Electrum's Host Bid for the 22nd Rugby World Cup


Electrum declares a bid for the 22nd World Cup.

About Electrum
Electrum is a medium-sized sporting nation of approximately eighty million citizens in the region of Rushmore. It is a country bordered by Eura to the North and Rhodesiah to the West. Electrum is a highly developed country specializing in technology, commerce and culture. Its capital city is Centralis. Other major centres which will host venues will be Prescott, Hamilton, Port Grenville, Agri and Kale Island. Although Australian Rules is the favourite code in Electrum, Rugby Union has been gaining considerable support around the nation.

A nation where bars and gambling are common place, this nation is sports mad. To ensure the integrity of future tournaments held in Electrum, two statutory bodies have been set up, the Doping Testing Authority, which oversees the testing for elicit performance enhancing drugs and the Match Integrity Unit, a body which monitors illegal betting, strange patterns in betting and match fixing allegations.

Hosting Experience
Electrum has so far hosted the Electrum Slam and the Electrum International tennis tournaments. Electrum has also cohosted a tournament with Mizuyuki, the 2nd World Hoops Showcase. Aside from a few late cutoffs, the tournament went without a hitch.

Format
With signups approaching 50 something, there are several formats we could utilise. I'll outline them here. All matches are held in Electrum.

56 teams: 8 groups of 7 (single round robin), top 3 advancing to Round of 24.
60 teams: 12 groups of 5 (double round robin), top 2 advancing to Round of 24.
64 teams: 8 groups of 8 (single round robin), top 3 advancing to Round of 24.

When we reach the Round of 24, there will be reseeding, with varying formats. For competitions with 8 groups, group winners skip the round of 16, and a second placer will go against a third placer. Meanwhile, in the competition with 12 groups, the top 8 group winners advance and the remaining 16 duel it out for the final eight spots.

Scorination and RP
As always, a roster will count for a day's worth of RPs. Quality will count for more than quantity and RPs will be graded on a fluid scale. Cutoff will around be 6pm Melbourne Time, google it. Given that the maximum skill is around 9, the RPs will be graded from 0-1 and will be cumulative. Max skill will be the highest skill plus a day's worth of RP (i.e. Max Skill+1). Formula will be Footba11er. As per previous precedents and RU World Cups, a bonus point will be awarded to teams who get more than 32 points, per the more than four tries rule. Also, losses by less than seven points also yields a bonus point.

EDIT: Seems like I forgot tiebreakers. This is based on real life tiebreakers (except for the last tiebreak, playoff match).

4. Playoff Match

Tentative Timeline
27th August-3rd September: Group Stage (depending on format and teams signed up)
4th September: Rest Day (between group stage and finals series)
5-10th September: Finals/Championship (Straight knock out, from R24 to R16 and so fourth).

Okay, so I completely forgot when the host vote date was set for. Sorry.

Anyway, you have the following options for host vote:
1. Electrum
2. Re-open bids
3. Abstain

Members of the NSRB for Union may vote, and only they may vote. The membership of said group is below. Obviously only one vote per user, yada-yada.

Sorry for the double post, but I forgot to thank those who voted for me in this bid. For the lone person who asked to RON, I hope to prove you wrong. If there's no other takers, I'll submit Brenecia as a numbers puppet (with a roster, at least) - but as I believe it's my (Nephara's) first RUWC, that would technically be against the rules. Still, if an authority wants to waive it for the sake of convenience, it's an option.

Obviously if anyone more legitimate wants to take the spot, they're free to :p

In order to submit the required info in the most correct way, I would like to know what does exactly the "Style modifier" mean?

How offensive or defensive-minded your team is, ranging from -5 to +5 (decimals included). +5 being super aggressive, pressing down the pitch whenever possible, trying to strip instead of tackle, while -5 would probably be complete phase play with no deviation while holding a completely flat defensive line with impeccable tackling.
