What it is, and goal?
The IEB is an economic block, created over the Commonwealth TiDC(composed by: Tcharnayask,Bratuslavia and Alaska-Eastern Russia), an idea for interaction with other countries, one of its main goals is the free trade area among members countries.
Why my country should participate in that block?
Why in addition to facilitate trade, which is already a great factor, will also give you advantages that other countries don't have.
How can I join?
Well, first you need to agree to the following
Prerequisites:
-Stability of institutions to guarantee democracy, the rule of law, human rights and respect for and protection of minorities.
-Existence of a functioning market economy and capacity to respond to competitive pressures and market forces within the community.
-Ability to assume the obligations that membership implies, including the fulfilment of the goals of a political Union. In addition, administrative effectiveness to implement and put into effect the acquis (acquis communautaire), that is, the rights and obligations binding on all Member countries.
After the prerequisites will begin the admission process
1 – the membership candidate Government forwards a formal request to the Council of the IEB.
2-After consulting the Council, the MPC decides to approve or rejecting the request.
3-In case of approval, the Commission instructs the candidate country on the block legislation and on its adoption at the national level, identifying the problem areas in the country in question. There are 34 points in which it must comply with IBE laws.
4 – the Commission reports on progress made to the Council and, in the case of a positive development, decides unanimously on the start of negotiations.
5 – at a Conference for admission, the candidate and member countries discuss the key points and, if necessary, are registered new fields of relevance.
6-Following the meeting occurs between the members countries to presentation of the country as a member, and the signature to a tab for admission.
8 – the MCP approves the admission document.
9 – the Board of IBE signs the admission contract.
10 – Along with the new country, Member States ratify the contract.
What are the principal decision-making organs of the IEB?
Common trade Assembly (TJA) = where are decided all and any proposals of the IJEB.
Ministry of Permanent Countries (MPC) = this place is taken to vote on entry and exit of the members countries.
Council of IBE = Organ that takes care of all the bureaucracy of the block.
Committee on IBE =Countries that assist in the admission process, which provides instruction.
Types of members:
Have 3 types of members:
Official members: Have all the full rights and duties, including the power to vote.
Observers:they have the right of exemption of commercial fare, the duty to contribute with 1/13 Annual GDP
Aspiring:countries that agree with the prerequisites, process and are in the final stages for admission.
Rights and Duties
1-Incense trade tariffs among the Bloc's members.(Any member)
2-Option to get out of the economic bloc (any member after a period of 5 months with notice)
3-integration of professionals in country members, without bureaucracy. (Official members and aspiring)
4-voting power: official members
5-Create proposals for TJA (official members and aspiring).
6-Ask the output of any country (it is necessary forwarding the TJA as proposed)
7-the non-collection of national tariffs, to national companies of member countries (all members)
8-the transition of people among member countries only with the national identification document from the country of origin.(Official members and aspiring).
9-1/13 contribute with annual GDP (observers)
10-contribute with 1/10 annual GDP (Aspiring)
11-1/9 to contribute with annual GDP (official members)
12-give preference to products from companies of the countries members (official members and aspiring)
13-facilitating training in higher education to the natives of the Member countries
14-respect all the giretrizes of the block (all members)
15-respect for all members of the block (all members)
