The Rothward Academy is an older relic of the Tarlene Reforms (est. in 1884), an extensive policy that established the collective Hemingburg Institute of Consolidated Academies. The Hemingburg Institute was a nationwide assortment of prestigious schools and Universities that were managed under a council of directors.
The Rothward Academy of Economic Studies was established in 1893, and named after the late Director, Henry Rothward. Each established Academy had a certain educational criterion that explicitly catered to students performing, and researching in that field of study. There are other Academies such as the Eldrige Academy for Science and Mathematics or the Arthurian School for Cultural Arts to name a couple of examples.
The Hemingburg Institute's funding was significantly cut in 1927, and the Institute was completely dismantled in 1934 as a result of extensive budget cuts in the Ministry of Education. The Academies were then re-organised under their own school boards, and further elevated as their own separate trade universities.
During the 1956 Education Reforms under the Gartin Administration - funding was renewed to these Academies and the Scholastic Selective Programme for Graduates was passed shortly after, establishing a programme for soon-to-be Graduates to take and potentially be selected to attend one of the schools. Up until this point, the participation in these Academies was almost expressively reserved for that of wealthy families.
Rothward as a result, received much of this funding and a large influx of students not long after - who started their pursuits into Economics and studies relating thereof. As a result, the Rothward Academy also holds numerous think-tanks that are often consulted by varying institutions from government to school criteria.
The Rothward Index of itself, is an assorted index of indices or categories of varying fields in relation to economics that further display varying store-fronts and businesses. It is a reference, categorical study, and essentially a prestigious and free advertisement for the aforementioned businesses that it lists.
Businesses register with the Index, and are first alphabetically categorised in a list with concise information, and then further categorised into several indices relative to their speciality. Rothward then sifts through every applicant and reviews their storefronts on several criteria.
Following this, companies are then rated on the Rothward Index in the form of Grades. Every month, the Rothward Report is then published with these reviews, Grades, and categorised into Tiers based on these criteria. There are four Tiers, the Platinum Tier reserved for (1) Storefront, the Gold (3), the Silver (5), and the Bronze (10).
One storefront will be selected and given the Platinum Certificate of Significance and be named the Storefront of the Month allowing the use of a specialized seal on their storefront thereafter. Furthermore, the storefront that gains Platinum will receive a generous donation by the Rothward Academy to be used as seen fit by the storefront.
At the end of every three month period, known as the Quarterly Review - One storefront may be selected for the Quarterly Certificate of Excellence, the highest award possible for participants. Storefronts can only win the Quarterly once a year and reserve a spot at the top of the Rothward Index Report for Exemplary Mention as a profound model of an operational, stylistic, and friendly storefront.
Assuming applicants have met the criteria within the below application, enrolment is to be considered open, and easily obtainable. However, should an applicant be proven to have falsified information within their application, they shall be denied. Applicants are to present their information in a professional, and civil manner resonate of the standing of their character, and representative of their Storefront.
During Rothward Reviews, such character within applicants is deeply, and thoroughly critiqued as well. Should an applicant fail the enrolment process three times (via strikes), they shall be barred from further attempts of enrolment on the index for one Quarterly Cycle. Falsified, Misrepresented, and other malicious or fallacious applicants will be denied along these lines, and repeated abuse will result in a permanent ban of the applicant from the Rothward Index following three consecutive strikes and Quarterly Ban previously.
Once an applicant has enrolled themselves, and been accepted by the Rothward Academy - they will be listed into their respective index. From there on, the enrolled storefront will be observed carefully by the Academy for their conduct among other criteria that shall be listed. Therefore, any conduct that seems anything other than professional or civil can reflect negatively on the Storefront's review during the release of Rothward Reports.

Please note, that this is merely the publicised criteria performed during reviews. Other criteria does exist, however, in order to avoid any potential bias or unfairness, this criteria will not be publicised.
Furthermore, the critiques performed during the process are summarised in the reviews together, and as such to avoid the aforementioned bias or unfairness, individuals selected and ordained to critique (although illustrious) are to remain anonymous and their identities to not be publicised.
The Criteria followed by the Rothward Academy during the reviewing process are listed below. Storefronts are reviewed the moment they've been enrolled, and shall be continuously observed for the timespan of a month.
Following the Rothward Report, the storefront's grade is reset - in which they will be observed for the next month as if having been newly enrolled again. This allows a storefront to monitor its grade overtime, and will allow those interested in a storefront's standing to tell if they have done better or worse during each Report.
Due to this, it's important to note that all actions conducted by a storefront will in fact be closely monitored. Critics will be randomly selected, and may even anonymously purchase items from the aforementioned storefront to further ascertain the workings and conduct of a storefront during the review.
