Third Meeting of the Delian Union (Nadeyatsya Only)

It was very late at night, almost 22 hours, when Benjamin V. Smits opened the assembly room to the foreign delegates. Invitations had gone out to every national leader within the Delian Union early that afternoon, calling for an emergency meeting later that night. Now the time for the meeting had come, and Smits was hopeful that the leaders could make it in time.

Those invited included Dmitri Vladislav of Chernarus, Ruslan Yakiv of Escosir, Lucas Matthews of Guppychal, Baruch Esaias of Hesperia, Edward Eichmann of Inprobus, Kostas Portokalos of Nubyrias, Linos VI of Greater Ophiusa, Benjamín Marino of Syrania Proximior, Jason Eusebio of Syrania Ulterior, Acacius Fadi of Trarecien, and Nicomede Bulgari of Vituly.

These leaders comprised the Assembly of the Delian Union, with Benjamin Smits presiding as Chairperson.


The meeting room was relatively small, tucked away deep inside the Delian Union Headquarters in Urbs Petrae. It contained simply a fireplace and a long table, with only enough space for the leaders to sit and discuss the pressing matters facing the Union.

The Chairperson, Benjamin Smits, waited nervously in front of the fireplace, which had been lit for the occasion, waiting for the other leaders to arrive. Baruch Esaias was already present, sitting in his assigned chair and apparently deep in thought, tapping his pen against the table. The leaders of Syrania Ulterior, Syrania Proximior, and Trarecien were also present, sitting in a group on the far end of the table and whispering amongst themselves, often throwing glances in Esaias’ direction.

Smits thought to himself, It’s late in the evening, maybe too late. No, they must come. This meeting must happen right now; it cannot be moved. The other leaders will be here…

The Premier of the Soviet People's Republic of Chernarus hurried into the meeting room, looking quite subdued. Insisting that he went alone, he had been working nonstop in the past few days, only pausing to sleep or eat. Usually, he refused to attend diplomatic meetings, given the way that many of them in the past had gone - but this was a special case. A matter of the utmost importance. He had even been personally invited. Given that the decision the leaders would make in this meeting could very well impact his country, he decided to personally attend. Nodding at the leaders, he gave a terse greeting before sitting in his assigned seat. An air of tension and anxiety hung over the room.

The door to the meeting room crashed open as the president of Escosir stormed in. Yakiv looked around and started to yell, "Now what's all this about that I have to be here so late at night? What possibly could be happening?"
He glanced around the room and saw who was there. Yakiv recognized Jesaias and went up to talk with him.
"You know, Baruch, what sort of bind have you gotten the DU in this time?"

The two men's dark uniforms helped conceal them in the darkened night, making them one with the shadows.

Eichmann and his guard stood in front of the building, when he turned to his guard. The brim of his hat hid his face, despite the bright light overhead. "You may stay here. I am in no danger." The guard shook his head in acknowledgement and gave a solute, quickly leaving the lit area and disappearing into the night once more.

Eichmann then approached the conference room and entered it, giving a nod to the other leaders and delegates present. Without saying a word, he sat down.

Smits looked up from the fireplace when he heard the door open. "Ah, Mr Vladlislav. I am most pleased that you are able to attend. Is there anything that I can arrange for you, a glass of water maybe?"

As soon as Smits turned away from the Premier, he heard the door slam open as the leader of Escosir barged into the committee room. "Mr Yakiv, I am jubilant that you are here, but please tone it down a notch. This is an emergency meeting of the most serious matter." He extended his hand, but instead the leader just walked over to Esaias.

Esaias looked up when he heard his name and went to put his pen in a pocket of his robe before standing up. He began to answer the question: "What have I done? Why, nothing, except for resisting the imperialistic wolves set upon our organisation by Great Satan. You didn't seem so upset about it when they were after you, were you?"

Smits sighed, remembering how the last meeting had gone...

Smits barely even noticed when Eichmann walked in, and jumped with surprise when he turned around and saw him. He nodded back, unsure of how to approach the mysterious leader.

The president's car drove through the evening city from the airport with Bulgari inside. In less than thirty minutes after arriving, the Vitulian leader arrived at the meeting and quietly entered the room.

In a thick Italian accent, Bulgari greeted those who were present with "Ciao everyone" before taking his seat. When he saw Yakiv, he nodded, but he looked busy at the moment.

Smits motioned with his hand, and promptly an aid brought the Premier a glass of water with ice.

After greeting Mr Bulgari, the chairman looked down at his watch and sighed. "I guess this will be all who are attending this meeting. Let's go ahead and start, and hopefully Linos, Kostas, and Lucas will show up soon."

He took his place at the head of the table as everyone else took their seats. Shuffling some papers, he began, "Now, the so-called 'Global Council' as taken it upon itself to ban organisations that are deemed 'hostile to world peace.' Obviously, this is a very subjective definition, but naturally this epithet has been attached to the Delian Union. Now they hope to dismantle our organisation.

"This is a copy of a notice the DU Office received yesterday, which I will have aides distribute to each of you - we have been ordered to disband the Delian Union ourselves or face a foreign intervention to tear it down by force.'

"The purpose of this meeting is thusly to determine on the fate of the Delian Union, hence its urgency. I would be interested to hear each of your thoughts on the matter."

As he read the copy, the Premier frowned slightly. Once he had finished, he cleared his throat. "If I may...I believe the reasonable course of action would be to dismantle the Delian Union in accordance with the Global Council's demands, since I'm sure our enemies are eager to have a valid casus beli to declare war on us..." He paused. "However, we should create a new, different organization to replace it. It is vital that we defend ourselves from foreign threats."

"I do not wish to see any more death or devastation tear our nations apart; considering the military strength of the coalition that will be assembled against us, we will be helpless to stop them. While we could obviously call it a bluff, given the failure and inaction of past organizations, it is not worth the risk, in my opinion. Regardless, I will respect the final decision of the Assembly. That is all." He finished, taking a sip out of the glass of water.

Rushing through the hallway, Kostas cursed under his breath. He knew he was late for this meeting, which seemed to be very important. He stopped at the door to collect himself and then opened it a little so he could slide in, hopefully unnoticed. He was able to catch the last bit of what was being said. “First off, why are they trying to disband us? They have no evidence of anything bad in our aims; in fact, I think our charter actually outlines some pretty good motivations behind the DU. I don’t think we should disband at all. Instead lets talk with the UN and try and change our perception to something more positive.

"Why not just say we disbanded it, but keep the organization 'off the record'. That is, the DU is dissolved, but in name only. The actual unity would still be present, but unofficially. That way we wouldn't really have the DU that the Global Council could dissolve and subsequently any attack on any of you would be a direct violation of their own, beloved charter." Eichmann mused off handedly.

"Eichmann's idea would work, but wouldn't that just arouse international condemnation? We will always be under threat of the major powers, regardless if we disband the DU or not. Just look at what has happened to my country - Ilmenia has mobilized troops and violated the DMZ that the Diamond Coast Accords established, and the major powers do nothing. Clearly we need a defense pact to watch out for ourselves."

"It is in our best interests to dissolve the Delian Union, as we would be fools to give the imperialistic powers any excuse at all to divide up our lands among them. I am sure that they will eventually find one, but let's make them look for it and not just hand it to them.

"The economic and military framework established by the Delian Union will continue despite the dissolution. After all, most of us already use the dinar as a medium of exchange, and our military attachments to each other will remain strong.

"The Delian Union will remain in essence without actually existing. We keep the benefits, but the "Global Council" has no casus belli against us."

"I agree as well." Eichmann said. "I would like to just say I am glad that this meeting went so smoothly. I think it just shows just how much more responsible and mature we are compared to the circus they call the Global Council and its puppeteers."
