With the recent expansion Scotatrova has gone under in the past few years, new administrative regions are a result. Since the expansion, Scotatrova now consists of 33 Departments across it's territory as well as it's 3 Territorial Dominions and an Island Territory.



The Scotatrovian mainland consists of 11 Departments (Green), as well as the Floreson Federal District, home of the nation's capital, Agon (Dark Green) and four areas under Scotatrovian jurisdiction (Light Green).



In Northern Africa, Scotatrova's North African Territorial Dominion consists of 7 Departments, and the Romosea Territory lies directly to the West of the Dominion.



Scotatrova's West African Territorial Dominion consists of 5 Departments, and recently, 800 of the 20,000 troops stationed in the Dominion have headed to the Bulgarian Congo to participate in military exercises with the Bulgarian military.



Finally, in Scotatrova's South African Dominion, 10 Departments exist in the long, narrow Dominion. 700 of 15,000 troops in the Dominion have also been sent to the Bulgarian Congo alongside the 800 from the West African Territorial Dominion, totaling 1,500 troops.

"The Board of Leaders does it again as they pass the Riau Capital Act of 2020 making Riau Island the Capital of the Mesian Commonwealth. The project is expected to cost the Mesian Commonwealth 4 billion Yuan (C500 million) where each nation pays 400 million Yuan (C80 million). Most of the government spending will go building the town hall, the actual Board where the Board of Leaders meet once a year, living spaces for the Leaders as they stay on the island. Even while not at Riau the Board of Leaders will still be busy as secretaries and other workers compile data and information from all around the world for when the Board next meet The spending will also go to roads and rails, yet Shinra has also decided to help build the railroads as they set aside C25 million in their FY 2020 budget. This capital is to be a city of the future with advanced homes, businesses and the main Laboratory of the MCLT right in the down town area. There will be two commericial airports and 1 military Air field on the island; all three fields will be built by a Madhe Albanian company. While the rails and roads will be built by a variaty of companies from within the MC. The roads will be built to meet the designs of Shinra's straddling bus, though Shinra will not build or instal the buses, as per Nieblhamese regulations on Shinra. Shinra has licensed the buses out to another manufactor to build and instal the buses, thus Shinra will only recieve a portion of the profits. The city makes a big focus on public transportation with these developments, with no highways the majority of travel across the island will be done on the rails. The island is sure to attract invests to the city as well as there will be 10 different stock exchange, 1 for each nation, and each will follow their respective nation's rules and laws on stocks and bonds. The city overall is suppose to be a city of the future, with protected parks, advanced places of knowledge, plenty of government funded schools in the Pre-k to 12th grade level for families that move out their and government universities as well. Surely within 10 years we can make this place the shining beacon of not the Mesian Commonwealth but of the world with the MC right behind it of course. Most of the city building will be done by businesses within the MC as they build stores and office buildings and homes in Raiu. The Großreich Embarks on Massive Military Spending Spree!

President Zuiderheim von Dosserhagen has announced in a press conference that the Amerikanisch Military will be expanded drastically over the course of the year. The newest endeavor, a result of the Shimazu Campaign, aims to reorganize the Armed Forces and replenish the military after the conflict in East Asia has come to a close. Major highlights of the plan include the complete overhaul of the Wehrmacht, as each State will have an active army of 50,000 nationally controlled forces in it, with an additional 250,000 personnel in inactive reserves. The plan also calls for doubling the Luftwaffe during this year (2021) and creating a second mechanized division starting in 2022. In addition, the Presidency has also approved a 7.5 billion Corona project that will construct 75 new domestic military bases (5 in each state and 5 in the two largest cities in the Großreich), which will come out of the Großreich's rainy day fund. Lastly, 1% of privately owned factories have been purchased by the government and converted to the production of military hardware.

The Großreich's new militarization project has been welcomed by numerous bodies, such as the Amerikanisch Veterans' League, who approve of the military expansion, stating that it is "A move to restore nationalism and pride in the Großreich's Military." When asked about her project and its intentions, the President responded: "It is our nation's duty to rearm, as we are now the leading power in the Western Hemisphere, and it's best that we act like it and assert our role." Given she is relatively new to the Presidency, this plan has been viewed as a bold, yet extremely popular, move. Numerous Generals have endorsed the plan, including Prince Ludolf III of Oranje, the most decorated General of the Army of Maranhok. The Prince stated: "It's a positive thing that the government allocates more financial resources to our defense. It's a key part in asserting our role in the Western Hemisphere." Even the Kaiser has endorsed the plan, given he will be appointed General of the Army of the Wießtromer, and will have the Lebensgarde (Lifeguard) in Sankt Michaëllesburg am Wießtromer.

A historic day for Yottabota, as Madam Tali Zalore has officially stepped down from the position of Prime Minister Pro Vita and has given the title of Tsarina to a new heir. We bring you live to Kiev Square where Madam Zalore is having the processions.

The Kiev Square was crowded with the exonerated faces of Yottabotan citizens and scattered amounts of tourists. They were all held behind metal barriers that were also defended by the local RRD, who were told of the event just minutes before it had started. Walking down the line, guarded by the guards and barriers were the soon to be former Prime Minister and her family of three. Madam Tali Zalore had seen better days but that's not to say she wasn't as capable of a leader as she used to be. Her coat covered her right shoulder, and for the first time in a long time she had decided against wearing her cap that kept her fading red hair neat. Her daughters were a different story; to her left was her eldest daughter of 37 years Aurora, and to her right was her youngest daughter of 30 Sofiya. Both daughters craved for their mother's position of power, but neither of them wanted to fight each other for it. Sofiya wore her army uniform and Aurora wore her standard admiral uniform, however she did not wear her cap either. As they marched down the line they stopped infront of the podium as the national anthem played.

As the Yottabotan flag slowly started to rise, the flag suddenly catches flame, and proceeds to burn as it flaps in the wind. The crowd is disgusted by the display, but also curious to why the three woemen had reserved looks on their faces as the flag was burnt to nothing but ash. The anthem continued playing as a new flag, a red flag with a large white star in the center slowly started to rise. The anthem ended and Tali stepped up onto the podium with the stone look that she has become famous for.

This is the second crown jewel of Yottabotan engineering. With this I have regained the ability to use my arm that was suddenly taken from me, and this gift... No... The right shall be given to all our wounded heroes and warriors!" The crowd roars again, thrusting their fists into the air which Tali allows until she silences the crowd again. "But this... This is not about my arm our the technology behind it... We are here to honor the birth of our new, United Soviet Republic!" The flag is projected behind her on the capital building, as soldiers wearing the new flag on their shoulders walked out beside the podium and saluted. "However... I shall not be there to lead our republic to further glory and success..." She turns to Aurora as she reaches within her coat and hands Aurora her cap, placing her hand over Aurora's and looking into her eldest daughter's eyes. They exchanged hushed words before Aurora nodded and took the hat. She placed it firmly onto her head and stepped up to the podium.

"I, Aurora Zalore, will proudly honor you, my fellow Yottabotans, by leading you all to success, prosperity and a legacy that shall live on throughout the halls of history!" She raised her right fist in the air and the crowd did as well. "May god bless this country! May god bless me! For I am not your Prime Minister! I am your Tsarina!" The crowd erupts into a loud chant.

Good day comrades. Secretary Arno of the Office of Science and Technology has announced that the first of many modular reactors has been completed. Many others are nearing the final stages, but this one was hurried through production. This reactor was installed directly beneath the Secretary-General's Executive Household. This particular reactor will provide power to the leader's workplace and home as well as power the surrounding area of midtown Rome. The reactor was switched on early this morning, as soon as the effected areas were cut off from the main grid. Although the reactors are perfectly safe, the Secretary-General has stationed a squad of highly-trained Praetorians, as a mere precaution.

In less scientific news, the Free Ithran Republic has sold the island of Crete to the nation of Bulgaria. In exchange for the island, Bulgaria paid the Republic 12 billion Coronas. Some are upset over the exchange, but the Secretary-general dismissed the disapproval, saying, "Crete was never truly culturally tied to Ithra. They will be happier in the arms of another. Grander things await Crete."

Agon receives 490 mil. for transportation projects and updates

The Floreson Federal District will receive millions of dollars in grants for transportation projects including a rail link to Agon International Airport and upgrades to Miller Station. The Floreson Transportation Agency announced 14 grants totaling 490 million Scotatrovian Troyevans for a variety of transit agencies. The Agon Metropolitan Transportation Authority received a pair of grants: 69.2 million Troyevans for Miller Station improvements to allow more frequent service on the subways; and 40 million Troyevans for construction of a transit station as part of a rail link with the planned Agon International Airport people-mover. The Air Quality Management District received 8.9 million for the purchase of zero-emission buses and vanpool vehicles, while Floreson Transit received 5 million for the purchase of 20 zero-emission buses. The Floreson Transportation Authority was awarded 28 million for the construction of the Streetcar project between Agon and the rest of the Floreson Federal District.

The second phase of the extension project from Agon to Helia will reduce traffic on the freeways and improve public transportation options for millions of residents in the Floreson Federal District. Many cities in the District have missed an important opportunity to invest in public transportation and fund this promising project, which ultimately will reduce greenhouse gases and ease congestion in Northern Scotatrova. The Floreson Transit and the Floreson Intercity Program grants are intended to assist with projects that will reduce greenhouse gas emissions by improving the transportation system. The 14 projects selected are valued at more than 3.8 billion and will reduce carbon-dioxide emissions by 4.1 million tons, according to the agency.

The office space vacancy rate in downtown Agon was 18.4 percent in the third quarter, according to a recent report. This puts it above the national office vacancy rate, which is about 16 percent, according to data from a commercial real estate research firm. Despite the sizable amount of available office space, the Downtown Center Business Improvement District said about 1.06 million square feet of office space was under construction. With relatively high vacancy rates, and even more inventory under construction, rents might be expected to be stable or even decreasing, as tenants could theoretically leverage the abundance of choice. Since 2018, however, asking rents for Class A space in downtown Agon have risen 14.2 percent, according to a real estate services firm. Widespread faith in the fundamentals of the real estate market, and prospects of downtown in general, suggest one possible reason for this situation.

That year, the Kowitz Center opened, bringing fans of three professional sports teams downtown, and the city’s adaptive reuse ordinance was approved, which enabled developers to convert old and underused spaces into residential units. Carol E. Sanchez, one of the leaders in pushing for the adaptive reuse policy, and the continued development of downtown through her role as head of the Central City Association of Agon as well as the Downtown Center Business Improvement District, sees the office market as the next logical step in this process. “A great city can’t be defined by a beach, two theme parks and a sign,” she said. “In this phase, now, it is retail and the next phase is office.” Ms. Sanchez, like many others in the real estate industry, pointed to the year’s continued market strength across all real estate sectors, as well as certain intangible aspects. “The more vibrant downtown becomes, the more it will attract other office users,” she said. “People like to be in an area that is exploding, there’s a dynamism you feel, it’s palpable.” Another factor in helping draw companies downtown, many public policy and urban planning experts say, is improving transportation links, like the Metro’s Expo line, which will soon link the west side of Agon to downtown.

Official trade has been opened between the Amerikanisch Großreich and the Westberg Empire today, as both nations agreed to allow general trade to occur. This has also proved a major step for the Amerikanisch Oriental Trading Company, as the Company has been given access and the ability to dock in Westberg ports, and interact with the local markets, mainly via purchasing local luxury products and selling varying goods in said markets.

In other news, it has been announced that both the Mesian Commonwealth and the Eldenian Commonwealth would establish embassies in the capitals of each organization, Natuna and Sankt Michaëllesburg am Wießtromer. The move, seen to strengthen ties between two of the world's most powerful trade and military organizations, has been met with general approval from both the populations of the Eldenian Commonwealth and the Mesian Commonwealth.

This policy is very simple, it requires that the government raise the Corporate Income tax at most brackets, but then offer tax breaks to specific companies that do any of the following: Offer more hours/employ more workers, invest in low economic areas, or finally have happy workers (as determined by an anonymous double blind government survey of the corporation and its workers). The government states that if all of these conditions were to be met, then the tax break would greatly decrease the amount the taxpayer had to pay. Trickle up economics also asks for an increase in public transportation, with Nieblham rails being merged into Nieblham transit, the company is still government funded but is allowed now to make C2 million a year in profit, but no more. Secretary Fabro of the Office of National Defense was meeting with Secretary-General Frezza over coffee. They were discussing a great many things, largely unimportant, except for a few notable subjects.

Fabro said, "The civil war has completely ruined the military. A large amount of Ithran soldiers went AWOL, so the soldiers we have now are a mix of troops who used to be Proletarians, those that they recruited and trained while on campaign, and the braves who stuck with the military even after some generals had overthrown the government."

Frezza replied, "You're all too right Fabro. We need to run a recruitment campaign. I've been thinking about it, and I have an idea, you can forward this to recruitment; we really strike at the emotions of any potential recruits, maybe tell them that joining will stop another civil war, hell, we could even throw in some imagery from the civil war, you know, to tug at their heartstrings."

Fabro smirked. "You're a real bastard, Frezza," he said while chuckling. "Sure, I'll pass it off to one of the higher-ups at recruitment."

"Good," said Frezza. "Now, about this bunker you suggested earlier.."

Fabro perked up, "Right. I think that it's criminal you don't have a a panic room, or something to that effect. We're fresh out of a civil war, how do we know somebody won't try to Aldo Moro your ass?"

"It's a possibility," Frezza admitted.

"Right," said Fabro, "so we build you a bunker, and have it connected to the reactor. The elevator to the reactor is in the basement, but we can't risk you having to move through to the basement, so we'll have a hidden elevator built in your office, which will connect to the reactor, and from there you can move to the bunker. "

"Sounds defensible," said Frezza, "but what will the bunker have in it?"

"I have the general idea," replied Fabro, "Computer and telecommunication system to monitor military and paramilitary activity, wire taps, and security cameras, which as you know, most government employees are monitored via both. You'll also have a large stock of food, and access to water from a nearby groundwater deposit, which, of course, will be run through a purification system. Hmm....what else? Right. An air filter, to filter in fresh air from the outside and to clean it, if need be. High-quality radiation shield, along with several different kinds of hazmat suit to protect you from god knows what. And, oh, what the hell, a full suit of body armor couldn't do you wrong. And a store of munitions to go with it."

Frezza said, "Well, I was an advisor to Commandant Uthman, so we may as well. Anyway, Fabro, I think that's enough. You can get the army engineers on that and recruitment on the campaign."

Government Implements New Educational Requirements

The intent of the Scotatrovian Higher Education Academic Requirements "SHEARs" is to ensure that students have attained a body of general knowledge that will provide breadth and perspective to new, more advanced study. Courses from Scotatrovian high schools and online schools used to satisfy the SHEARs must be approved by colleges and universities and appear on the institution's SHEARs course list. These courses are to be academically challenging, involving substantial reading, writing, problems and laboratory work (as appropriate), and show serious attention to analytical thinking, factual content and developing students' oral and listening skills.

Subject Requirement

Social Sciences: Two years, including one year of world history, cultures and historical geography and one year of Scotatrovian history, or one-half year of Scotatrovian history and one-half year of Scotatrovian government or civics. The Social Sciences subject requirement therefore seeks to give students a repertoire of historical concepts and skills through exploration of particular historical and geographical periods, and through the repeated engagement with historical practices. World history courses do not need to cover every culture or period in the history of humankind. A suitable course could be an in-depth study of a single culture over an extended period of time (at least three centuries). An important element of appropriate courses is that the focus be outside Scotatrova and, whenever possible, away from very similar contemporary cultures, e.g., Whitmore. Scotatrovian history courses may have a particular emphasis, such as business and economy, ethnicity, immigration, gender and family, or science and technology. In this case courses should place that emphasis area in a broader context, either within Scotatrovian history or in a comparative framework.

Writing: Four years of college preparatory writing that integrates reading of classic and modern literature, frequent and regular writing, and practice listening and speaking. The Writing subject requirement seeks to ensure that incoming college freshmen are prepared to undertake university-level study; to acquire and use knowledge in critical ways; to think, read, write and speak critically; and to master literacy skills for classes in all University subjects. True academic competence depends on a set of interactive insights, perceptions and behaviors acquired while preparing for more advanced academic work. Good writers are most likely careful readers and critical thinkers—and most academic writing is an informed and critical response to reading. Courses will, at each level, give students full awareness and control of the means of linguistic production, orally, in writing and using a range of technologies. Acceptable courses require extensive reading of a variety of genres, non-literary as well as literary, including informational texts, classical and contemporary prose and poetry, and literary fiction and non-fiction. Courses will allow students to develop essential critical listening skills and provide them ample practice speaking in large and small groups

Mathematics: Three years of college-preparatory math, including or integrating the topics covered in elementary and advanced algebra and two- and three-dimensional geometry combined with trigonometry. Courses in the Mathematics subject area recognize the hierarchical nature of mathematics, and advanced courses should demonstrate growth in depth and complexity, both in mathematical maturity as well as in topical organization. Although many schools may follow the traditional Algebra 1, Algebra 2 and Geometry format, other sequences may treat these topics in an integrated fashion. Combinations of some integrated courses, algebra, geometry and other courses for high school, including courses that rigorously apply these standards in the development of career-related skills, can also satisfy the Mathematics subject requirement. Other rigorous courses that use mathematical concepts, include a mathematics prerequisite, and are intended for 11th and 12th grade levels, may also satisfy the requirement. Such courses may incorporate math in an applied form in conjunction with science, career technical education or other rigorous content, or may consist of pure mathematics. Courses that are based largely on repetition of material from a prerequisite or prior course (e.g., as test preparation or pre-college review) will not be approved.

Laboratory Sciences: Two years of laboratory science providing fundamental knowledge in at least two of the three disciplines of biology, chemistry and physics. The overarching goal of the subject requirement in laboratory science is to ensure that entering college freshmen are adequately prepared to undertake university-level study in any scientific or science-related discipline. The term “laboratory” is intended to signify an empirical basis of the subject matter, as well as inclusion of a substantial experimental and/or observational activity in the course design. The requirement emphasizes biology/life sciences, chemistry and physics because these subjects are preparatory to university-level study in all science-based disciplines. Courses will be consistent with and illustrate the goals described above. Courses that integrate these eight practices of science and engineering with course content will be taking a substantial step toward achieving these goals. Courses will provide rigorous, in-depth treatments of the conceptual foundations of the scientific subject studied based on the appropriate underlying biological, chemical and physical principles. For success in college, secondary science teachers should help students learn to assimilate the major ideas and principles that encompass the standards rather than explore the breadth of all the standards. Equally important to the topics covered, or to the skills directly used in class, are the more general abilities and attitudes gained through the effort of mastering the course content.

Foreign Language: Two years of the same language other than Scotatrovian or equivalent to the second level of high school instruction. Learning a foreign language exposes students to new cultures and new horizons; as such, the study of languages is an essential element of preparation for a life lived within increasingly globalized communities. The successful course approved in the Foreign Language subject area expands the student’s view of the world, exposing her or him to diverse modes of thought. It improves knowledge of language structure as a whole, including the structure of Scotatrovian, while increasing cultural awareness and literacy. Foreign Language courses will provide a detailed account of what students are reading and writing. Specify the source of the authentic literature, its genre or topic, and include the length of the passages/texts as well as relevance to unit or lesson. Written assignments should also be described in terms of topic, length, type of composition (descriptive, reflective, interpretive, analytical, etc.) and intent of the assignment. Sentence writing, dictation, journal entries and paragraphs pertinent to the linguistic and cultural topics of the course would all be acceptable types of writing practice. At the third/fourth-year level, students are expected to have some exposure to works of literature written and read in the target language. Literature taught at this level helps to demonstrate the rigor of the course. Associated writing assignments should also demonstrate appropriate levels of difficulty.

Visual and Performing Arts: One year chosen from dance, music, theater or the visual arts. The overarching goal of the Visual and Performing Arts subject requirement is to ensure that incoming college freshmen are adequately prepared to undertake university-level study. Courses in the Visual and Performing Arts subject area recognize the common connections, as well as independent elements, in the different arts disciplines, and address the non-verbal and non-discursive aspects of each form while developing the ability to mediate complex artistic issues through language. Engagement in the arts includes the creative process of persisting, envisioning, observing, analyzing, reflecting, exploring new ways of working or thinking. As part of this process, students develop and present analyses of works of art from structural, historical, cultural and aesthetic perspectives. This provides the foundation necessary for engaging in multiple opportunities for self-expression, and more deeply understanding a variety of creative efforts. Moreover, in the Scotatrova of the 21st Century, a focus on the arts may better prepare students to participate in the social, cultural and intellectual interplay among people of differing cultural backgrounds and national origins. Students emerge from high school with fluency in responding to, analyzing and making judgments about works in the various arts disciplines through appropriate behavioral and linguistic responses.

College Preparatory Elective: One year chosen from the SHEARs courses beyond those used to satisfy the requirements above, or courses that have been approved solely in the elective area. Courses specifically approved in the College Preparatory Elective subject area include those such as political science, economics, geography, humanities, psychology, sociology, anthropology, journalism, speech or debate, computer science, computer programming and others. In addition, courses that are interdisciplinary in nature, drawing knowledge from two or more fields, are also acceptable. Approved College Preparatory Elective courses that cannot be categorized in any of the other SHEARs areas must provide academically challenging study at the same level of rigor as courses in the SHEARs subject matter fields. These elective courses must have appropriate prerequisites and present material at a sufficient depth to allow students to achieve mastery of fundamental knowledge that prepares them for University work or a future career path.

Honor Course: Honors courses designed by an institution to demonstrate distinctive features that set it apart from regular high school courses in the same SHEARs subject area are eligible for the college honors designation. These courses should be comparable in terms of workload and rigor to Advanced Placement (AP), International Baccalaureate (IB) or introductory college-level courses in the subject. There is no limit to the number of college designated honors-level high school courses that may be approved for an institution's SHEARs course list.

The Amerikanisch Großreich, in light of recent economic actions taken against it by several nations, will hereby replace the sanctions placed upon the Bulgarian Government, not out of fear of said nations, but rather to ensure that a competent and reasonable plan is put forward to ensure that the Bulgarian Government cooperates and drops its claims to the East Congo. Let it be known that the Minister of State for Europe, the person who orchestrated the harsh and uncalled for sanctions, has been sacked for his incompetence and aggression.

The new economic sanctions for the Bulgarian Nation will go as follows: All Bulgarian based companies inside Amerika will have their activity restricted; all Bulgarian goods will have a 5% tax placed upon them; Amerikanisch companies will be encouraged to halt investments into the Bulgarian Economy; the tariff on Bulgarian oil will be increased from the standard 12.5% tariff placed on all goods to 17.5%; and the Großreich shall encourage other EC member nations to follow similar polices until the disputes in East Congo are fairly and justly rectified.
