I have still yet to receive a host bid for this prestigious competition. Surely the Magical World has a suitable venue for this noble game of warlocks? I am begging you, anyone, please host for the tournament!

If not, then I will have to force my hand, and the Electrumite's Minister of Magic's hand and host it myself. And that's not what I want to do.

The owl was despatched quite literally post haste. Minister for Magic Zita Matthews published an article in the following morning's NeWizard:

Quidditch World Cup
It is this Ministry's intention to participate in the latest round of the every-acclaimed international sporting event, the Quidditch World Cup. However, it is noted that Neyosil does not currently have a national Quidditch team. We therefore urge all professional and amateur players to attend tryouts at the national stadium. Send an owl to the Ministry, and a portkey will be sent to you with instructions as to when you should use it.

The Ministry was, to put it mildly, a little underwhelmed by the response. However, a team was established, and began training as hard as they possibly could, so as to have the best chance when it came to the World Cup itself.

Lord Holloway paced up and down the line of assembled players. He was fielding the same team as last cup, a usually risky move. This team, however, had been training almost non-stop since their loss at the very end of the regular play. He paused and turned to the players; "Nomads! I'm sure we all remember the last World Cup, and the incredible debut we had." He was met with several serious nods. "I'm sure we also remember the disappointment we felt when our chances fir the cup were stripped away at the last second." More nods. "However! This will be our year. We will dominate our opponents and find our way to the final match, and win the Cup for the glory of Umbra Ignis!" His declaration was met with loud cheers, so he waited fir them to calm before continuing. "Last time, many asked me who our rival was. At the time, I said no one. That has changed. Our rival is the one we've tried to beat from the beginning. Last Cup's champions: Saintland."

A little about Star United States Islands

Despite the high tensions and fragmentation on the mainland of Star United States, the islands have prospered under a newly formed government. They take the name of the Republic of Star United States. This newly formed administration has funded the secret Department of Magical Affairs. Seven islands make up the Republic. Alegria, Ilha do Sur, Ilha Central, Paz, Ilha Recife, Sorriso and Ilha do Norte are located in the Esportivan West Ocean, and have prospered like never before. The capital of the country is Stary Bay, while the largest city is Iry Shore, on the opposite side of the islands. With a population of about 62,000, the islands have prospered using the currency left behind by the Federal Republic, the Starlite.

Format of Tournament
Note: Below you are presented with three possible formats, however, any number will be worked into a format.

28 Teams - 7 groups of 4, Round of 16, Quarter-Final, Semi-Final, Third Place Match, Final Match
30 Teams - 6 groups of 5, Double Playoffs, Hexagonal Final
32 Teams – 8 groups of 4, Round of 16, quarter-finals, semi-finals, third place match, final match

Scorinator, Tie-Breakers, & RP

Scorinator - The scorination process used by Equestrian States for the last Qudditch Cup will be used. The Babbage Rules Football
setting on Xkoranate will be used, and a zero will be added to the end of score to simulate it to the scores of Qudditch.

Tie-Breakers
Tie-breakers will go as following:
1. Total Points
2. Point Difference
3. Points For
4. H2H Total Points
5. H2H Point Difference
6. H2H Points For
7. H2H Match

RP Bonuses - Just like many tournaments, quality over quantity. Creativity is greater applauded. The bonuses will be cumulative and rather generous.

Past Experience
Star United States has hosted various tournaments, such as the First, Fourth, and Fifth Star Triathlon Worldwide Tournament; International FireStorm Cup VI; Triathlon World Championship; and Five-A-Side World Cup II, and also a league of sports.

Since we are at 29 nations, I will open signups until one more nation signs on, in which point I will temporarily close the signups, awaiting further instructions from Star United States.
