I wouldn't actually post a bid if you hope to lose, just IC'ly state that you presented a bid and that it got rejected for some reason. Maybe post the bid as a pre-tournament RP so you get an RP bonus for it, rather than just posting it in the sign-ups thread and getting nothing for it.

No, I just used the ranking formula that Mango sent me.
It didn't include previous Beach Cups.

According to the ranking system that was initially used by CC and tweaked by NWG rankings don't degrade for five cups. After this cycle we will have our first degradation I believe

Yes. As long as the bid is valid, it will go to a vote and newcomers can vote on bids.

I believe the rankings were adjusted at 5, so that would be the first degredation.
