WELCOME TO XIANGMEN, largest city and capital of the Autonomous Republic of Minjian and the southernmost city in Namor. For two days, this city will host the 3rd Esquarian Summit - an annual convention of world leaders in which pressing issues are discussed. Below, you will find information about this year's summit, from the issues being discussed to the venues this city has to offer.

ATTENDANCE

Attending the summit are the leaders of 15 countries (one country per player) plus the President of the Esquarian Community (EC). In addition, each of the aforementioned leaders (save for the President of the EC) may invite one other country/player to the summit. The list of attending leaders can be seen here.

IMPORTANT: If you see your country on the list, please confirm your attendance in the summit in the OOC thread (here) so that we know 1) that you know there's a summit going on and that you're part of it and 2) you can either invite or be invited.

AGENDA OF THE SUMMIT

• TERRORISM - A global effort to contain the influence of the Caliphate and other significant international terrorist organizations. Specifically, the host country is interested in a conversation regarding the links between religious fundamentalism at home and terrorism abroad, and means to discomfit terrorism that are not tainted by irrationality and populism.
• CLIMATE CHANGE - The host country is interested in an agreement on climate change signed between the industrialized countries, with the aim of reducing carbon emissions at a reasonable rate.
• TRADE POLICIES - The summit will discuss the possibility of a global initiative to mitigate the effects of the ongoing recession. The host country supports an agreement that encourages increased consumption/demand and trade while protecting national/local industries.
• DISARNAMENT OF BIOLOGICAL/CHEMICAL WEAPONS - 14 countries in Esquarium (including Namor) are known or suspected to possess biological and/or chemical weapons. Seven of them will be attending this summit. One of the goals of the summit is to reach a consensus on the issue of bio-chemical weapons disarmament, thereby encouraging the establishment of a timetable for comprehensive global disarmament.

SCHEDULE

DAY 1 (Issues discussed: terrorism, climate change)
- 9:00 - 12:00: Summit begins with President-General Shohai Antelope greeting all guests at the Minjian Regional Convention Center (MRCC).
- 12:00 - 1:00: Lunch at the MRCC. A great time to have unofficial sideline meetings between leaders for whatever reasons (preferably to break deals).
- 1:00 - 4:00: Summit resumes for another three hours before adjourning for the day
- 4:00 - 6:00: For two hours, leaders can hold official one-on-one meetings with each other.
- 6:00 - 7:00: Dinner at Dubian Palace. More sideline meetings.

DAY 2 (Issues to discuss: trade policies, disarmament)
- 7:00 - 9:00: Breakfast in the Presidential Building hosted by President of Minjian Li Jiading.
- 9:00 - 12:00: Everyone returns to the MRCC for the summit.
- 12:00 - 1:00: Lunch
- 1:00 - 4:00: Summit resumes before adjourning. A declaration of some sort should be finalized by the end.
- 4:00 - 6:00: More one-on-one meetings.
- 6:00 - 7:00: Dinner at the Dubian Palace.
- 7:00 - 8:30 - Attendants are treated to a night show featuring Minjianese and Namorese culture and other stuff. Bring your foreign ministers or other officials along if they want to show off their dancing moves (again, this is not required).

AVENUE: MINJIAN REGIONAL CONVENTION CENTER



The largest convention center in the region as its name may suggest, the Minjian Regional Convention Center (MRCC) is situated in Xiangmen's Haibian district - the city's business district and epicenter.

The MRCC has three floors, of which the third floor shall be used during the summit. The second floor will be used for one-to-one meetings (see schedule), while the first is where the dining hall is located (and where lunches and dinners will be held). In the dining hall, local Minjianese cuisine will be served, although foreign cuisines are also available should attendants ask.

Attendants who follow religious dietary requirements have not been forgotten, with both halal and kosher foods being served.


ABODE: DUBIAN PALACE



Built during the time of the Liang dynasty - when the capital of Minjian moved from the ancient city of Yucheng to Xiangmen - the Dubian Palace is located in Xiangwai county - roughly an hour's drive from the Regional Convention Center. In the old imperial days, the palace served as a summer retreat for the Minjianese emperor. During the Namo-Chorean War, it served as the headquarters of the Chorean military occupation in Minjian before it was liberated by Minjianese partisans. The palace ultimately came under the control of the Liberationists and was maintained by the regional government of Minjian. The palace was intended to be destroyed by explosives during the Green Fever, but was saved from destruction by the intervention of Paramount Leader Yunglang Antelope. Since the end of the Fever, Dubian has been the abode of distinguished visitors in Minjian.

The palace contains 88 rooms (in Kannei and Minjianese culture, 8 is a lucky number, do a "double eight" means double luck). On the second night of the summit, guests will dine at the Palace Dining Hall situated in the west wing of Dubian. After dinner, they can head to the courtyard in the central part of the palace, where an open-air cultural performance will begin.

Not only is Dubian known for its interior, but the environment surrounding it. Guests are free to enjoy the forest scenery beyond the palace walls. That it is autumn and the trees are yellowing make the scenery even more beautiful.

TRANSPORTATION


Xiangmen Shabi International Airport

Most leaders will arrive at Xiangmen by plane, which means they will be received by officials at the Xiangmen Shabi International Airport - the most prominent gateway to Minjian from the rest of the world. Located in Shabi country outside of Xiangmen proper, the airport was built in the 1980s as a replacement of the old Xiangmen Jiefan Airport, which has since been transformed to a military base.

For those who do not arrive at Xiangmen by plane for whatever reason, Xiangmen is accessible through Interdistrict 22 and National Expressway K11. These roads will, at some point, join up with the highway systems of other countries. Xiangmen is also accessible by train; guests who ride trains will be received at the Xiangmen Railway Station - 7 kilometers north of the Convention Center.

To show our commitment to reducing carbon emissions, all guests will be transported by hybrid limousines.

SECURITY
The regional government of Minjian is collaborating with the central government to ensure the security of all attendants in the summit as well as visitors. The area surrounding the Minjian Regional Convention Center will be off limits to the general public in the days leading up to the summit and during the summit. Xiangmen is fortunate to not have had a single terrorist attack, and acts of terror are unlikely during the days of the summit. There may be protests, but the municipal police is making sure they do not spin out of control. So in the meantime, enjoy the summit and don't worry about anarchists storming the convention center.
