What on earth happened to the DBC, stuck on MD4 while the World Cup is ready for the Final? Some legacy that is...

Equestrian States had a number of RL issues over the period from the end of World Cup 71 to the end of World Cup Qualifying. First, he was extremely busy with RL and had no time for NS. Then, he had no electricity for a week. Then, his laptop had a hard drive crash and the DBC files (among numerous other files) were lost in that crash.

So, to make a long story short, the DBC host basically disappeared for over a month while he was also co-hosting the World Cup, leaving Valanora to scorinate all of qualifying by herself. Last I heard, he was planning to scorinate the rest of it in 1 go.

What does this mean for those participating in DBC34? Will it be continued or what?

If Equestrian States does this (and what he said on IRC last night seems to indicate that he still plans on doing so), we'll have a conclusion to the DBC that was abandoned by the host and then we'd likely have a new DBC to go along with the new cycle. This has happened once before and I think its probably a better option than restarting a tournament that was abandoned 2 months ago or just leaving the tournament abandoned.

In the sense of somebody winning a World Cup with a nation other than their first one? In that case, Aguazul and Wight would both count, I believe, as puppet World Cup champions. In the sense of winning World Cups with 2 different nations, I'm not sure because I'm not sure who was and wasn't puppets of who, but I did compile an alphabetized list of World Cup winners based on the official list of top 3 finishers and hosts. The number of titles won, if more than 1, is in parentheses.

No.

All of the Holy Empire's WC victories were won while the nation was, for OOC rules purposes, a puppet of the Archregimancy.

It was a slightly confusing situation, but IC'ly the Archregimancy remains an autonomous part of the Holy Empire (and I'll still use the monks for the NS Olympics), but OOC'ly the Holy Empire was a puppet of the Archregimancy for the entirety of the period I was entering both nations.

The situation's further confused by the fact that the Empire is older than the Archregimancy - but when I came back in 2005 after my book-writing break, I initially did so with the Archregimancy in WC24, then revived the Holy Empire in WC25 as a puppet (initially as a 25th anniversary one-off), and then entered the latter nation continuously from WC27 or 28.

The World Cup 2 hosts in that list should be corrected to 'The Holy Empire'.

It misspells 'Alasdair' in the informal nation name anyway.

Looking back on the confusion that arose last time I managed an amendment bid, I propose the following amendment:

Amend 4. to read as follows, with the amended text bolded and italicised:

4. Rule Changes
4.1 Procedure
i) This constitution takes effect once passed by a two-thirds majority of the WCC.
ii) The WCC may vote to amend or repeal any portion of this proposal.
iii) Any proposal by a WCC member can, if seconded by three other WCC members in the WCDT, be put to a WCC-wide vote.
iv) Passage of a new proposal shall be achieved only if the proposal receives a majority of votes from those voting.
v) If a new proposal contradicts an older proposal, the new proposal supercedes the old one unless otherwise stated.
vi) If multiple contradicting proposals concerning the same subject are considered for vote simultaneously, at least two rounds of voting must be held, with an Instant Runoff/Preferential system also fulfilling this requirement.

4.2 Definitition of: "The (E)WCC may vote..."
i) When a vote to select a hosting bid is initiated by the President, a majority of those voting shall be required to decide the outcome. Users that have submitted a hosting bid are not permitted to participate in voting for the event they have placed a bid for. Voters are instructed to cast a single ballot listing their hosting preference, along with the order in which the other options, including the option to re-open bids, should be considered. If no option receives a majority of the first preference votes cast, the bid with the fewest number of votes shall be eliminated, and the ballots cast in that direction re-counted using their next preference. The mechanics of the vote shall follow the mechanics laid out by article 1.5 (Elections), with a focus on clauses i,ii,iii,iv, and vi, with the exception that the option to re-open the process for new bids may not be eliminated by any result but another option receiving a full majority.

Note, this amendment doesn't actually propose any new rules, it just restructures the points to make sure it's clearer. The bolded and italicised stuff is mainly just the clauses/sentences that have been moved to new prefixes.

Previous amendment votes that have failed on a simple majority should actually have passed, as by the looks of it there is a sentence that has been glossed over and missed by me and previous presidents that states just a simple majority is required for amendments to pass. The 2/3rds rule must have applied only to the initial codifying of the constitution. Now we're well past that, it is only a simple majority that is needed.

This "hidden" sentence has been moved out of the old 4.1 iii) and is now the standalone 4.1 iv).

I would suggest leaving previously failed amendments as failed, regardless of whether they "should" have passed under a simple majority. If anyone is *that* bothered they can go back and check where these cases occurred and re-propose them. I suspect, however, that if there was a burning desire for any of the failed amendments to have bene put into the constitution then we'd have seen them crop up in a re-worded format before now.
