This is incorrect and EXACTLY why people should not be saying stuff like this unless they've previously been entrusted to do so.

WCC Constitution:
iii) A nation must have signed up for the World Cup in the appropriate Signup Thread and also indicated a wish to enter the Baptism of Fire.
