It was a proud moment indeed for us to hear City Centre being announced as the winner of the right to host the Eighth Winter Olympics and it is a great honour to once again welcome the world to Liventia for a Winter Olympic Games.
Under the excellent leadership of Royston French, now Olympic Council vice-president, Neverend set an extremely high standard of hosting these prestigious Games. I promise we will do our best to meet and exceed those standards when we welcome you to City Centre and show why we are still considered Liventia's cultural capital.
We had a record attendance of National Olympic Committees in Neverend. However, due to rules my Organising Committee have instituted in conjunction with the Olympic Council, we are unlikely to see a repeat of that. Nevertheless, I hope you will take me up on my invitation to enter a delegation to the eighth Winter Olympic Games.

Welcome to the signup thread for the VIII Winter Olympics, currently scheduled to start on January 26 (UTC).
How to sign-up:
Copy and paste the list of events which is at the bottom of this post. Under each event name, add the names of the athletes that you wish to participate in that event. If you are not entering athletes in a specific event, remove the event from your final list.
The maximum number of competitors is specified in parentheses after each event, you can send less athletes than the number in parentheses, but not more.
When making your sign-up list, there are events that ask just for “teams” without specifying the number of athletes. On those, do not write the names of the athletes in the sign-up list, just put the skill modifier of the team.
There will be a roster thread in order to add the names of players of team sports and add any other IC information that you find useful, as the flag-bearer, anthem and other stuff that aren’t part of the sign-up process.
For all other events, including those which involve teams with a specified number of athletes, you have to add names.
You should specify a three-letter code to be used for your delegation, otherwise one will be created for you.
Do not "tag" this thread or add a "provisional sign-up". If you need to make any alterations to your signup, DO SO IN A NEW POST stating your changes (do not re-post your entire signup list).
Entries and limits
The limit of entries for these Winter Olympics is of 200 entries. An entry consists of a team or individual participating in one event. An athlete who participates in 3 events will be counted as three entries, at the same way a full team participating in a single event is counted as one entry.
You may enter a puppet delegation, where the total number of entries from your two delegations do not exceed 300, and each delegation does not exceed 200 entries. That means you could enter two delegations, one of 200 and one of 100 entries, or both of 150 entries, for example.
Unified teams may consist of more than two associations, but will either (a) be treated as an delegation of two associations with a maximum limit of 221 entries (i.e. the maximum in each event); or (b) be treated as a single combined delegation to which either the 200 athlete entry limit would apply but allowing for a further puppet/master delegation.
PUPPET ENTRIES AND UNIFIED TEAMS MUST BE DECLARED DURING SIGNUPS.
Skill modifiers
You can give each entry a skill modifier by adding a number after each entry (as detailed in the signup format below).
This whole number should be between 0 and 100, where 0 probably means the athlete or team had minimal training, while a 100 would mean they are near the top of their field in the world.
Skill modifiers refer to a single entry, and not to a person or a sport. This means that a full Hockey team or a relay team would have a single skill modifier, at the same time that an athlete competing in multiple events can have different modifiers for each event.
I will only accept integers; any modifier with a decimal will be rounded down.
The average of all your skill modifiers must be 50 or less. Any signup where the average is higher than 50 will be adjusted down until it reaches 50, or simply rejected if the average is well over. If you do not specify a modifier, the entry will automatically be given a modifier of 50.
There will be no penalty for min-maxing. However, I would request that you avoid doing so if there is no in-character justification for it.
Signup format
Please enter your athletes as follows.
Please ensure you follow the instructions EXACTLY. This is for my ease of sorting. If you fail to do so, you risk having your entry passed over or being asked to re-do your entry.
Do NOT list your athletes' surnames in BLOCK LETTERS. This just doubles my workload changing them all back during input and you run the risk of me ignoring your signup.
If you are not entering athletes in a specific event, remove the event from your final list.
List each entry on a new line.

The list of events is almost identical to the one used at the Seventh Winter Olympics. However, four-woman bobsleigh has been added. Women's Nordic combined is not being contested. Also note the change in entry limits in some events. The list follows the official master list kept by the Olympic Council (note that certain events have been classified under broader "main" sports, and therefore Alpine skiing is listed under Skiing).

Deadline and Schedule
Signups are open in this thread until 1700 UTC on Sunday, 27 January 2013 (noon in eastern North America). All delegations must be posted prior to this deadline — late signups will not be accepted. The RP thread will be posted on Wednesday, 23 January, to allow for one week of RP prior to the Games starting.
The Games will take place from Friday 1 February and will tentatively end on Friday 1 March, with one scorination per day, likely after 0030 UTC.
Please ask in this thread if anything is unclear.
