Even if your dictatorship has boosted your economy and you got wealth from the Panama canal, you'd still only be a regional power (not to mention that the canal itself actually belongs to the US, so you wouldn't even be getting that).

The US has decreased their amount of military vehicles and soldiers simply because modern day tech costs more. And the canal actually was stolen by the US when Panama seceded from Colombia via US encouragement. With Venezuela in control, no bloody doubt they'd kick out the US via encouraging the locals there to rebel against this practice as Venezuela is strong enough to fend for itself versus the US in a defensive manner.
