At this moment T'Syra paused to take her breath. Behind her, the windows appeared to waver in the lucid heat of the day. It's certainly awe-inspiring to see this woman so placidly collected in her long-sleeved, turtle-necked uniform.

"If that planet is somehow unavailable, then law requires punishment by the laws of that planet the crime took place on. However, if the subjects in question volunteered willingly to become the rightful property of an alien authority, the label of slavery is nullified. I have personally examined Vulcan Interstellar's documents, and they appear to be in trustworthy in this respect. And she reached forward to turn off the viewscreen.

The Kestrel class shuttle was used across the empire, in almost every role where a smaller three man shuttle-pod wouldn’t suffice. They were popular civillian vessels, as well as being used for military and industrial duties, their large aft sections allowed for use as everything from military drop-ships to luxury transports. This one, whose markings identified it as Sanhae, was of the latter type.

In its aft compartment, Sindari sat at a table watching holographic actors performing an adaptation of a pre-cardassian hebritan play. Interesting, but not especially good, she thought. “Diehu,” one of her servants said as he approached. Well, not hers, per se. The golden chain hanging around her neck held a malachite tag with golden Rihannsu numerals for 291 on it, she came with the senatorial transport shuttle. “We have a reply.”

The senator took a sleek data chip from the servant, and dismissed her with a wave. Replaying the message on the screen she shook her head bemusedly, that was it, apparently, as far as they went. A passion-less reply that only addressed the legality of it. She didn’t care about that, but then, saying precisely why she cared would be a difficult task. Pursing her lips, Sindari looked out of the shuttle’s screen ahead as they manoeuvred to the docks ahead.

They were meeting in a fleet yard several light hours from Romulus, around a gas giant in the outer system, where stations and drydocks hung around the world, orbiting sedately. The venerable D’Deridex hull-shape had now spawn the third similar design to bear the name, formally a D'Deridex type III, of which this vessel, the Mendak was one. Its appearance showed just how new it was, though its hull was still blood-green, its forward deflector was now an ominous glowing diamond on its prow.

They flew under an interceptor warbird having its secondary engines swapped out and close to the green behemoth, flying alongside its hull over almost a mile of armour plating on its back, to land in its docking bay.

As the senator stepped down from the shuttle, four rows of soldiers snapped to attention, saluting with fists to chests, golden dress helmets polished and gleaming over grey-green uniforms.

"Commander Si'rel," she said, clasping his hand, she had, some time ago, been in the same unit during her own service in the fleet.

"Senator," he said, "the ship is ready to get underway."

"Thank you," she said, walking away with the subcommander, "make course for border waypoint seventy nine. I shall explain all shortly, for now, I need to compose a message.”

Si’rel nodded, “I look forward to it,” he said, reaching up to the inverted gold and bronze symbol on his uniform collar, tapping it once, “Si’rel to bridge. Bring us underway, navigate by hyperwarp conduit most convenient to rendezvous seven nine when we have cleared the area.”

The warbird was equipped with the latest models of technological upgrades, among them a drive system that would have been called ‘transwarp’ by most human cultures. It disappeared in a flash of brilliant whiteness into a conduit constructed to a nearby.

Mere minutes later, hundreds of light years away, the warbird Mendak dropped back into normal space, alongside another Romulan ship, this one, though still green, civillian owned, its insignia quite different, and its elegant shape smaller than the warbird. The Hussaer was a Rhadhael-class liner, named for and resembling a seabird like a terran albatross.

Sweeping onto the Mendak’s bridge, a large chamber at the front of the ship used only for ceremonial purposes and visiting dignitaries, a definition Sindari qualified for. The commander’s chair was paired with one intended for the senator, far away from any command stations. Si’rel watched her as she hailed the civilian ship, and explained why she had requested its owners delay its refit schedule and send it with them.

Together, both vessels turned, disappearing from view, the Hussaer first, and the Mendak a few moments after going to warp speed, delaying itself long enough to send a text transmission ahead.

I have taken the time to review the interesting appraisal of your trading situation given by your government. It is an interesting answer, and if that is all, I should be most interested in doing business with you, on not just this matter, but on other elements; vulcan culture is of course, interesting to us. I should dearly like to know how many Vulcan slaves (for why split hairs?) you are actually selling? When I arrive, I shall investigate the other goods you offer.

I am enroute to your space now, and expect to arrive in three days. If you have any particular rendezvous point in mind, please make it known.

"What?" Jasmine Porlato of AeroDock stood gaping over the viewscreen at Ambassador Sotir. It was already half an hour past her quitting time, and here a scramble-brained Vulcan was, demanding to be let a shuttlecraft, one of her shuttlecrafts, to go sailing off to some god-forsaken place...

Ambassador Sotir calmly repeated his request as if she had simply not heard the first time.

Jasmine fumed, that is to say, she would have if she couldn't get any hotter. She had not bothered to rebutton her blouse when Sotir called, and she showed bare skin to almost mid-chest. It was too darn hot on this planet, besides, the Vulcans were prudent enough not point it out to her. "I'll have them shut down! By gods, I'll shut them down! VIT is a crackpot organization of addled scuts, that's what it is. I think they're the reason the Feds rejected our admission. I say let them rot."

Sotir quietly waited for her to finish.

"And you want to skin off one of my ships? How do I know I'll get it back?"

"I have contacted Vulcan Interstellar, and they will send some of their own people to negotiate. There is no real danger involved, Miss Porlato. At the very worst, we will have to suspend their trade permit."

"At the very worst? How often do you think Romulan fleets go shopping?"

"All I require from you is a shuttlecraft. I've sent you the proper documents. Sotir signing out."

"All you need is a battlefleet. To heck with your documents." Jasmine switched off the screen. Twelve stories below, double shadows cast by the twin setting suns began to darken the capital city of New Shi'Kar. Lightyears away, a brief message made its way through sub-space:
