

However though I have plans if the total is not any of the listed above, I do have experience working with odd numbered groups as I did in WLC 22.

Tentative Schedule and Cutoff Times

If I to be were selected as the host the RP thread would be posted with in a few hours after the announcement, and if the desired sign-up number hasn't been met the sign-ups would be kept open until that number has been met. If we are over the desired number by more than one or two puppets, sign-ups would remain open until we reach 56 sign-ups or I elect to throw those puppets out. Like wise if we are well under the desired number, the closes desired number(that being 42) would be used.

The estimated cutoff time for each Match Day would be roughly around 11 pm Central Standard Time; Omaha-Chicago or around 4 AM GMT (London, Dublin). However though during the day before the cutoff I'll be reading and grading RPs, which means the time between cutoff and score posting should be 5 minutes max.

Intro
Greetings, and welcome to the Qad-Lunigan bid for World Bowl XXX! You may be asking yourself, "why am I reading this?" or "why is a user joint-bidding with itself?". Well, the Gridiron region of the two nations have grown recently after decent performances in tournaments such as Maple Leaf Bowl V. As this is the 30th anniversary of the tournament, the bid will be following a loose "Pearl-themed" tournament. Can an experienced giant take another title? Or will a newbie pull off a star-studded miracle performance to wow the crowds. All this and more when we meet again at the Royal T.V. Stadium in about a month for the final!

IC Info-
The Principality of Qasden is a young, prosperous nation in southwestern Atlantian Oceania. It's sports-crazed citizens are led by PM Rees Häther, as well as Prince Franz-Pierre, who watch over the harmonic country in the beautiful capital of Turkish Van City (Prominently known as T.V. City).
The 'pality holds a population (as of this post) of about 382 million Qasdonians, all of which have a strong passion for sports and competitive events. While Association football and basketball basically make up the majority of athletic popularity, other sports like hockey and 7ball have also been on the rise lately in mountainous western regions, like Fyre and Destiny.
Cities all across Qasden have proposed their bids to be a host city of WCoH 31. From the farming metropolis of Taxson, to the mountainous resort town of Destiny, to the vacation riverside harbor of Port Harston, athletes and visitors from the multiverse will never have to be bored while in the 'pality.

The Community of Islana Lunigo is a young, island paradise in Esportiva ,which is currently dealing with the Moarian Envy Crisis (see International Incidents for that :3). Despite the conflict, society in Lunigo is quite peaceful, with crime and violence rates down and dream date rates up. Home to approximately 74 million coconut-loving Lunigans, Islana is full of international pride and passion, especially when it comes to sports. Islana Lunigo's bidding venues include 4 stadiums in the capital, Moaria, along with several other arenas and parks around the coast, including Mauri Bay's Stadio Paradiso and Toula Cove's Bright Hart Field. While nations in Esportiva and Atlantian Oceania are allowed free access to Islana, other regions must pay a small fee of $30 in order to get their visa, except for the athletes and staff of each national team. From Moaria to Tinoki, the Community really does offer a lot in the long run.

OOC Info-
The user behind Qasden and Islana Lunigo joined Nationstates right before the end of 2014, and almost instantly became addicted to it. However, it was just 3 months ago that the user had discovered NS Sports, and thus created the 'pality to communicate and compete in the forums.
Scorinating history

Qasden had hosted the unpopular Qasden Open (Archery) and the fifth edition of the revived Maple Leaf Bowl (Canadian Football) alongside the nation, Kep. The user behind Qasden also scorinated various soccer friendlies and a few matches in the recent Runner Cup 7, while also creating the NS Archery Open & a few domestic leagues and tournaments.

As for Islana Lunigo, this will be the Community's first time hosting an event, but since both nations are under the same user, it's pretty easy what to expect from the Lunigans.

Format & Scorinating Method

The tournament shall be scorinated via xkoranate 0.3.3, with NSFS modifiers added. As there are 32 teams currently in the tournament, here's how the format will be-
32- 8 groups of 4; Double RR; top 2 from each group advance.
34- 6 groups of 4 and 2 groups of 5; Double RR; top 2 from each group advance.
35- 7 groups of 5; Double RR; top 2 and top 2 3rd-place finishers advance.
36- 9 groups of 4; Double RR; top 2 from each group advance (bottom 4 runner-ups play a one-game playoff)
38- 7 groups of 4 & 2 groups of 5; Double RR; 1st and top 7 runner ups advance.
40- 8 groups of 5; Double RR; top 2 advance.
42- 6 groups of 7; Single RR; top 2 + top 4 3rd advance.
44- 11 groups of 4; Double RR; 1st and top 5 runner ups advance.
45- 9 groups of 5; Double RR; top 2 advance (bottom 4 runner ups play a one-game play off)
48- 8 groups of 6;Double RR; top 2 advance.
50- 10 groups of 5; Double RR; top finishers + top 6 runner ups advance.

As for the KO rounds, the seeding will be based on 1. Group Position and 2. Record. If you win your group with a pretty low record, while someone else finished 2nd with a high record, there's a pretty good chance y'all will be playing each other first. All KO match ups will be 1 game each.

*Qad & Lunigan games will be scorinated by another nation.
**If tournament grows larger, a new format will be made quickly

I plan on the group draw to take place on a weekend, with chatzy or esper being the site for the event.

My RP grading scale is classified, but I can tell that bonuses will be great.

Schedule/Cutoff Time

As I am back in school, cutoff times will be around 6-8 pm CST (Dallas-Minnenapolis time). Group stage games will be played daily, with knockouts being played every other day.

None at all! It's just that I run a nation in AO and a nation in Esportiva, which is why they gain free access. I am planning some sort of puppet for Rushmore, though. Maybe I'll send Parodys. As it said in my bid, all athletes and staff of the World Bowl squads, no matter the region, will automatically have their fees waived. Tourists visiting Islana at the time might be able to have their fees waived, too. Got to get an economy somehow X3

Qasden - why are you using H2H points for as a tiebreak but not overall points for? Also, why use H2H point differential, H2H points for, and H2H points against? If the first two are tied, isn't the third one going to be Tied as well?

NWG - why should we feel confident you know how to use a football scorinator when your only previous football hosting experience came in the Baptism of Iron, which you royally screwed up because you didn't know the difference between ranks and style modifiers, and the Maple Leaf Bowl, which you abandoned and thrust on Saintland without asking him? Not a good track record. Also, same Tiebreak questions I asked Qasden since you did the same thing only in a slightly different order.

For both of you - when seeding teams in the knockout stage, will position in group count for more than the other tiebreaks? For instance, would a six win team which won their group be seeded higher or lower than a seven win team that didn't?

Yeah, apologies about that. I was tired as heck the day I made the bid, which may explain why half the tiebreakers involve "H2H". Should be fixed before the shutdown. :P

Personally, I believe that the knockouts will be positioned as-
1. The records of the top finishers (from best to worst)
Next...
2. The records of the runner ups (from best to worst)
Finally...
3. The records of the 3rd placers (should I use one of those formats)

Position does make it handy to determine the KO draw, but it will be more complex than just "1A vs 2B" or something like that.

About Ethane:

Ethane is a democratic, left leaning, liberal state with an elected monarchy. The nation is currently governed by the Greener Ethane party, in coalition with the Unionist Socialist party, who have been working on improving the environment of Ethane. They face an election shortly. The nation has a very strong pacifist sentiment, even with a large military, and a lot of money is spent on education in the nation, because of the importance of this.

Ethane is well known for many things, including its multiple sporting appearances, such as the World Cup as the World Baseball Classic, as well as its performances in the Worldvision Song Contest, and the World Hit Festival. The nation is known for its Information Technology Sector, which is the third highest in Esportiva, and is the nation's largest sector. We have some of the best healthcare to look after you while you are here, and our well developed public transport system provides easy transportation across the country.

Ethane has been invested strongly in recently in many ways to improve the nation, making Ethane a very safe country for tourists to come visit. The nation is fully prepared to hold a large scale event like this, with all the infrastructure in place, making this #timeforEthane.




Sporting History of Ethane:

Ethane is a developing nation in the world of sports, having competed in a multitude of sporting events, most notably the World Cup and the Olympics. Ethane has also been represented in many other sports, finding notable success in baseball, where they now lay eleventh in the rankings.

While football is certainly nowhere near the top of the most followed sports in Ethane, it does still pull a crowd at the few stadiums dotted around Ethane, and is the third fastest growing sport in the country, behind baseball at number one and handball. There isn't a channel dedicated to the sports, but for global events such as the World Bowl, the American Football always hijacks the channel, with the majority of games screened every edition.

The nation is also no stranger to hosting large sporting events, to which many other nations attend, having successfully hosted the first Gaelic Football World Championships. The nation has also been host to The Aurorealis Football League, and the Handball World Cup XVI. The nation also held the eleventh edition of the World Junior Hockey Championships, which has to date been the most successful sporting event held in Ethane. There have been errors of judgement and logistical errors along the way, but any mistakes made by the nation have been dwelled upon, and those mistakes should not be repeated. Ethane also runs its own sports leagues, currently mainly focusing on football and cricket, with aims to expand into other sports. With all this experience in hosting large sporting events, it is definitely #timeforEthane.



Venues:

While American football isn't exactly the biggest sport in Ethane, there are a few large venues which are perfect for hosting this event in key locations around the country, most notably the larger cities. With large investment into public transport and recreational facilities, the transportation between the cities for the event is strong and well developed, making it easy to travel between all the venues. The events will mainly take place around three 'hubs' of sorts, located in Swanmouth, New Sarum and Lowes, with various activities as well as the matches based around certain areas in these cities, like a 'fan zone'. There will be celebrations, because this is the anniversary edition.

More details will be released about the venues when and if our nation wins the host bidding process. But with all the great venues, and the great transportation links around the country, it is #timeforEthane.



How Will the Tournament Operate?

Knowing that the World Bowl often reaches around 48, but recognising that there doesn't seem to be so many nations signing up as before at this time, I am putting in place the following tournament plan:

Thirty-two signups = Eight groups of four, double round robin, top two advance to the playoffs.
Thirty-six signups = Six groups of six, double round robin, top two teams advance plus top four third placed teams advance to the playoffs.
Forty signups = Eight groups of five, double round robin, top two advance to the playoffs.
Forty-two signups = Six groups of seven, double round robin, top two plus top four third placed teams advance to the playoffs.
Forty-eight signups = eight groups of six, double round robin, top two teams advance to the playoffs.

Playoffs will be single matches.

Tiebreakers:

  • 1: Points
  • 2: Head to Head Points
  • 3: Goal Difference
  • 4: Play-In Match

Roleplay Bonus:

The roleplay bonus will be graded up to three points per day, based on four tenets of a roleplay: creativity, effort, quality and originality. The roster bonus will be graded up to five points, to encourage people to post a roster and give nations putting the effort in a boost straight off. These rosters will be graded based on the same tenets as those of the roleplay, with a larger leaning towards creativity.

The rp bonus will be cumulative, but there will be a 25% degradation as the tournament enters the playoffs.

Scorination:

I will be using xkoranate with IFAF overtime and Saintlandian style modifiers. Any Ethanese games in the playoffs will be scored by a third party, to avoid accusations of match fixing and bias. #timeforEthane




About the User:

The user behind the nation has been present on Nationstates for almost a year with this nation. He rapidly became involved in the NS Sports community, involving himself in multiple sports. He has also been present in other parts of the site, but mainly uses puppet nations for that nowadays. The user has hosted multiple events, as can been seen in the section labelled 'Sporting history of Ethane', and is looking to further his hosting career. The user believes it is #timeforEthane

The teams would be seeded based on their position in the group first.
All top placed teams would be ordered based on their performance, and then all the second placed teams would be ordered based on their performance below that, and if included, third placed below that.

Lets take an simple, and more complex example:

32 signups: The top eight teams will be ordered above the second placed teams, based on the other tiebreakers, so 1-8 would be first placed teams and 9-16 would be second placed teams.

36 signups: The top eight teams will be ordered above the second placed teams, so 1-6 would be first placed teams, 7-12 would be second placed teams, and 13-16 would be the third placed teams.

In both of these examples, the games will be as follows: 1 vs 16, 2 vs 15, 3 vs 14, 4 vs 13, 5 vs 12, 6 vs 11, 7 vs 10, 8 vs 9.

I hope this clears it up a bit.

First off I found no reason to waste my time to scorinate games in the maple leaf bowl if no on was going to bother to RP, Saintliand scorinated the rest on his own terms for continuity(and I didn't "Thrust him in to it") and as I did the two years ago explain why I abandoned it(and if that is a sign of failure, there are a lot of people on this forum guilty of that).
And as I stated above, I have learned much in the 2-3 years since my previous failures and learned from them and have since become very precautious checking everything 1-2-3 times to make sure its done correctly. (and yes that was meant to come off as you will interpret it)


As for the tiebreakers The head to head are obvious however though as for the overall point difference ahead of the H2H GD is for the times in which the H2H GD is not tied.
However an additional unofficial tie-breaker that would be experimented with would be Strength of schedule which is used by the NFL.


Seeding will be done with the group winners seeded ahead of the group losers and in the case of third place teams, so if Group A winner has a record of 6-4 while Group C 2nd has a record of 8-2 Group A winner will be seeded ahead of the 8-2 team. And it will be a bracket style elimination and no re-seeding after every stage. Seeding would the standard top seeds playing the lower seeds.
