The FPIFA is proud to announce a hosting bid for the nineteenth Copa Rushmori, hosted within the original four states of the Federation - Franz Josef, Norscelt, Svalbard, and Victorrinn.

WHY YOU?
Because. My experience includes World Cup 59, Cup of Harmony 49, Baptism of Fire 48, Copa Rushmori XII, Copa Rushmori XVII, the Ellismare Preliminara (a hefty one-off cycling event), the CdlP, the Cuppets I, II and V as well as their organisation, as well as the Sokhorosk Linii Amateur Shield and regular editions of the Seasogs Rugby Union Championship Trophy and the Rushmori CdC. I additionally just got voted in for a third term as WCC President. You would get a clean, well run, drama-free, and organised tournament that follows the previously established formatting traits I've used in the hosting of this tournament. Also, I love Rushmore and the Copa, so you can rely on me to work for it.

WHAT ABOUT THE IC STUFF?
The Sutherland Treaty - the initial document signed by representatives of Franz Josef, Norscelt, Svalbard, and Victorrinn- was signed in the Victorrinn town of Sutherland thirty-five years ago next year. This historic document sealed for the first time the four initial states in the Federation of Polar Islandstates, with the four states in question ceasing to become independent nations in the Valhallan Union and became states in a nation that united the Valhallan people like never before. Other nations in the Valhallan Union would soon follow suit and join the Federation, but these four were the first. The four are celebrated to this day on the flag, represented by the four green triangles, firs, islands, or however else you want to interpret them.

Thirty-five is a historically significant number in Valhallan lore, being written as an 'age' of five 'generations' of seven years - a number significant to the sagas of old. And although this historic number has been dulled somewhat by the adoption of the decimal system, it has come back to the front of our minds this year as The Sutherland Treaty had come only thirty-five years since Franz Josef and Svalbard had signed their peace treaty, the last relic of the fractious Valhalla-wide War of Ages. One age later, they were in the same nation. Two ages later, and we're celebrating.

Hence, this bid.

You should all know what the Federation is like by now, and if you're not then OPs should take care of that. As a general base, think islands inside the Arctic Circle with a climate to match.

In the spirit of host participation and in an idea copied from myself, I would also provide you all with a "Team Liaison Officer" who you may take as written is a junior official or work experience kid in the FPIFA who has been trained to speak your nation's language fluently and can act as an interpreter or what have you. Should you wish to RP them as one of the background characters you will have full GodMod powers over them beyond the name/age/gender I give you. Blame them for bad results, paint them as some kind of latter day saint, kill them and throw them in the team jacuzzi as an offer to your gods, whatever. It'd be up to you how much to include them, if at all.

SO HOW WOULD IT WORK?
Obviously, format will depend on the number of signups, and there needs to be a certain amount of fluidity involved with the bid, but there is an obvious preference for groups of four, five, or six, and then for knockouts to start with a Round of Sixteen assuming we get the required number of teams for that not to be stupid. I favour starting the knockouts with a Round of Sixteen purely because knockouts that skip straight to the Quarter Finals just feel too short, and if I have to use a more uneven group structure to get this then so be it - I'm sure I have the abilities to work around it. I'd prefer a "best _ placed team" to secondary playoffs when it comes to making up the sixteen, should we ever reach that many sign-ups. I will be allowing puppets, but puppets will be the first to get cut in the event of a problem so please don't just enter a puppet for the sake of it. If you don't think you'll have time to RP them, just don't bother because it makes the tournament a wasteland for everyone else.

Preferably, an equal number of teams from each group would go through to the Round of Sixteen and it would be drawn from the start - (Winner A vs Runner-Up B and so on) - eliminating the need to take "best third place teams" and then seed the knockout stages by group stage record. However, should this seeding have to happen then not just Rank but RP bonus so far would both be taken into account equally in order to seed them. (i.e. rank teams 1-16 on Rank and then 1-16 on RP bonus and take an average of these two scores to determine their seeding).

Tie-breakers would be head-to-head results, head-to-head goal difference, wins, goal difference, goals for, and finally, RP Bonus in the instance that its a clear case of a nation that's RPed vs a nation that hasn't at all. Where the tie-break is between two RPing nations, the final tie-breaker would be a play-in match with extra time and penalties rather RP Bonus, to avoid arguments on harsh marking/favouritism, though obviously this is a last resort.

AND HOW WOULD YOU DO THAT?
Scorination would be done with xkoranate 0.3.3, using the NSFS formula. Cutoffs would come between 1-2pm GMT - I am UK-based. I will also post a "24 hour warning" post 24 hours before the first cutoff, to alert those that may be confused by time zone. Scoring would be every other day, and I will look to get my own matches beyond the group stages scorinated by third party.

HOW DO I SCORE BONUS?
I will always be looking to award bonus rather than take it away. The scoring system will be a cumulative five-tier one, scored on quality, creativity, and length, in that order. Respect for your opponent's RP permissions will not be something the RP itself is graded on as such, but bonus scores will be penalised if permissions are not respected. The RP bonus will degrade over time, promoting and rewarding participation, though it will never degrade to zero. The creation and provision of a roster will be scored the same as a matchday's worth of RP, though this bonus will never decline with time, and multiple RPs per matchday from any nation will be grouped together and scored as one. The absolute system will be used.
