Preamble: We, the Crowns of the world, shall gather together to preserve our holy ideaology. Chosen by God, in service to our People, we, the Monarchs of the world, from small kingdoms to the largest of empires, from the poorest princedoms, to the richest of nations, form this Commonwealth of Crowns to defend one another from the ever violent forces that may shake our world, that threaten us off of our God-given thrones.
Article I: Membership
Any nation that wishes to join this commonwealth must have a monarch sitting on the throne, whether they be man or woman, young or old. Puppet nations will not be allowed into the Commonwealth, as it would bring corruption into our ranks. Any nation that attempts to introduce "puppet rule" into the Commonwealth will be immediately expelled.
Article II: Powers of Positions
Note: The Founder will have temporary consultive powers until a full government is elected for the Commonwealth. The authorities of the positions are stated below:
Note ii: A member can only have one ministerial position.
The Chairman has the power to allow a nation into the Commonwealth with consultation of the Founder and the Vice-Chairman. He may, with authorization of a majority vote, expel a nation from the Commonwealth for any justifiable reasons, including crimes against humanity and war against another member without just cause and proper provocation. The Chairperson, should he/she be found to be abusing their powers, may, by majority vote of the Ministers only, can be impeached and removed from office. He does not have the power to remove a minister or the Vice Chairman unless with proper consent of the full Commonwealth.
The Chairman is in power for every four months. The Chairman has two terms that he can have. The Chairman may call certain meetings to order, with or without consent of the Ministerial Board. The Chairman does have the power to introduce new Constitutional amendments, but may not write them into full constitutional law.
The Vice Chairman has the authority to temporary take into command the Chairman's duties should the Chairman be absent or negligent in the duties said above. The Vice-Chairman, like any other member, may bring up an issue, but can not call it up for vote, as such power resides with the Chairman. The Vice-Chairman can recommend members for acceptance into the Commonwealth, but can not fully accept them, as that authority lies with the Chairman. The Vice-Chairman also has the authority to write a bill into constitutional law if it has been voted to become a law. The Vice-Chairman also has a four month term, and may have a majority of two terms.
The Foreign Minister has the authority to recruit other potential Monarchs into our alliance, as well as hold diplomatic talks on behalf of the Commonwealth, with the consent of the Commonwealth Council of Ministers. The Foreign Minister, speaking on behalf of the Commonwealth of Crowns, may try to form alliances with other organizations that share the same goals, or similar goals, as that of the COC. The Foreign Minister has a three month term, and can have up to three terms for diplomatic reasons.
The Defense Minister has the authority to drill the Commonwealth Forces. He can, with majority vote by the whole of the Commonwealth Membership, launch military operations in the name of the Commonwealth. He may not use the forces without due consent of the Ministers, Chairmen of the Commonwealth, and other member states, and any such actions will result in his impeachment and removal from office. The Defense Minister has a three month term, and can have a majority of three terms.
The Justice Minister has the right to investigate any member nation without the consent of the Commonwealth. He may also, should his investigation turn up evidence of crimes against humanity, crimes against the Commonwealth, or actions that may endanger the Commonwealth, may bring said evidence up to the Commonwealth for discussion and the impeachment and possible expulsion of the investigated nation. he may declare a future law unconstitutional, and may question the constitutionality of laws, but may not create or bring up a law, as that authority lies with the other members. The Justice Minister has a four month term, and can have a majority of two terms.
The Finance Minister must bring up monthly status of the Commonwealth treasury, and, with consultation of the Chairman and Vice Chairman, lower the expenditure in any way he/she sees fit, as long as it remains in the bounds of the Constitution. He may not draw money from the treasury under any circumstances, whether they be personal or national. If he wishes to donate money to a cause, he must bring it up with the Ministerial Board, as well as with the Chairman and Vice Chairman. Should the majority approve of it, he may donate an agreed amount to the cause in question. The Finance Minister has a five month term, and has a majority of two terms.
Article III- War
Should a member state declare war on another member, then the belligerent and the defender will be investigated to determine which cause is just. Should the belligerent's cause be unjust, then the Commonwealth will expel belligerent from the Alliance. Should the belligerent be just, however, he may ask for aid should his forces be unable to end war in the name of Justice. By that point, any member nation, NOT the Commonwealth Military, may pledge aid to the belligerent. If his cause is unjust, and said belligerent persist with war, the Commonwealth members may then pledge their individual militaries to the aiding of the defender.
However, should there be a way to end the conflict with no bloodshed, the two countries will be demanded by the Commonwealth Council of Ministers, as well as by the Chairman and the Vice Chairman, to ceasefire and to have a peace talk in a member nation that has remained neutral.
In the case of war with a non-member, should the member's cause be justifiable, the Commonwealth members may pledge their forces to aid the member nation, as well as the Commonwealth Military, should the Defense Minister declare the armed forces "operational." However, should the member's cause be unjust, action will be taken by the Commonwealth to end the member's belligerence, with actions ranging from sanctions to military conflict.
Should a member nation have WMDs in their possession, they will not be allowed to use them on amember nation or, should their cause be unjust, against a non-member. Using WMDs in any situation will result in FULL military action against them, as the use of WMDs against civilian populations without justified actions is dishonorable to the Commonwealth, as well as inhumane!
Article IV- Slavery
The Commonwealth, while realizing that slavery is a nonmoralistic institution, also realizes that it is the decision of the nation whether to have slavery in its nation and provinces. However, the Commonwealth will instill a set of regulations in the terms of slavery.
1. Slaves are human beings, and should be treated as such.
2. Slaves will not be beaten, malnourished, given poor living conditions, seperated from families, killed, or any other action that may be added to this clause of Article IV.
3. Should any of the above actions be committed against slaves, the Justice Minister may impeach the member nation and, with approval from the Chairman and Vice Chairman, may be expelled from the Commonwealth, and the Finance Minister may impose economic sanctions against the slaver nation.
Article V-Revolts
In this era, when the People may demand more change, it is up to the Monarch to settle the issue with compromise. The Commonwealth therefore issues these regulations in terms of peaceful protests:
1. Violence will not be used when protests are of a peaceful nature, and crowds are unarmed.
2. Should crowds be armed, only NECESSARY violence may be used. This excludes the use of aircraft and heavily armed vehicles on such crowds, to keep casualties to a minimum.
3. If the People demand change, the Commonwealth's Justice Minister may investigate such claims and, if deemed just, the member nation must go down the path to reform. However, should claims be unjust or untrue, then the Monarch may use REASONABLE actions to quell the protestors.
Should violent Revolution grasp a member country, it is the duty of the Commonwealth Military, as well as members of the Commonwealth, to restore order. Should crimes against humanity, including, but not limited to, war crimes, be committed by a member nation, then the Commonwealth may force the said nation to use legal action, to put the violators on trial, and to punish them accordingly by international law.
