During the qualifying stage, teams in groups play each other home and away. I know that 'home advantage' is generally used in the scorinator setting, so does that mean we have to play our 'home' matches in our own nation? Or could we roleplay that in IC terms, it's taking place on neutral territory?

Yes. I can't see a host penalising you for it, anyway. There's no rule against it as far as I can tell.

You're free to do whatever you like in your RP as long as you stick to the score provided by the host -- and even then, you can make a case for RPing otherwise; see North Korea IRL -- and you don't violate RP permissions (this one is non-negotiable).

If you're concerned about letting us in your country, I should point out it wouldn't be the first time a nation decided to play their "home" match in a neutral country rather than let our athletes in. And as you'll see in the above link, Saintland's NT IC-ly refused to play in our country for our home game, but then a group of domestic terrorists with a history of impersonating the Sanctii team (and which was friendly with our government) showed up instead.

That being said, while you're free to play your home game anywhere you want, you'd generally need the permission of the other country to play there (unless they're your puppet, as in the above example.)

It starts on Sunday, or the 2nd October 2016, at the cutoff times listed in the RP thread.

The threads are put up way in advance to give people time to prepare (something that I have not done, so am now left in a position where I will have to rush 2 rosters

Actual World Cup Group Stage date is not given right now, according to what has happened in the last World Cups, you can expect one week or one week and a half after thelast matchday of Qualifiers. Qualifiers this Sunday as OP says in RP thread.

I seem to have had my KPB recalculated recently. What happened there?

Same here. I think it's because our Baptism of Fire KPB points have depreciated because there has been a more recent tournament (meaning our BOF tournament multiplier has gone down, thus KPB has gone down).

In the Bears' first set of qualifiers we played one 'home' match abroad so that we wouldn't have to let a team of zombies into our own country...
