In an effort to unite not only Communist States, but Dictator, and Socialist States that share an Ideology related to or applying to Communism or Socialism, In order to establish a head Government run by a Council that is there for the people. In aspect to show that a working system of once nations that become states to the Federation can unite as one.
To eliminate the classes,To aid nations who come before the Council asking for assistance due to acts of war on their Ideology, Practices, People, Race, Government, Or culture as a whole. To stand as a Federation of United states against foreign threats presented to corrupt governmental systems as a whole.
United as a whole to support and aid each fellow state in the Federation against Terrorist both Foreign and Domestic, and to aid fellow states in the aspect that a nation declares war on them.And to fight as a whole for a fellow state that has been attacked by a foreign power.
To establish a justice system, and laws that each state will abide by, and to keep order with in the states so that feudal actions do not occur. As well as to prevent Civil Wars from happening and destroying the Federation.
To grant full trade, between states, and to allow freedom of passage, between each state. And to grant people the right to move to another state with having to go through border checks. And to allow free trade between all states.
And to establish a new form of Government known as 2nd Representative Dictorial Communism or Chyeknovism..
And to stand a new Nation that will actively fight against Nazism, and Imperialist, or Capitalist looking to expand just for profit. We form the new and reformed the United Socialist State of the Common Republics.
Article 1
THE RIGHTS OF THE YUZAR PEOPLE
I.The USSCR or United Socialist State of the Common Republics, is declared to be a symbol and the homeland of the Yuzar People.Upon this declaration in the action that it is delivered, The Yuzar Federation will belong to the Yuzar Working People,Yuzar Soldiers, and to the New Arrivees from lands distrotted with unrest who seek refuge for their support of a well organized Communist Society.
II.The Yuzar Federation in name, is to be organized upon the aspect and basis of a nation solely made up of a Closely guarded Union of Semi-free Nations,as a Federated Republic of Common Republics.
III.The Language of the Yuzars shall be in their current dialects, but upon the request through the Government it be in English, and Sluvekish(Slovartio).And in the aspect the main dialects of these states along with English and Sluvekish shall be taught within State owned establishments of education.
Chapter 2
Understanding the problematic questions in which other entities run their systems through classes, and understanding through the fact that people are exploited by other people in these systems. Fairness upon all Yuzar people is inacted through the subject of No-Class Societies.And to understand the sheer resembleness of Monetarial Payments in dues of workage et cetera, the Yuzar Council concludes these and establishes the following Guidelines upon which all States in the Yuzar Federation shall enact into their Legislation.
A.To be able to establish a Socialist Society with the principle of Equality, Propperty within cities is Abolished. They shall be considered Pro-State propperty, and the people shall use it to the best of their ability to obtain resources for their nation and their people. Propperty outside of these Administrative divisions shall be considered pro-state. Meaning that the propperty is theirs and they shall choose what to grow and how the farm looks as long as its within the living standards of the Government. However, they may choose to set a price but may not exceed the price of what the government sets, this is to avoid depletion of the resources. Upon this act, they are also only entitled to provide so much, as Supply and Demand as in Most capitalist societies corrupts systems. They shall produce enough for them and to sell only. Surplusses will be considered Government propperty and sent to housing areas for storage in the case that a crisis is to averge upon the lands. In this aspect, all propperty shall be pro-state, meaning that the state shall provide necessities and ensure the safety of structures. The people shall choose how it looks and what they do in it, as long as it does not alter the structure in anyway considered offensive to the government. In example, To add on to housing the Person must send an appeal to the State and the state will investigate the propperty and decide what shall be used. As well they will ensure that construction on the object does not cause distress.
B.All Geographic aspects of the land, including water facilatories and other necessary equimented systems shall be State propperty. However, under the appeal for enviroment safety, the state must be required to follow certain instances or suffer consequence upon their actions. In which case, Deforestation must be done within controlled areas assigned by the government, the government shall send surveyers to study the ecosystem, if deforestation would devestate the area then the area will be considered protected. As well if deforestation is approved, new trees must be planted. All Oil refineries, being the most produced resource in the land shall be tightly kept in check by governmental administration. These are also State owned. Oil refineries are only allowed to produce so much and set price to not excede above the governmental standard. In the case that an oil spill occurs, that refinery will be shut down and the state will be forced to pay a sum for every 10 barrels of oil spilled. This money is sent to the relief effort to limit the destruction caused by such.
Nuclear Refineries are never to be allowed access from outsiders unless under Yuzar Council approval, records will be kept on how much Uranium and Plutonium et cetera is mined and State Police will be stationed to observe habits of the workers to ensure nothing is stolen.
C.All states are to hereby abandone their monetarial notes and use the Staliko. This is to limit the transactional disruptions upon converting currencies. If states do not enact this consequences will follow. As well all state treasury is to be tightly controlled by the Yuzar Treasurer.
D.All people upon the land shall be disarmed, weaponry manufactured by the State shall be tightly guarded and maintained. Only State Police and Militarial Forces may possess weapons,however in the juristiction of outside areas of cities,weapons of certain value will be permitted to hunters, but will be watched for any suspicious activity. All diplomatic weapon transeactions with other entities will be guarded by top State police officials.
E.All people both Yuzar Born and Non are to be allowed to choose their leaders within state, and to be allowed to vote in the majority to pass resolutions favored by the people. In this aspect, the Federated Government of the Yuzar People is layed in the hands of the people. Their decisions however must be approved by state to avoid any confrontation with state to state issues.
Chapter 3
A.People of the Yuzar Federation are allowed to live their life the way they want under the laws that were established by their fellow people. Political gains through voting upon the executive levels is forbidden but however voting upon leaders in the second level or the Representative level of their state is permitted but not mandatory. Privacy upon the people in a recent case of Morotov vs Denkopov District,rules that the people of the Yuzar Federation are entitled to the right for privacy in their homes and work place. But when in public,privacy is in the course of the Public and government to ensure laws are followed by the civilian.
B.Religion shall not be held illegal in the USSCR,But rather left up to the decision of the state who is ruled by the people in that region. In which case some states may ban religion other's not but only in the course that the people vote for the action to be justified and carried out in the court of law. On the basis of religion however, the State and the Church shall be seperate for every state in the Federation and for the Overall government. Each person is entitled by the Federal Government to have the ability to follow a religion as long as it does not interfere with the Safety of Animals and other living beans. In which case upon the court case of Kotsko vs Gregunov State School, Religion is also forbidden to be tied into the work abilities of the Staff, if the student wishes to attend a school for their religion they may apply into a state school that bases it's teachings off of the sunjects religion but however, most regular schools shall be Secular.
C.Education is in all aspect extremely important to the developement of the Growing economy of the Federation. Uniforms have long been debated in the school systems as a whole, but in the ruling of the State Council, all Yuzar School are not mandated to have uniforms. The federal government beleives that only privately owned schools should incase the aspect of uniform wear,However dress codes should be implied to avoid any gang related material et cetera to interfere with the learning enviroment. However to avoid a mass accumalation of money by these privately owned schools, the state will extract the earning these schools gain, and distribute it upon the People in the USSCR and leave enough money to pay for the School to keep up to date with regulations and to pay her employees. Also in education extracurricular activities such as sports and art are hereby protected under the Federal government. Any establishment that tries to out cast these in a school will result in the shutdown of the facility the ejections of the staff responsible and new management to be put in control to ensure these are protected.
D.Under the idea that a society can stagnate where people hold too much money and the poor are taxed unfairly. By the new ruling by the Council, when a persons annual income is lower than $30,000, taxes shall be decreased.However when a person receives an annual income of over $60k-70k the taxes for them shall be higher. This is to help regulate the gap between poor and Rich, the result of this money is broken up and sent to areas where it is needed. Taxes that
