To all belligerents in the Nchiyamengi Civil War.....
Dear leaders, workers, soldiers, demonstrators, you all know that your country is in a terrible war between varying opinions, religions and ideologies. Numerous nations have pledged their support militarily, but surprisingly, none have called for a peaceful talk. This is why we would like to invite several leaders to Sapporo, to open much needed dialogue between the factions in the war. Even if the meeting is inconclusive, it will provide the basis and frame for a peaceful resolution to the war. All those invited may send a representative, we will provide security, hotels and food for your stay.

Presidente Marcos Kampiya gave an address from the Presidential Palace announcing that "Nchiyamengi does not negotiate with terrorists", stating that therefore the Unión Patriótica (UP) would not take part in any peace talks with the terrorist organisations of the FPRL, MSI and PSP, or with the "terrorist sympathisers" of the PLD. The MP Lucas Herrero of the MP Lucas Herrero was quick to echo his message.
General Antonio Hlayambinda has stated that the FPRL will take part in the discussion, and that they will send the party's senior foreign envoy, Miguel Tapyaro, along with his team. Tapyaro and the entire team are currently based in Cuba, as part of the old alliance between the party and the Castro regime in Cuba.
Catalina Dumisende, leader of the PSP, is in hiding in an unknown location and has stated that she cannot risk attending the conference in the current political climate, but she and her party leader leadership have authorised struggle veteran and activist Isabel Kantayapi, poet and activist Yamdina Malapiyo and politics professor Pedro Ganza to attend the conference on the party's behalf. The three party members fled the country years ago at various stages, with all three finding shelter in Zaxumadi, and have all agreed to attend.
General Muhammad Bondaro, leader of the Movimiento Socialista Islámica (MSI) has announced there intent to send Imam Muhammad Amzani, Imam Ehsan Bakpanyani and Imam Saafir Kaladi, all Imam's loyal to the MSI in exile in Sudan, to represent the party at the Sapporo conference.
