REGARDING NEW PLAYERS: As of 9/7/16, ANY players who have joined canon the last 5 days and/or in the future fall under the direction of the following rules:

1) Alliances or closer political unions can't ask new people to join for at least 10 days after a new person joins till the person settles down and gets to know people, and the new player can't join until the 10 days are up so that he's gotten to know people and had the time to make a definite judgement. For those who joined the last 5 days, the 10 days is to reset count at today. Trade agreements are PERMITTED, just not alliances within the 10 days.. This rule applies to BOTH NATIONS AND REBEL GROUPS.

2) New players can't be harassed with threats of war until 15 days of adjustment to the canon. THIS RULE IS DIRECTED SPECIFICALLY AT NATIONS. Since rebel groups work a little differently than nations.

For a player returning to the canon but making a new start, these two rules are optional to them.

The Ministry of Canon holds that you are free to post.

Here is where you post news of their political alliances, unions, trade deals and pacts, annexations of NPC territory, etc. We especially would like you to do so if you're organizations have been approved, in order to make it OFFICIAL within the canon. This also applies to trade deals and political/economic unions. Post them here to make them official to the canon storyline.

All rules regarding territory and claims:
1. You can only take 12 pieces of territory a week.
2. They must border your existing territory.
3. They must border a coast that you have access to.
4. They must border other territory that you have claimed (i.e. Sickly green are claims of whichever nation is in the picture, not actual claims, just examples)
5. If another country is blocking your claim to an area and you must go through that country to claim the land, you must receive permission from that country to cross their borders before you claim said land.
6. You must post in the claims doc about your claim AND it must be approved by the map makers in the doc, THEN you must make a post about it HERE so as to confirm it is officially part of the IC universe.
7. An exception to this is if you are gonna be away, telegram Hespero-Belkia, ismeil, Neo Rome Republic, or Bering that you are gonna be away and are gonna have someone make a claim for you once while you are away, but no more afterwards. BUT, you MUST telegram a Canon Staff member that you will be away BEFORE doing this.
8. If you can get to certain claims by going through a large body of water, you don't need permission to get there. Here is an example: http://imgur.com/a/YQhrg
If you do have to go through a narrow body of water such as a strait or canal being the only way to get to claim, you must ask permission of ALL party's in the way BEFORE making the claim. Ex: http://imgur.com/a/WYB4S
Addendum: If you have reason to believe that you have access through a strait, you may use it and post the claim. However, if the person later comes back and denies that you would have had access (Within reason), you must forfeit those claims, and they return to anarchist territory.
This rule is not retroactive, any claims made prior to this rule being created are still valid. However, it is not be allowed after any week following the first annexation week which was 6/10/16, any annexation week following this first one, MUST follow these rules.

9a. Land that is colored light gray on the Canon events thread will be reserved land, under the assumption of reserved land, troops CANNOT occupy it for control. If you try to fit your troops temporarily being in an reserved territory under some kind of story, fine. But those troops will be assumed gone once a new player has come to claim it OR it has been made claimable again. Land released from reserve throughout the week is available to claim Friday at 8:00 PM. Land must be announced as available 24 hours beforehand. Though on the OOC/signup reserved land will show up white so new players can identify it.

9b.No encirclements while claiming territory. Nation1 must always claim next to Nation2. Meaning, you can't form a claiming ring around a set of territories surrounding another set in order to purposely make it unclaimable for someone else.

9c. If troops are stationed in a country and said country goes inactive, the troops are assumed either driven out by anarchist forces or leaving willingly to avoid the chaos. RL Example: Libya goes chaotic and violent and US personnel that were stationed leave.

10. Claims update! Claims that overlap are no longer given to the first claimer. Instead they are marked as disputed, with nations having to solve the crisis of attempting to annex the same land ICly.

Rules Regarding Land Purchases
-You can sell/purchase 6 provinces every 2 weeks. Note: You can only sell what you already have.
-The agreeing parties all have to post some notification on the Canon events that they recognize this agreement. Only one of them has to summarize or put a link to the actual agreement. But both must write a post acknowledging it.
SUMMARY: THIS MEANS DEALS ARE NOT RECOGNIZED, UNLESS RECOGNITION IS MADE IN THE OOC OR IC THREADS. REGARDLESS OF WHO SAID WHAT OUTSIDE OF THOSE BOUNDS.
-The agreement actually has to be a political agreement of some kind. It can’t just be a free giveaway for nothing.

NOTICE: AS of 9/17/16 land annexation is OPEN AGAIN. With the EXCEPTION OF ALL LAND COLORED GRAY in the IC map which indicates land reserved for new players. Which shows up white on the OOC/signup thread for new players to claim.

[b]ACTIVITY QUOTA: We require all region members to be active in canon. If you do not post for 7 days without providing the staff with a valid reason/notice for such a delay, you will be notified and given 3 days to change that. If not, you will be removed from canon. This rule will stay in place indefinitely, till we find another way to judge activity.

POST QUOTA: A post must be at least 4 lines. Rule applies to all post on 9/3/16 and every day following it.

What if I wanna quit the Canon?
Then telegram someone in the Canon staff and we will remove you. Your land will become non-player white land either up for grabs or for new players to take.
NOTE: This rule is NOT retroactive.

What if I wanna go to war?: You can schedule a time both warring party's are available RL to fight. Canon staff mediation request is always welcome and even recommended!
Then the Canon staff will make the OOC thread for everyone to be able to signup to join the war, and 3 days later the IC thread for the war will be made by the Canon Staff.
Canon staff will appoint mod(s) to regulate the war and make sure it is within the confines of the rules.
DISCLAIMER: A player can make a surprise attack/warmove against another player in events, but then afterwards the reaction by the other player and the rest of the war continues through in the IC war thread once it is made.

What happens if someone loses a war?: If someone loses a war, they have the right to a "second chance". Meaning they can retain up to 20 provinces even in the event they lose. However, if they have less than 20 total provinces, they have the right to keep half of their provinces. If they end up going to war a second time and so on, this rule does not apply, since the rule only works as a one time "second chance" for players. If one of the opponents quits amidst the war, then all his former territory can be annexed by the other opponent.

MERGER RULES: Nation mergers of the act of merging nations into one are NO LONGER permitted. And must be reverted or changed into an alliance of a different nature. Mergers of a more economic nature are however permitted, EX: Natuna island. For other mergers, the RL EU will be the standard set and line drawn in deciding whether the line of mergers is crossed or not.

REGARDING MILITARY ROLES IN ALLIANCES: 1) Nations from now on as of 11/15/16 have to post their own military actions ICly.
2) Countries have to fund their own military, but you can still provide your own set of peace keeping forces and retain command over the peace keeping troops.

REGARDING NUKES: Nuclear weapons are currently banned. However, nuclear reactors are allowed. BUT, they can only be bombed by nearby nations who could be in danger of feeling the fallout. Incentivizing them to capture rather than bomb, but that consequence is one's to bear if one is willing to take the risk. And players CANNOT intentionally cause their reactors to melt down. The fallout effect is also open to intervention by the canon staff if such intervention is considered to be in the best interests of the overall canon.

The PSTP is created, The Trans-Pacific Security and Trade Pact, 2018 ((t)PSTP - 2018), covers several important aspects concerning military, economic, and political ties between member nations. Covering issues such as ensuring a Defensive Alliance, Allowing Joint Military Bases and Harbors in All Member Nations, Guaranteeing Free Trade, and creating a Status of Forces Agreement for All Nations' military forces stationed in each of the member nations.

Preparations for the meeting in Rome this April are nearing completion. With only weeks to go, members of both the League of European Nations and government of Ithra rush to complete last minute details around the capital to accommodate the arrival of various governmental leaders of LEN. This is will be third resigning of the LEN agreement and first to include the Hexus Enlightened Technocracy which joined a short four years ago. This will be the first major LEN conference held on Ithran soil for the Bandini cabinet and several sources from within the Prime Minister's office have reported that the pressure for a successful performance. Sources from President Marmo's office have also reported high expectations for the event, feeling that it will be the last major action for the President before her term expires in May.

However, the meeting will take place under the cloud of the recent attacks in Milan by the far-right National Front where bombs derailed a train causing eight deaths and over one hundred causalities. Efforts to bring the criminals to justice are currently underway through the Joint Task Force Milan, under the command of Republican Guard Colonel Dionisio Aiolfi. Public Safety Minister Lelia Faraldo of the Christian Democrats has also released statements to the public assuring them that the attacks will not be repeated in Rome. The Minister claims that a number of precautions have been taken including a company from the Guard's Brigata Fabio to handle security at the venue.

Chairman of the Council of the League of European Nations Amedeo Guerra has also called for a stronger sense of unity among member states after the attack. The Chairman states that the attacks are an attempt to use fear to force complacence and Ithra would never again bow to terror. Leaders of all political parties in the Senate have endorsed the Chairman's words, calling for greater unity in Ithra.

The preliminary order of speakers has also been released to the public with Prime Minister Bandini being given the customary opening speech as the Ithran head of government. The resigning will be followed by a three day meeting between the governmental leaders to discuss the steps to be taken by the League in the coming years and how best to coordinate economic and political actions both within the league and outside of it when dealing with non-LEN members.

Prime Minister Bandini has promised to bring up the growing need for farming subsidies that have become a heated issue in the ruler southern states of Italy and Sicily, traditional voting basing of Bandini's Reform Party. The Prime Minister has also promised to make security and safety regulations a chief concern of his during the talks and has promised not the leave the discussion without a concrete plan for strengthening protection for both Ithra and LEN as a whole.

Discussion has also intensified over the Strait of Messina Bridge as construction is set to begin around the same time as the LEN meeting. Several supporters of the bridge have demanded that protection for the bridge be increased amid worries of a terror attack targeting the bridge. Opponents of the bridge hold that increasing funding for security is yet another reason to not construct the bridge, citing that it could be better spent on roads in both Sicily and Italy, the two states that will be connected by the bridge. Public Safety Minister Sarto has yet to comment on increased security on the bridge and his officer has offered no comment as to it.

*Going by the current time of 1 year = 1 month, each day is ~12 days in Canon so by the third, we are about in Feburary as far as IC time in concerned. Though of course this is my conjecture on the subject and that is subject to NEO's approval or disapproval and may be changed at a later date.

[b]Breaking News-The Governments of Neo Rome Republic and Mes have signed a recent pact of "Friendship" in order to strengthen ties between the two nations.

The National Sonacist Party of NRR has defended and praised the pact as being "mutually beneficial" and the beginning of a "new relationship" based on trust and cooperation. The agreement settles around 3 categories of agreement. Being that of military, economic, and diplomatic. NRR has been given permission to set up an airbase base in the Shandong province of Mes. Along with favorable economic deals to both countries in starting up businesses in each of the others respected capital city's. Mes has also agreed to send in economic advisers and technical specialists in assisting the Neo Roman Government in helping to establish new financial markets and helping to grow the economy of NRR. In return, NRR has promised to provide greater military protection than what has currently offered, if such aid is requested by the Mesian Government in the future. Along with the establishment of embassies in each nations respected capitals as part of the diplomatic category of the pact.

In commemoration of this new deal, President Constantin Maxovich delivered this speech earlier today "We are grateful to the Government and people of Mes for agreeing to this deal. The National Sonacist State of Neo Rome Republic believes this is a small step in the right direction to our mutual interests. We believe that Mes will have much to offer us in terms of business relations and military opportunities. We are honored to accept this Pact of Friendship and Brotherhood. We vow to uphold our agreements with Mes, and shall in good faith, believe that they will be fair to us in this regard as well. With this milestone, we believe that our nation will have the chance to grow in ways we could even imagine. We are sure our newest allies feel the same. An eventful match between the Teams Tunguska and Yellow Rocket ends this week's bracket of the Festival of Tanks. With the semi finals wrapped, up, the finals for both separate brackets will kick off starting next week. The matches are set for next week, please stay tuned for updates, for extreme weather may postpone the matches. Starting on Monday (the 4th), Team Tunguska will face off against Team Juniper. Team Juniper has garnered a lot of public groundswell over their near-impossible victory against Team Hazel Rain, who had outnumbered the Lead Tank 3 to 1 but the cleaver tactics devised by their Team Captain, Anita Kurakov, managed to narrowly evade defeat and bring home the victory. The next match will occur on Thursday (the 8th), and it'll put Team Argos II against Team Sentry. Team Argos II is being commanded by the daughter of the original Argos team, so a lot is on the line for their Team captain, Juliana Zarkova.

The arena for both fights have been determined, and Match 1 will be fought near the city of Makhachkala*, off the shores of the Caspian Sea. Meanwhile Match 2 will occur near the city of Vladikavkaz*, and both matches will determine who will be the bracket winner and who will fight in the Ultra-Finals to bring their team to glory and victory!

Valkorion: Today's problems, gentlemen?

Secretary: Actually, sir, surprisingly, there are none. Just a single bill to sign and a letter from an Israeli-Palestinean on a subject you proposed on the next resolution.

Valkorion: Odd...usually you would have tons of things for me. Don't you think?

Congress has ratified the constitution of the MC and we can only hope that this does not anger any other nation or group. Nieblham will always be an open port, the MC, nay, Mes, will never change that. We will always trade with any nation, group, business, that is friendly to Nieblham! Now with that out of the way, I am here to announce that the Nieblham is going to rebuild the national railroads an action that should result in Billions of Niebs for our nation, but to pay for such an action, we will institute a Speculation tax on stocks (.05%) and bonds (.01%) sold or bought in Nieblham. Along that line, Congress has given Shinra oversight powers in the electricity industry with a goal to regulate and eliminate corruption, YET! Shinra is only allowed to take 10% of the profit the industry makes annual for themselves. Also, Rufus mentioned building ships for our navy the General has overlooked the new ships that Shinra has proposed and we agreed to help the R&D of Shinra by buying some Zumwalts and A-10s from Tarazed. Then we plan on building our own ships. Cannabis in Nieblham has been legalized as Shinra also requested, yet for the next 3 years Nieblham government will auction off 25 growing/selling permits to already established farmers. They can keep or sell that permit, but those that hold the permits are allowed to both grow and sell cannabis to the people of Nieblham and any other nation that has also legalized it, selling it to a nation where it is not legal is punishable to 25 years in prison and loss of business. As well a Regulation agency will be created to regulate the strains and types of cannabis grown to allow for the healthiest and best drug that can be created, so it will be 4 months until the auctions begin for this year." Finally, as the leader I can make trade deals with other nations and the nations of Osphen and Equalsun have agreed to these deals, for Osphen :
1. Maximum tariff amount of 2.5% will be imposed upon both nations when business is conducted between them
2. All ports of both nations will be considered friendly, with refueling and restocking permitted that said craft is civilian
For Equalsun:
Nieblham will lower our tariffs on that nation by 5% and they in turn should lower theirs by 3% And they will sell oil to Nieblham at 3.4% under market price.

Good evening, our top story tonight, a convoy with experimental weapons and vehicles, including two T-14 Armatas, was hijacked early this evening. The convoy, which had went from Volgodonsk was going to be transported to Fort Sevastopol, but had been forced to make a stop at Novorossiysk due to a malfunction with one of the convoy vehicles. Authorities found the destroyed remains of the convoy vehicles, however the experimental tanks and weapons that were being transported had all gone missing. On the hood of one of the convoy trucks, was a spray painted snake. Authorities are in talks with the ORYS to locate the stolen tanks and bring those who committed these crimes against Yottabota to justice.

In other news the Festival of Tanks have come to a stunning conclusion with Team Argos II going home with the coveted "Iron Maiden" medal. The conflict between Team Juniper was fierce, but the team from a small village on the base of the Caucasus' has truly shown what hard work and determination can really do when they put their all for the national effort. When asked, the young captain had this to say:

My girls, they worked very hard and we all have dreamed of this since we were playing in sandboxes giggles. My mother has not stopped talking about how proud she is, and I can't wait to meet Madam Zalore once again! Now if you excuse me I have to go back to my girls for drinks! Thank you very much!

Truly the future of our nation... Lastly, Government officials are currently striking a trade deal with the neighboring nation of Osphén prior to the League of European Nations Summit in the coming days. News of the deal will be revealed as the week continues onward.

A younger man replaces the older man. Roughly in his thirties, his hair his much darker than the other man’s. He is wearing a black tuxedo and standing in the back of a large room with a multitude of filled seats. In other News The Leader detailed the long term plan for the new railroads, stating that there will be ran by a business owned by the government of Nieblham with a goal to make a profit, yet only a small profit of C1 million a year. Business can start buying shares of this business at C15 a piece, yet one entity can only own up to 10% of the industry, yet 51% of the total 10 million stock will stay with the goverment or 5.1 million pieces of stock will stay with the government. Furthermore Congress approved over 3 years to spend 1.5 billion on the railroad project. There has been no move from Shinra to buy any stock in the railroads. Drew, a new jet fighter platform has been selected to fulfill fighter the requirements of the RVAF, RVN, and the RVM - the Sukhoi Industries' Sukhoi-35 Multi-role Fighter. The other contenders for the program was Dassault Aviation's Rafale, Eurofighter GmbH's Eurofighter Typhoon, Mikoyan's MiG-29, and Lockheed Martin and General Dynamics' F-16. The Su-35 was chosen above the rest for it's superb specifications and performance that obviously outmatches the others.

A meeting was immediately called by the RDT-AD along with key military and government officials with the Sukhoi Industries after the decision was made. After the meeting, the contract was signed and states as follows (summarized), "The Sukhoi Industries authorizes the Verakon Aerospace Industries (VAI) to produce, modify, and upgrade the Sukhoi-35 multi-role fighter.The Sukhoi Industries allows the transfer of technology of the Sukhoi-35 multi-role fighter to VAI. The Sukhoi Industries also authorizes VAI to research and develop new fighters out of the Sukhoi-35 platform. Verakoz Aerospace Industry and Sukhoi Industries has agreed that VAI will give 20% of the profit of all licensed produced Sukhoi-35 and all of its variants developed by VAI that has been sold to other companies to Sukhoi Industries."

The two countries are expected to develop closer ties, especially that Verakoz has been invited and is currently attending the League of European Nations (LEN) Summit in Roma, Ithra as per the Observer Status of Verakoz in the LEN, further more, this will deepen the close ties between LEN and Verakoz.

Upon request by the Archduchy of Greater Pavonia, a nation located to the south of the United Imperial States that has a distinctly Amerikaner culture, the region has been peacefully annexed. Greater Pavonia, when combined with Lesser Pavonia, a territory under Amerikaner control, covers a combined total of 237,000 square kilometers and is home to 17.064 million people. In total, this will bring the Reich's overall population to 64,394,000. As the Imperial State of Pavonia, the current Pavonian Archduke, Franz III von Köln, shall be anointed Franz III von Pavonia, and the Köln Dynasty shall be recognized as members of the Amerikaner Nobility.

As an Imperial State, Pavonia and it's citizens will be protected under the Articles of State and the Amerikaner Government in Wiesbaden am Breigsau. Pavonia, now being an Imperial State, will receive funds from the National Government in Wiesbaden am Breigsau, which shall be directed to develop the Imperial State's infrastructure, industry, and economy. In addition, the Imperial State shall be able to send representatives to the National Congress and the National Parliament, who will be allowed to vote on and propose policy decisions in the National Government. Equatorial Guinea
