Silvacometopia/BeardedAndroidia host bid for the 4th Gaelic Football World Championships

Intro
The Republican States of Silvacometopia is a massive, socially progressive nation, ruled by Dianna Zografou with an even hand, and remarkable for its museums and concert halls, digital currency, and pith helmet sales. The hard-nosed population of 84 million Silva have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The Empire of BeardedAndroidia is a massive, environmentally stunning nation, ruled by Waldo Dragonslayer with an even hand, and renowned for its multi-spousal wedding ceremonies, disturbing lack of elderly people, and keen interest in outer space. The hard-nosed, hard-working, humorless, devout population of 66 million BeardedAndroidians are highly moralistic and fiercely conservative, in the sense that they tend to believe most things should be outlawed. People who have good jobs and work quietly at them are lauded; others are viewed with suspicion.

Both the Silva and the BeardedAndroidians are also fiercely competitive, especially against each other. This is why, for the fourth edition of the Gaelic Football World Championships, they are bringing back the Silvacometopia Cassowaries and the BeardedAndroidia Duntrix Crusaders. They have been training in their home countries for the last 6 months as a part of their national team and are hoping for that small home advantage.


Format of tournament.
The format of the tournament will depend on how many nations sign up.
Here are some possibilities:

• 20 nations - 4 groups of 5, top 2 from each group advance.
• 22 nations - 4 groups of 5, top 6 from all groups combined and United Vietussia and Oisinistan advance.
• 24 nations - 4 groups of 6, top 4 from each group advance.
• 26 nations - 2 groups of 6 and 2 groups of 7, top 4 from each group advance.
• 28 nations - 4 groups of 7, top 4 from each group advance.

BeardedAndroidia would host the first two groups, Silvacometopia the second two.


RP grading/bonus.
Hosts will not opt to reveal the scale, but will be generous with bonuses, and consistent throughout the tournament. They will base bonuses on quality, not necessarily quantity. RP bonuses do not confirm victory, only increase probability.


Scorination.
They will be using the latest version of xkoranate, using NSFS3 style modifiers.


Past hosting experience.
While Silvacometopia has previously hosted the GWFC III, BeardedAndroidia has not had any experience.

Because that is convention. If people don't like your bid, they vote for re-open nominations, in case a better bid comes through.
