What is Falcus? It's a rather hippie-dippie nation on the northeastern tip of the Rushmori supercontinent, formerly known as Falconwhereveryouare. They pride themselves on being the most fair nation you'll ever see, as equality is the ultimate freedom in their eyes. You're free to do anything you like within its borders--except do drugs, or offend anyone, or assault anyone, or try to start a business. Teams coming to Falcus can find themselves anywhere from the bustling chrome metropolis of Falcus (the city) to the calm farmlands of Umber, free to take in one of the best cultures in Rushmore. Unfortunately, due to the banned nature of airplanes (and cars), you'll either need to fly to neighboring nations Taeshan or Filopines and take a train across the border or take a boat directly to one of Falcus' port cities. But once you're here, the comprehensive and efficient monorail system will make sure you get where you need to be on time.
What's up with those Free Republics? The Free Republics are a vast federation of Republics, spanning 3 continents, that pride themselves on being, from their perspective, the freest nation in the multiverse. In most of the Free Republics, you are free to do almost anything, so long as you have the money to pay your own way. Laws do very greatly between Republics, so be sure to read up on the local laws before entering a Republic. Republics are forbidden from restricting a number of basic freedoms, such as the absolute freedom of speech, the right to carry open or concealed firearms in public and the right to due process. Laws do exist against crimes such as theft and murder and there are laws against non-consensual assault, but one should keep in mind that the Free Republics defines consent in a broad manner. Cars and airplanes are legal in the Free Republics, although cars are not particularly popular due to the poor condition of many roads, especially in the countryside areas, and the availability of quality high speed rail and bus services in most of the Free Republics.
Mmhmm. Why can we trust you two with such a prestigious tournament? The user behind Falcus successfully hosted World Bowl XX and the Copa Rushmori de Beisbol as Karditan, and very nearly won the rights to host the last Cup of Harmony. The user behind Free Republics co-hosted the most recent World Baseball Classic as Saintland, and has also hosted the Saintland Triple Crown, the 9th edition of the Beach Cup, and the World Korfball Classic.
What scorination method would you use? Xkoranate 0.3.3, SQIS formula, additive styles. RP will be well-rewarded, of course, as this is a participation tournament.
What format would you use? Ideally, we'd like a 48-team tournament. 8 groups of 6, single-round-robin, to allow for maximum participation.
If there's a lack of suitable nations, we'll opt for 8 groups of 5, single round robin. With either method, the top two teams from every group would advance and the rest of the tourney would follow a standard 16-team knockout bracket (with Group 1 first place facing Group 2 second, Group 1 second playing Group 2 first, etc...).
We're aiming to have matches scored every other day; we would be sending out pre-invites before the end of qualifying to try and accommodate this with an earlier start if the voting frame allows. Our matchdays would land on the off-days of the finals.
Tiebreakers would be Points, then, H2H Results, GD, and lastly least Goals Allowed (because that's just as arbitrary a tiebreaker as GF). If all else fails, a tiebreaker match would played.
What criteria would a nation need to fulfill to get an invite? Putting effort into their RPs. It doesn't have to be Lemmitania-length, but if you consistently post RPs that aren't half-assed, you're definitely getting consideration (especially with the expanded scope).
There will be no preference, either for or against, puppet nations.
