The Tumbran Football Association is pleased to announce its host bid for the seventeenth edition of the Campionato Esportiva.

The Host

Tumbra is an island nation of 67 million people in the East of Esportiva, being bordered by the Great Paradystopian Cheese Desert to the west, and The Sarian to the south. The island is one of the richest in Esportiva, and one of the freest - with all but the most serious crimes being forgiven with a minor slap on the risk and maybe a fine.

Tumbra is also extremely technologically advanced, perhaps more than the government lets on. It is a nuclear state, although it signed an Act in the late nineties to use that nuclear power for peaceful and scientific purposes only. Tumbra itself is made out of four constituent nations - Nicodale, Artumo, Lackland and Sofan - with Sofan being the only one having an island to itself.

Format

The TFA would prefer to have thirty-two participants in the tournament, with there first being a preliminary group stage where all thirty-two participants separated into eight groups of four, playing each other once. The top two from each group will proceed to the round of sixteen, and so on. A third placed match will be held.

Scorination

The scorinator will be the latest version of xkoranate (0.3.3), with the NSFS formula and xkoranate-style modifiers. The modifier choice will range from -5 to +5, where -5 is extremely defensive and +5 is extremely offensive. RP bonus will not be revealed, but it will be culminative and continue throughout the tournament.

Tiebreakers will be the following: Points > Goal Difference > Head to Head > Wins > Goals Scored > Goal Average (Goals for/Goals against)

Experience

None. The user behind Tumbra arrived in NSSports a year ago (despite the nation being founded nearly four years ago), and has not hosted any tournaments, but is willing to learn and will host the tournament to the best of his ability. Matchday cutoffs will be at 11:00 UTC.

I'd hope to cap it at 32, but if demand is too great, then plans for 36 and 40 nations are as follows.

36 nations:

9 groups of 4; first-placed teams pass, top 7 of second-placed teams go on to R16. Tiebreakers will be Points>GD>Wins>Goals For>Goal Average.

40 nations:

8 groups of 5; top 2 of each group goes on to R16.

In any case, if there are 35 nations when signups end, it will be pruned to 32. The number of nations will always be rounded down.
